CEC Kargil chairs meeting to review progress of various projects under CAPEX Budget 2023-24

Kargil, Nov 18, 2023:

Chairman/CEC, LAHDC Kargil, Dr. Mohd Jaffer Akhoon, chaired a meeting today to assess the physical and financial progress of various projects under the CAPEX Budget 2023-24.

Executive Councilor, Zakir Hussain, Executive Councilor, Kacho Mohammad Feroz,, Executive Councilor Aga Syed Mujataba, Executive Councilor, Er. Punchok Tashi, Deputy Commissioner/CEO, LAHDC, Kargil Srikant Suse, SDMs, Councilors of LAHDC Kargil from respective constituencies, District Officers from all departments and other officials were present during the meeting.

CPO Kargil, Abdul Hadi, provided a comprehensive presentation on the physical and financial progress achieved under the CAPEX Budget by various departments till date.

He informed the meeting that the UT Administration has approved approximately 30000.00 lakhs under the CAPEX Budget for the financial year 2023-24.

He further informed that in the Engineering Sector, out of 15687.69 lakhs till 10/20/23, 5920.13 lakhs expenditure has been booked which sums up around 37.74%. He also informed that in the non-engineering sector, out of 14312.21 till 10/20/23 around 8359.40 lakhs expenditure has been booked which sums around 27.86%.

The CPO also informed that administrative approval of majority of the works has been done furthermore in some places land dispute has to be resolved at the earliest.

During his address at the meeting, the CEC emphasized that all departments and executing agencies must intensify their efforts to incur maximum expenditure before the end of the working season.

Reiterating the commitment to a corruption-free and prompt Ladakh, he urged all officers to align with the vision of LG Ladakh. He emphasized the importance of working with dedication and honesty to serve the people and contribute to their welfare.

CEC Akhoon also emphasised on the adoption of eco-friendly and energy efficient building techniques for sustainable development in the District.

Kargil, Nov 16, 2023: Chairman/CEC, LAHDC, Kargil, Dr Jaffer Mohd Akhoon today attended National Press Day function organized by Press Club of Kargil.

On the occasion Executive Councilor, Social Welfare, Aga Syed Mujtaba, Deputy Commissioner/CEO, LAHDC, Kargil, Shrikant Suse, Joint Director, Information, Ladakh Imteeaz Kacho, President Press Club Kargil Hussain Ibn Khaloo, besides other members of the Press Club Kargil and media persons were present.

On the occasion, CEC Kargil congratulated the media fraternity of Kargil on the National Press Day and appreciated the role of media in highlighting the public grievances.

CEC also said that the media has to play a pivotal role to aware people of Kargil about policies and schemes formulated by Union Government and UT Administration.

He stressed that apart from highlighting the genuine grievances of people, media should also highlight the developmental works being executed by LAHDC, Kargil and UT Administration to make people aware about the progress and growth.

The CEC also stressed media persons to be aware of fake news. He said it is the crucial responsibility of a journalist to fact check the news before putting it in public domain.

The CEC said media is the fourth pillar of democracy and has a huge responsibility. He added that media should extensively focus on welfare of people through their reporting.

On the occasion, DC Kargil said media and Administration should work on close coordination for the welfare of people. He advised media persons to raise voice of people besides focus on highlighting the developmental works being executed by the Government. DC Shrikant lauded the responsible role of local media persons of Kargil.

Joint Director, Information, Ladakh, Imteeaz Kacho said that as land has been identified for construction of the press club building in Kargil, the ex*****on of construction work should begin soon and assured that the Information Department will pursue the matter with the concerned authorities. He also said that the process of fresh accreditation for this year has been undertaken already and it will be a routine exercise annually. Furthermore, he informed that a welfare scheme for journalists of Ladakh is under process and it would be implemented as soon as approval of the authorities is received.

Members of Press Club Kargil forwarded some issues which mainly included construction of Press Club Kargil along with quarters, welfare scheme, implementation of electronic media policy, separate funds for journalists in yearly CAPEX Budget and other issues.

Meanwhile, the CEC Kargil announced the sanction of Rs. 2.00 lakh in favour of the Press Club Kargil for the purchase of machinery and necessary equipment.

CEC Kargil visits Thasgam-Thuina constituency

Kargil, Oct 25, 2023: Chairman/Chief Executive Councillor, LAHDC, Kargil, Dr Mohd Jaffer Akhoon on the first day of his visit today visited Thasgam-Thuina constituency.

Superintendent Engineer, PHE/I&FC, SE,PWD, ACD, Kargil, Sub Division Magistrate, Sankoo, Chief Education Officer, Assistant Director Tourism, Executive Engineer SVD, Sankoo, Executive Engineer, PHE, Executive Engineer, PMGSY beside other officers accompanied the CEC during the tour.

During his visit, the CEC held a series of interactions and meetings with key stakeholders, including PRI members and villagers of Kamutul, Thuvina, Gontabcha, Brakoo, Humree, Straqburik, Lalung Thasgam and Stiangkung.

He said that the aim of the visit was to connect with the local population and understand their needs, aspirations, and concerns.

During the visit the villagers apprised the CEC about the issues such as infrastructure development, roads, healthcare, education, construction of lift irrigation, drinking water scarcity, upgradation of High Schools into Higher Secondary, development of schools into model school, repairing and maintaining of irrigation canals, promotion of tourism, land compensations and several other issues were discussed in depth.

The CEC assured that their all genuine demands will be solved in a phased manner.

The CEC emphasized the importance of participatory governance and said “I am committed to work hand in hand with the people of Kargil to address their most pressing challenges and to harness the region's potential.”

The CEC expressed his satisfaction with the progress made so far and encouraged all departments to maintain their momentum to complete the projects within the stipulated timeframe.

At the outset, the CEC instructed I&FC Department to resolve the issues of irrigation canals in these villages on priority. He directed the concerned officials to speed up the Jal Jeevan Mission (JJM) works in these villages and instructed for its completion at the earliest.

The CEC also directed the Tourism Department for expedite of Home-stays in villages to boost the economy of the locals.

*Police Commemoration Day observed in DPL Kargil in honour of martyrs who made supreme sacrifice in the line of duty.*

Kargil:- Today on 21st October 2023, the National Police Commemoration Day was observed with great enthusiasm at Parade Ground District Police Lines kargil, which was presided over by Shri Stanzin Nurboo (JKPS), Senior Superintendentnt of Police Kargil and Shri Srikant Balashab Suse (IAS), Deputy Commissioner /Chief Executive Officer, Ladakh Autonomous Hill Development Council Kargil (LAHDC-Kargil) was the Chief Guest on this occasion.

Police Commemoration Day is observed every year on 21st October as part of supreme sacrifice made by 10 CRPF Personnel’s who had laid down their life in 1959 on LAC at Hotsprings Ladakh. Since then this day is celebrated every year all over the country.

In The Program Senior Police Officers and Officials including DSP CID, DSP Headquarter Kargil, DSP DAR, DSP DPO, DSP Telecom and Members of Retired Police Personnel Kargil headed by President, Members from Media Fraternity and the Family Members of Martyr's of Ladakh Police participated. Family members of Martyr Ct. Shaheed Zulfikar and Martyr Sgct Shaheed Raza also took part on this occasion.

On the onset, Roll of Honour was given to the Martyr's of Police and Para-military Personnel who laid down their precious life in the line of duty. Rich floral tributes were paid to the Martyrs on this occasion. SSP Kargil also announced names of all the Martyrs of Police and CAPF who had laid down their precious life for the country in this year.

The Program was concluded with votes of thanks to all the Participating members by District Police Kargil.

*Kargil, Ladakh - October 16, 2023*- The Kargil Campus of the University of Ladakh, in collaboration with the Goa Centre for Excellence in Intellectual Property Rights (G-CEIP), is organizing a five-day comprehensive and interactive professional program on *"Intellectual Property Rights: A Macroscopic Understanding of Patenting and Beyond."*

This workshop aimed to provide faculty members from the University of Ladakh and its constituent colleges
with valuable insights into the realm of intellectual property rights.

The workshop was inaugurated on October 16, 2023, with Prof. S.K. Mehta serving as the chief guest for the inaugural ceremony.

In his speech, Prof. Mehta emphasized the significance of Intellectual Property Rights in the context of research and innovation. He also appealed to G- CEIP to assist in training the faculties from Ladakh University, enabling them to incorporate this vital subject into the university's curriculum as a multidisciplinary course. Prof. Mehta expressed his gratitude to the experts for dedicating their time to the faculties of the University of Ladakh.

Madam Kaneez Fatima, the esteemed Rector of the Kargil Campus University of Ladakh, extended a warm welcome to the guests and stressed the timeliness and necessity of this program. She expressed her gratitude to the Goa Centre for Excellence for their collaboration with the Kargil Campus.

Backyard Birding Event organised for students of Government Girls High School GMPore

KARGIL, October 7, 2023: In an effort to promote wildlife awareness and conservation, Wildlife Department of Kargil, under the supervision of RO Ali Akbar, Sanko/Zanskar and RO Kargil Ghulam Hasnain and concerned officer, hosted a Backyard Birding Event today at Government Girls High School.

Forty students participated in the event, led by a dedicated Wildlife Team, guided by the expertise of Ornithologist Dr. Iqbal Ali Khan.

During the event students embarked on a trail walk where they received an opportunity to observe and identify the diverse avian species found in the Trans Himalayan region, particularly Ladakh.

DC Shrikant Flaggs off Swachta Hi Seva drive in Kargil

Kargil, 01-10-2023: Deputy Commissioner and CEO LAHDC, Kargil Shrikant Balasaheb Suse along with district officers and officials today flagged off the cleanliness drive on Swachhta Hi Seva from DC office Kargil.

As part of the campaign, DC Shrikant along with District Officers officers took the Swachhata Pledge to promote hygiene and environmental responsibilities.

To promote cleanliness, the DC, joined by other officers and officials of various departments, Safai Karamcharis of SMC Kargil, students and local volunteers, undertook a waste collection drive in the vicinity of Baroo Colony, for its proper disposal.

The initiative not only emphasized the importance of maintaining a clean environment but also demonstrated the district administration's commitment to leading by example.

Meanwhile, the Deputy Commisioner along with Superintending Engineer, PWD (R&B), Abdul Mutalib, Superintending Engineer, PHE, I&FC Kargil Maqbool Hussain, and other concerned officers participated in the cleanliness drive at Shilikchey, Kargil.

During the drive, the DC along with other line Officers and officials, Safai and Karamcharis of SMC, volunteers and locals collected waste from the area for its proper disposal.

Besides, Swachta Hi Seva Cleanliness Drive was held at Shilikchey under the supervision of BDO Kargil, Sameena Khatoon in which officials of RDD&PR Kargil, officials of Line departments, SHG members, PRI members, and villagers participated.

Govt. High School Thasgam Drass, led by the Headmaster Mohd Saleem Lone, successfully organized a comprehensive two-day program encompassing Career Counselling, Co-curricular Activities, and Twinning for students from peripheral schools. The event aimed to equip students with valuable guidance and opportunities for holistic development.

The program, held on commenced with an enlightening Career Counselling session where professionals from diverse fields Such As Dr. Nawaz ud Din Sharif (IDAS) shared their valuable insights and expertise with the participating students. Students had the opportunity to interact with these professionals, gaining a deeper understanding of various career paths and the necessary skills and qualifications required to excel in their chosen fields.

Kargil, [16-sep-2023] - The Department of Chemistry at Kargil Campus, University of Ladakh, in collaboration with the Royal Society of Chemistry, organized the 53rd Yousuf Hamied Chemistry Camp. This three-day residential chemistry camp brought together 75 enthusiastic students from various schools.

The event witnessed the presence of esteemed dignitaries, including the Vice-Chancellor of Ladakh, the Rector of the University of Ladakh Kargil Campus, the Exam Controller of the University of Ladakh, the Zonal Education Officer from Sankoo, and the Principal of Higher Secondary School Lankarchey and Program Executive Royal Society of Chemistry . Their presence added to the significance of this educational initiative.

Throughout the camp, students had the opportunity to engage in a wide range of educational activities, hands-on experiments, lectures, and discussions. The primary objective was to inspire a passion for chemistry and provide a platform for young chemists to expand their knowledge and skills.

Today on 12-09-2023, Women Police station along with social workers from special cell for women kargil organised a sensitisation program at Hardass and chanigound villages.
In the program SHO women police station kargil gave a brief introduction about the functioning of women police station at petrol pump TV station Kargil. She also threw light on some important and sensitive topics like Domestic Violence, Stalking, black mailing and many other forms of violence against women.
Social workers from special cell for women also elaborated the challenges faced by women in day to day life, and also awareness was given to the participants about legal rights of women in the Indian constitution, child marriage and property rights of daughters.

At the end SHO women police station requested women participants to make accessible police station.

Bisleri International Extends Its Commitment To Sustainable Development In The Himalayan Valley - Completes The Restoration Of 24.3 Million Litre Ladakh Reservoir



Leh, September 06, 2023: Bisleri International, India’s leading packaged drinking water company, announced the successful restoration of Ladakh Reservoir in the Kyagar region of Tegar Village, Nubra Valley, Leh. The ambitious project, undertaken by Bisleri, aims to strengthen the local community's resilience and alleviate the risks of water scarcity. The primary objective is to revitalize the Kyagar Panchayat Reservoir, bolstering the region's water infrastructure and addressing its agricultural needs. The reservoir, measuring 135 meters in length, 90 meters in width and 2 meters in depth, underwent a thorough desilting and repair process to optimize its capacity and operational efficiency. The project also included essential repairs to the water canals, extending over 3 kilometres.



Bisleri International's initiative to repair and restore the reservoir serves a multifaceted purpose. It has significantly increased the storage capacity to 24.3 million litres, providing a dependable water source crucial for the agricultural requirements of 210 families and approximately 1,050 households. It supports crop irrigation, including wheat, barley, apples, apricots, cherries, and a variety of vegetables such as potatoes, onions, tomatoes, mustard seeds, beans, peas, carrots, cabbage, and various green vegetables. This initiative ensures sustained agricultural activities throughout the year, extending beyond the monsoon season, enhancing crop productivity. Also, it contributes to livestock maintenance and improves sanitation facilities within the community.

Supreme Court set aside notification for Ladakh hill council polls, orders fresh process in seven days

NEW DELHI: The Supreme Court on Wednesday set aside the August 5 notification of the election department for the Ladakh hill council polls and directed the issuance of fresh notification within seven days for it.
A bench comprising Justices Vikram Nath and Ahsanuddin Amanullah also dismissed the plea by the Ladakh administration opposing the allotment of 'plough' symbol to the National Conference and imposed a cost of Rs 1 lakh on it.
The Jammu and Kashmir and Ladakh High Court had dismissed the Ladakh administration's plea against a single bench order allowing NC candidates to contest the upcoming polls for the Ladakh Autonomous Hill Development Council (LAHDC), Kargil, on the party symbol.
The administration had approached a division bench of the high court against the single bench order of August 9 which directed the NC to approach the office of the Election Department of the administration of Ladakh to notify the reserved symbol 'plough' already allotted to for in the polls.
According to a notification issued by the election department on August 5, the polls for 26 seats of the 30-member LAHDC, Kargil, are scheduled for September 10 and the counting of votes will take place four days later.
