International Day against Drug Abuse & Illicit Trafficking observed in Samba

SAMBA, JUNE 27: The District Administration Samba observed the International Day against Drug Abuse and Illicit Trafficking yesterday evening at Vijaypur, under the theme, "The evidence is clear: invest in prevention."
The event featured insightful speeches on drug abuse and illicit trafficking, stressing the critical need for enhanced awareness, education, and proactive measures to prevent these issues. Cultural programs highlighted the community's commitment to raising awareness.
Deputy Commissioner Abhishek Sharma applauded the dedicated efforts of artists from district Samba who actively participated in the fight against drugs. He urged parents of youths struggling with addiction not to hesitate but to step forward and admit their children to Drug De-Addiction Centers. DC Sharma emphasized that in addition to the administration and police, artists can significantly contribute to the battle against drugs.
"Everyone must unite to combat this menace," stated DC Sharma. He underscored that the administration is taking stringent measures, including attaching properties of individuals involved in drug activities. The event underscored the collective responsibility needed to address drug abuse and illicit trafficking, with DC Sharma urging all community members to join hands in this crucial fight.
SSP, Vinay Kumar, reiterated the commitment of the Samba police to completely eradicate drugs from the district. He commended the impactful performances by local artists that effectively conveyed the message against drug abuse. "The Samba police are fully committed to eliminating drugs from our district," stated SSP Vinay Kumar. He emphasized the pivotal role of community engagement and artistic expression in the fight against drugs.
On this occasion, a song trailer "SOORMA," directed by local youth of Samba, was also released, aiming to eliminate the drug menace from society, especially from the Samba district.
As part of the day's activities, a debate competition was held at the Conference Hall, DC Office Samba. A signature campaign, to mobilize public support against drug abuse and illicit trafficking, saw participants taking the Nasha Mukt pledge to support a drug-free society.
Among others, DMO Samba Mohammad Sayeed, DSWO Mohammad Nawaz, DIO Ashiq Rafiq Malik, and other officers were also present on the occasion.

माननीय जम्मू-कश्मीर और लद्दाख उच्च न्यायालय के निर्देशों के अनुसार, जिला न्यायपालिका सांबा ने आज जिला बार एसोसिएशन सांबा के अधिवक्ताओं के लिए तीन नए आपराधिक कानूनों पर एक दिवसीय अभिविन्यास सह प्रशिक्षण कार्यक्रम का आयोजन किया, जो 1 जुलाई 2024 से पूरे देश में लागू होने जा रहे हैं क्योंकि आगामी आपराधिक कानून भारतीय दंड संहिता, आपराधिक प्रक्रिया संहिता और भारतीय साक्ष्य अधिनियम का स्थान लेंगे। यह प्रशिक्षण कार्यक्रम जिला न्यायालय परिसर सांबा के बार रूम में आयोजित किया गया। अपने परिचयात्मक भाषण में श्री अदनान सईद, प्रधान जिला एवं सत्र न्यायाधीश सांबा ने प्रतिभागियों के लिए तीनों आपराधिक कानूनों को समझने के महत्व पर प्रकाश डाला। उन्होंने मौजूदा भारतीय दंड संहिता 1860, आपराधिक प्रक्रिया संहिता 1973 और भारतीय साक्ष्य अधिनियम 1982 में क्रमशः पेश किए गए परिवर्तनों का संक्षिप्त विवरण भी दिया। इस एक दिवसीय उन्मुखीकरण कार्यक्रम को तीन सत्रों में विभाजित किया गया था। पहले सत्र में सुश्री प्रीत सिमरन के ग्रोवर, मुख्य न्यायिक मजिस्ट्रेट सांबा ने भारतीय नागरिक सुरक्षा संहिता (बीएनएसएस) पर पावर प्वाइंट प्रेजेंटेशन के माध्यम से विचार-विमर्श किया। सुश्री रेखा कपूर निश्चल, सचिव, डीएलएसए सांबा ने पावर प्वाइंट प्रेजेंटेशन के माध्यम से भारतीय न्याय संहिता (बीएनएस) पर विचार-विमर्श किया, सुश्री उर्वशी एडिशनल। मुंसिफ सांबा ने भी भारतीय साक्ष्य अधिनियम पर विचार-विमर्श करते हुए पावर प्वाइंट प्रेजेंटेशन प्रस्तुत किया। सुश्री हिमानी परिहार, मुंसिफ सांबा द्वारा औपचारिक धन्यवाद प्रस्ताव भी प्रस्तुत किया गया। इस कार्यक्रम में अध्यक्ष बार एसोसिएशन सांबा, वरिष्ठ बार सदस्यों के साथ-साथ बार एसोसिएशन सांबा के युवा वकीलों, अभियोजन विंग सांबा के अधिकारी, एलएडीसी के अधिकारी, डीएलएसए सांबा जिला न्यायपालिका सांबा और डीएलएसए सांबा के स्टाफ सदस्यों ने भाग लिया। यह प्रशिक्षण कार्यक्रम प्रतिभागियों को हाल ही में भारत के राष्ट्रपति द्वारा स्वीकृत तीन महत्वपूर्ण विधायी अधिनियमों की गहन समझ और परिचालन संबंधी ज्ञान से लैस करने के लिए आयोजित किया गया था।

As per the directions of the Hon’ble High Court of J&K and Ladakh, District Judiciary Samba today organised one day Orientation cm training programme for the advocates of District Bar Association Samba on three New Criminal Laws which are going to be implemented from 1st of July 2024, across the country as the forthcoming Criminal Laws have slated to supplant the Indian Penal Code, Criminal Procedure Code and the Indian Evidence Act. This training programme was held in the Bar room of District Court Complex Samba. In his Introductory address Sh. Adnan Sayeed, Pr. District and Sessions Judge Samba highlighted the significance of understanding all the three criminal laws for the participants. He also gave a brief overview of the changes introduced in the existing Indian Penal Code 1860, Code of Criminal Procedure 1973 and the Indian Evidence Act 1982 respectively.
This One Day orientation programme was divided into three sessions. In the first Session Ms. Preet Simran K Grover, Chief Judicial Magistrate Samba deliberated through Power Point Presentation upon Bhartiya Nagrik Suraksha Sanhita (BNSS). Ms. Rekha Kapoor Nischal, Secretary, DLSA Samba through Power Point Presentation deliberated upon on the Bhartiya Nyaya Sanhita(BNS), Ms. Urvashi Addl. Munsiff Samba also presented Power Point Presentation deliberated upon on Bhartiya Sakshya Adhiniyam. A formal vote of thanks was also presented by Ms. Himani Parihar, Munsiff Samba.
The event witnessed the participation of President Bar Association Samba, Senior Bar Members as well as young lawyers of Bar Association Samba, Officers from Prosecution Wing Samba, Officers of LADCs, DLSA Samba Staff Members of District Judiciary Samba and DLSA Samba. This training programme was organised so as to equip the participants with a profound understanding and operational knowledge of three critical legislative Acts recently assented to by President of India.

*International Day Against Drug Abuse and Illicit Trafficking Celebrated by JKP in Jammu District*

In the Sub Division Police R.S.Pura International Day Against Drug Abuse and Illicit Trafficking was today observed with great enthusiasm and participation.
The event was marked by a series of activities aimed at raising awareness about the dangers of drug abuse*.
Among others these functions were attended by SHO P/S Bishnah, SHO PS Miran Sahib,SDPO R.S.Pura as well as SP headquarters Jammu. Their presence underscored the community’s commitment to combating the menace of drugs.

The day's events kicked off with an impactful awareness rally, which saw students, teachers, and community members marching through the streets of Bishnah town. The rally aimed to educate the public about the harmful effects of drug addiction and the importance of a drug-free society.
During the event, SP Hqrs, Jammu addressed the gathering, emphasizing the critical role of education in preventing drug abuse. "Education is our strongest weapon against the threat of drugs. We must continue to spread awareness and guide our youth towards a healthy and productive future," Officer stated.
SDPO R.S.Pura, highlighted the efforts of law enforcement in tackling drug-related issues in the region. "Our Police force is dedicated to eradicating drug abuse. We will continue to take stringent measures against those involved in drug trafficking and use,"

SP Hqrs, Jammu and SDPO R.S.Pura also shared their insights on the issue, stressing the importance of community involvement and vigilance.

Jammu police tightening its noose against Drug Peddlers under operation *Sanjeeveni* Police party of PP Pounichak on 25-06-2024 established a special Naka in Seora area for checking of vehicles. During checking two pedestrian who were coming from Nandini towards seora when they saw Naka party, they immediately diverted their directions and tried to escape but Police Party apprehended them on spot. During questioning they disclosed their names as :-
1)Karan Kumar Kurrey S/O Gend Ram R/O Jhangir Champa Chhattisgarh A/P Nandan.
2)Gulab Rai Patel S/O Lakhan Lal Patel R/O Spiti Chattisgarh.
On their suspicious activities of concealing the carry bags their search was conducted.During search of the carry bag of Karan Kumar Kurrey S/O Gend Ram R/O Jhangir Champa Chhattisgarh A/P Nand 3.5 kg of G***a like substance was recovered while during the search of carry bag of Gulab Rai Patel S/O Lakhan Lal Patel R/O Sipti Chattisgarh 1.5 Kg of G***a like substance was recovered.

In this regard a case FIR No.178/2024 U/s 8/20/21/NDPS Act got registered at P/S Domana and both the accused are arrested.
Arrest and seizure made by police party headed by *IC PP Pounichak under supervision of SHO PS Domana,SDPO Domana.* Further investigation of the case is going on.

To ensure the smooth conduct of the Shri Amarnath Ji Yatra 2024, a review meeting was convened under the chairpersonship of Deputy Commissioner (DC) Samba, Abhishek Sharma at Conference Hall, DC Office Samba.

The meeting aimed to review the arrangements for the smooth conduct of the Yatra in Samba.

DC Sharma emphasized to all officers the importance of prioritizing the lodgement centers based on bedding capacity. He reviewed all requisite arrangements made available at the 26 lodgement centers established in district Samba.

He also reviewed the arrangements at the two RFID issuing counters set up at Chichi Mata and Nonath Ashram for Yatris.

Furthermore, he assessed the facilities for sanitation, security, electricity, water supply, bedding, health, drinking water, filling potholes, traffic management, installation of generators, and lodging to ensure the comfort of the Yatris.

The meeting also covered the display of digital screens, banners, and the installation of signboards at prominent places to facilitate the Yatris.

The meeting was attended by Additional District Development Commissioner Champa Devi, Additional Deputy Commissioner Suresh Chander, Additional SP Samba Surinder Choudhary, SDMs of Vijaypur and Ghagwal, Executive Engineers from PDD, PHE & PWD, DIO, Tehsildars, and other district officers from various departments.

In a continued effort to address the issues and grievances of the residents at their doorsteps, the Deputy Commissioner (DC) of Samba, Abhishek Sharma, visited Vijaypur and chaired a Block Diwas Camp at Community Hall, Vijaypur. The event aimed to listen and resolve various concerns of the community, promoting the overall welfare and development of the area.

The program saw participation from various stakeholders, including DDC members, officers from all line departments, and prominent citizens of the Vijaypur subdivision.

During the Grievance Redressal Camp, numerous public delegations and individuals presented their developmental concerns to the DC, seeking timely resolutions. Key issues raised included the establishment of a Camp office of JDA, parking facilities, road issues in Indira Colony, railway crossing work, a cremation ground near AIIMS, non-functional tubewells in Panchayat Gunwal, acceleration of work on the National Highway, overcharging at CSC Centres, and land demarcation in Gurha Slathia.

*DC Abhishek Sharma assured the public that the District Administration would actively support the development of the area. He promised that all issues and demands would be forwarded to the concerned authorities for timely redressal. He directed the Executive Engineer to replace transformers within 24 hours and instructed the relevant authorities to address irrigation issues, including canals and encroachments.*

On 26th June 2024 screening of a short film named 'Dark Side' was shown to students in one of the smart classrooms of the College on International Drug Abuse and Illicit Trafficking day. A compilation of various advertisements and videos on the topic were also shown to the students to inculcate in them a sense of responsibility towards their own body and towards society as a whole. To carve a niche against drug abuse, the Principal of the College, Dr. Sujata Slathia addressed the students to keep themselves away from drugs and maintain a drug free Campus environment. The staff members who joined the event along with Principal Madam were Prof. Vijay Kumar, Ms. Amrita Sharma, Mr. Hardev Bhagat and S. Avtar Singh.

*SAMBA POLICE WORKED OUT THEFT CASE; ACCUSED ARRESTED; RECOVERED STOLEN ITEMS WORTH 1 LAKH*

Samba, June 26: Samba Police has worked out a theft case which was registered at Police Station Ghagwal, arrested thief and recovered stolen items worth rupees 01 lakh approximately from his possession.

A written complaint was lodged at Police Post Rajpura (PS Ghagwal) by one Mukesh Kumar S/o Krishan Lal R/o Rajpura district Samba, regarding theft of electric water pumps from his agriculture field at village Malani by some unknown person.

Acting on the complaint, a case FIR No. 94/2024 U/S 379 IPC got registered at Police Station Ghagwal and investigation was started.

Different teams were constituted led by SHO PS Ghagwal and IC PP Rajpura. During the course of investigation, police zeroed several suspects. Meanwhile, a person namely Des Raj S/o Titru Ram R/o Dalsar tehsil Ramnagar district Udhampur A/P Sherpur, Tehsil Hiranagar district Kathua was apprehended in the instant case after hectic efforts and was put to sustained questioning. On his disclosure, police has recovered 08 electric water pumps costing INR 1 lakh (approximately) which the accused had stolen from different places in Ghagwal area.

Further Investigation of the case is going on.

Adnan Sayeed, Worthy Chairman, District Legal Services Authority, Samba, (also Pr. District & Sessions Judge, Samba), District Legal Services Authority, Samba organized an Awareness Programme on observance of“International Day Against Drug Abuse and Illicit Trafficking 2024 under the theme “The evidence is clear: invest in prevention’’ in collaboration with People’s Forum For Human Values( an NGO in District Samba) today i.e. on Wednesday 26th of June, 2024 at Samba Fort, Tehsil & District Samba.
This program was presided over by Sh. Adnan Sayeed Worthy Chairman DLSA Samba who in his special address highlighted as to how drugs are affecting the lives of humans, he also talked about as to how our young generation is hugely at risk, and how the illicit drug markets are specifically targeting our younger generation to engage with new drug trends and consumption methods.
Retired Col. Mr. Karan Singh who was the President of People’s Forum For Human Values presented the welcome address in the programme whereas Ms. Rekha Kapoor Nischal presented the Vote of thanks, Mr. Hitesh Sharma, Panel Advocate, DLSA Samba and Ms. Urvashi, student of 7th class of Nav Vidhya Hr. Sec. School Talot,Samba also spoke on the occasion.The proceedings of the program were conducted by Ms, Tania Pargal, Panel Advocate DLSA Samba.

ADC Kathua chairs meeting on Road Safety Measures

KATHUA, JUNE 25: Additional Deputy Commissioner, Kathua Ranjit Singh chaired a meeting of the Road Safety Committee to discuss and finalize measures to improve road safety in the district.

The meeting was attended by ASP Kathua Paramjit Singh, SE PWD (R&B) Kathua, RTO Kathua, XENs of PWD, PMGSY and other concerned officers.

The ADC emphasized the importance of road safety and directed the officials to take all necessary steps to reduce road accidents and fatalities. He stressed the need for strict enforcement of traffic rules, improved road infrastructure, and awareness campaigns.

The officials discussed a range of measures, including Intensifying traffic enforcement, including speeding, drunk driving, and helmet-wearing violations, Improving road conditions,
Conducting regular awareness campaigns in schools, colleges, and communities besides encouraging the use of public transportation and promoting carpooling.

The ADC urged all stakeholders to work together to make Kathua roads safer for all users. He appealed to the public to follow traffic rules, wear helmets, and drive responsibly.

DC Kathua reviews preparedness for anti- flood measures

Emphasizes coordination among stakeholders for enhanced protection & management plans

KATHUA, JUNE 24: In a decisive move to bolster flood preparedness ahead of the monsoon season, Deputy Commissioner Kathua, Dr. Rakesh Minhas, chaired a high-level meeting to review and strategize anti-flood measures across the district.

The meeting focused on ensuring robust coordination among all concerned departments to optimize planning and ex*****on of flood mitigation efforts.
The DC underscored the importance of synergy between departments including Revenue, Police, Health, and the Irrigation and Flood Control Department. He highlighted that integrated efforts are paramount to effectively respond to and mitigate flood risks.

A detailed review of the current flood control measures was conducted, covering the desilting of rivers and nullahs, construction of embankments, retaining walls, and the establishment of flood shelters. The Irrigation and Flood Control Department provided a comprehensive update on the progress of these initiatives, emphasizing ongoing work to fortify the district's flood defense infrastructure.

The Deputy Commissioner directed all concerned departments to fast-track their efforts and ensure the completion of flood control projects before the monsoon arrives.

The DC also directed BDOs to earmark specific funds for flood protection plans within their respective jurisdictions, particularly to address vulnerable points identified in their areas.

Tehsildars were instructed for issuing timely alerts to residents living near riverbanks and nallahs to ensure their safety and preparedness in the event of rising water levels.

The DC also stressed the need for timely dissemination of water levels/ early warning besides comprehensive community awareness and preparedness initiatives. He directed concerned departments to sensitize people living in flood-prone areas and aware them about flood risks and safety protocols.

SSP Kathua Anayat Ali, ADC Kathua Ranjit Singh, SDM Hiranagar, SE Hydraulic Kathua, XEN Flood Control,XEN Irrigation, XEN PHE, ACD and other concerned officers were present.

*One Notorious burglar arrested, stolen property worth lakhs recovered by JKP in Nagrota Area.*

Jammu police continuing its efforts under operation *Meghdoot* PP Sidhra received a written
complaint from one Mohd
Farooq S/o Ghulam Qadir
R/o Mahore Reasi A/P Asrarabad on 22-06-2024 that unknown person have committed theft in his house at Asrarabad Sidhra and stolen one gold set, 2 rings, 2 ear rings and one I ball tab, one bag. The value of stolen articles is approximately 4 lakhs. On this report a case FIR No. 183/2024 U/S 454/380 IPC got registered at P/S Nagrota.

During investigation Police party of PP Sidhra headed by PSI Arun Sharma under the supervision SDPO Nagrota Sh.Aakash kohli assisted by SHO P/S Nagrota Insp Rajeshwar Singh under the overall Supervision of SP Rural Jammu Sh.Brijesh Sharma after putting hectic efforts rounded up one suspect namely Mohd Sajjad S/O Ghulam Qadir R/O Gool Ramaban A/P Asrarabad Sidhra.

During questioning the accused person confess his involvement in the instant case and on his disclosure the above said stolen items have been recovered from his possession which was kept by him at the place only known to him. List of the recovered items is as under:

1. Gold set=01

2. Gold ear rings=02

3. Gold rings=02

4. I-ball tablet=01

5. Bag

As per the statement of complainant the total value of stolen articles is worth rupees 04 lakhs. Moreover, investigation of the case is in progress.

*DC Samba Reviews Arrangements for Annual Mela at Baba Chamliyal Shrine*

Deputy Commissioner Samba, Abhishek Sharma, visited the Baba Chamliyal Shrine to review the preparations for the annual mela scheduled to take place on June 27.

During the visit, officers from various departments briefed the DC on arrangements related to water supply, electricity, sanitation, parking, road maintenance, crowd management, signage installation, security measures, and fire safety. The comprehensive review aimed to ensure a smooth and safe experience for the pilgrims attending the mela.

DC Sharma emphasized the importance of installing a surveillance camera on the tower to enhance security measures. Additionally, he mandated a fire safety mock drill to be conducted by tomorrow to ensure preparedness for any emergencies.

Accompanying the Deputy Commissioner were Additional Deputy Commissioner (ADC) Suresh Sharma, SDM Vijaypur, Tehsildar Ramgarh, BDO, and executive engineers from the Public Works Department (PWD), Power Development Department (PDD), and Public Health Engineering (PHE). Officers from the Vijaypur and Ramgarh police stations, along with other district and sectoral officers, were also present.

The Deputy Commissioner expressed satisfaction with the ongoing preparations and reiterated the commitment of the administration to facilitate a successful and safe mela for all attendees.
