Film Policy will revive Film Tourism, boost economy, promote local talent in J&K
SRINAGAR, MAY 23: Much to the benefit of economy, Bollywood is again turning its eyes and cameras towards its once favourite shooting destination ‘Kashmir’ following the launch of Film Policy in Jammu and Kashmir.
Like the increase in footfall of tourists, film crews are also returning to Valley to capture the picturesque, shooting friendly locales which will give a huge fillip to UT’s economy besides giving new dimensions to Film tourism here.
The residents in the valley are excited over the return of Bollywood which in its heydays during the '70s and '80 saw several mega hits like 'Kashmir Ki Kali', 'Kabhi Kabhi' being shot in the exotic locations of the valley.
"This will bring in enormous profits for the government and for us," said Ghulam Ahmad, a driver by profession while appreciating the government for launching its film policy envisaging creation of a vibrant film ecosystem for all stakeholders.
India is a country where people live and breathe Bollywood; shooting movies, advertisements, serials, series become a source of economy from Ponny walla to hotelier to artist of a place besides a powerful tool for tourism promotion as the locales used in big hits see a significant boost in tourist arrivals soon after the films’ release.
“This is the reason J&K government is wooing large production houses to shoot their big projects and offering fiscal incentives to the film makers,” an official said. “The Government has been making an earnest bid to woo back Bollywood's movie czars to the J&K.”
Prior to militancy in Kashmir, Bollywood wove its celluloid dreams in the sylvan settings of Kashmir which was one of the most sought after destinations and filmmakers were saved from going abroad for lush expanses and snow covered mountains for their outdoor shoots.
The Jammu & Kashmir Film Development Council (JKFDC) has taken several initiatives to promote the UT as a leading destination for shooting and production of all feature and non-feature content films, digital content and television shows.
The list of deliverables for producer of incentivized films would include incorporation of logo of the Jammu & Kashmir Film Development Council, proof of which shall be enclosed along with the documents for subsidy.
According to the Film Policy, the Government of Jammu & Kashmir is identifying catalogue and developing promising potential shooting locations that have aesthetic and cinematic appeal.
“These locations will be developed in synergy with the Tourism Department and private investors. The Tourism department will, on a regular basis, identify and develop the places having abundant backdrop of natural beauty, enriched cultural traditions and historical monuments in the UT for the purpose of outdoor shooting besides ensuring their wide publicity through short films, brochures and other publicity material. Special emphasis will be laid on motivating the private sector for setting up of hotels, motels, restaurants and camping facilities at these locales,” it reads.
The Policy also lays thrust on harnessing the local talent in the field of movie making in J&K and creation of employment opportunities for the youth in the field.
For this, a complete database of the available local talent in J&K is being prepared for hosting on the website enabling the film makers interested in shooting their film in the UT to utilize their services.
“Since every film production is the meeting place for creative artists in the field of dance, film fashion, acting, choreography and advertisement, it will open new avenues of employment for the youth of J&K. Besides, there is also a requirement of people adept in cinematic tools like camera, editing, sound recording, set designing, lighting etc,” it reads.
Opening avenues for the youth, the framing of Jammu and Kashmir Film Policy has now made it very convenient for the region's talent to work in the film industry. While promoting the scenic beauty of the union territory (UT), the policy envisages providing a platform for the local talent to prove themselves on the national level.
The new film policy of Jammu and Kashmir has generated fresh hope among local artistes that the policy would generate employment opportunities for them and rejuvenate old connections with Bollywood when filmmakers would make a beeline to the beautiful locales of the valley.
The framing of Film Policy reflects the commitment of the present administration in J&K to support filmmakers, provide work opportunities to local talent which relied completely on Doordarshan and Radio where most of the work for the artistes has stopped.
Meanwhile, the Srinagar city will witness first of its kind National Film Festival of Jammu & Kashmir (NFFJK), a grand event to be organized by J&K Film Development Council (JKFDC) in association with the National Film Development Corporation (NFDC) in Srinagar from June 15 to 20th June 2022.
The idea behind this film festival is to highlight the film, music and creative ecosystem in J&K, along with’ natural and socio-cultural beauty that Jammu and Kashmir has been blessed with, to the world.
Indian filmmakers are invited to submit their original films – fiction, documentary or shorts and music videos–for the 1st National Film Festival of Jammu & Kashmir.

SRINAGAR, APRIL 15: Building cities that ‘work’ inclusive, healthy, resilient and sustainable requires intensive policy coordination and investment choices. National and local governments have an important role to play towards shaping the future of their development, to create opportunities for all.
The Jammu and Kashmir administration, keeping pace with national policies and programmes envisaging urban development, is initiating numerous measures towards accelerating growth and development of cities of the UT. The Smart City Projects are aimed at transforming Jammu and Srinagar into modern, sustainable and economically vibrant cities with a dedicated focus on improving infrastructure and services, increasing mobility.
The ambitious project, on completion, would strengthen urban infrastructure, improve city services, public aesthetics, ease of living, provide a clean and sustainable environment besides enhancing administrative machinery in both the capital cities of Jammu and Srinagar.
The Smart Cities Mission was launched by Prime Minister, Narendra Modi, on June 25, 2015, for development of 100 Smart Cities across the country. The Mission is an urban renewal and retrofitting program by the Government of India with the mission to develop smart cities across the country, making them citizen friendly and sustainable.
Under the Mission, an initiative aimed at driving economic growth and improving the quality of life of people, both the capital cities of Jammu and Kashmir were selected by the Union Ministry of Housing and Urban Affairs.
According to the official figures, 276 magnificent projects of economic importance have been approved in twin cities to bring remarkable transformation and significantly improve the quality of life of people.
These projects include integrated Command and Control Centre, e-services, smart classrooms, smart toilets, smart meters, wifi zones, supervisory control and data acquisition (SCDA), Geographic information system (GIS) for mapping assets, Intelligent Traffic Management system (ITMS), Green spaces, vertical gardens and heritage conservation etc.
J&K Government, through its continuous endeavours, is exploring all the possibilities to develop Jammu and Srinagar cities into world-class modern, sustainable and vibrant cities.
“These new initiatives are in line with our mission of making cities sensitive to the needs of citizens and our vision of evolving them through the use of modern IT & other interventions, enabling seamless information access and better service delivery. We need to adopt meaningful ways and means to cater the ever-changing needs of citizens, to acknowledge the limits of available capacities, and strive dynamically to address the same”, Lieutenant Governor, Manoj Sinha said.
Variable Message Displays (VMDs) would be put to use as a relevant and instant information dissemination tool to display information regarding government programs, schemes, awareness campaigns, information on traffic congestion conditions and alternate route diversions in case of high traffic; real time display of weather, temperature, air quality, etc.
VMDs would not only be a source of generating additional revenue for smart cities but the Variable Message Displays are strategically located on PAN city bases and have been integrated with ICCC platform, readable up to a distance of 150 metres. The control system is hosted on cloud to ensure 100% runtime besides surface Mounted Diode Technology for better visibility and IP67 Casing for all-weather operability.
The digital delivery of urban citizen services has been started to ease the process of availing the services of the government departments in twin cities. The services include a Building Permission System, issuance of Non Objection Certificate for commercial activities, birth and death certificates and corrections.
The other services which can also be availed at the click of a button are the transfer of leasehold/freehold properties in Govt colonies, booking of parks/ community halls/ municipal premises, street vending/ Rehari License, License for milk Dairy Farm, New sewerage/ water connection besides registration of Pet Dog/Pet Clinic/ Bird Trade/ Pet Trade and road cutting permission.
To attract tourist footfall and benefit students as well as the business community, free Wi-Fi service would be installed at scores of locations under the Smart City Mission in Srinagar and Jammu.
Under Smart City Mission, the vision for Jammu city is “Transforming Jammu into a sustainable and economically vibrant city with focus on tourism, quality of life and trade by leveraging its heritage and location.
“City chowk multi-level parking, renovation of MA stadium, construction of musical fountain at Bagh e Bahu, improvement of street lighting by LED bulbs, multi-level parking at bus-stand, 100 bedded emergency block at GMC-Jammu, Jammu ropeway project are some notable projects completed under smart city mission in Jammu city, so far.
The building of the Tawi riverside, an ambitious project for the city of temples, marked a turning point for JSCL. The project will improve its overall appearance and provide new opportunities for tourism and economic development in Jammu city.
For Srinagar city, under Smart City Mission the government envisions to transform Srinagar into an eco-friendly, resilient and socio-economically vibrant city that celebrates its natural and cultural heritage creating harmony and opportunities for all.
Srinagar Smart City aspires to leverage its natural and cultural heritage and tourism through innovative and inclusive solutions, enhance the quality of life for its citizens. EV charging stations, smart street lighting, multi-level parking, sports infrastructure (3 stadia and 5 schools), water transport system in Jhelum river, installation of ornamental LED lighting around Dal-lake, pedestrian walkways and footpath, riverbank development have been started under smart city mission in Srinagar.
The completion of work on Tawi Riverfront development project and Jehlum Riverfront development project modeled on the lines of Sabarmati waterfront will improve the aesthetics of both the cities.
For effective management of transport system in the twin cities, Intelligent Transport Management System (ITMS) would be operated and connected with the Integrated Command and Control Centre (ICCC) of Jammu Smart City Limited (JSCL) and Srinagar Smart City Limited (SSCL) simultaneously. The ITMS usage would improve the mobility of people and goods, increase safety, reduce traffic congestion and manage incidents effectively.
Meanwhile, first elevated light rail transit system has been approved to decongest the twin cities of Jammu and Srinagar under the Mission. The Jammu Light Rail System will have a 23 kilometre length with 22 stations between Bantalab and Bari Brahmana while Srinagar Light Rail System will have a 25 kilometre length.

SRINAGAR, APRIL 04: Jammu and Kashmir Government is continuously making efforts to protect the interests of tribal people, including their land, education and upliftment of their socio-economic status.
Last year, J&K government scripted history with Lieutenant Governor, Manoj Sinha, handing over individual and community rights certificates to the beneficiaries of Gujjar, Bakarwal and Gaddi Sippi communities under the Forest Rights Act (FRA), 2006.
The initiative was hailed as a significant step with a potential to transform the lives of members of tribal communities across Jammu and Kashmir.
Describing the occasion as “historic”, Sinha expressed gratitude to Prime Minister Narendra Modi for making it possible to implement the Act in the Union Territory (UT), and said the move will usher a new era of empowerment and prosperity for the deprived tribal population here.
The tribal communities were not only provided rights on forest land, but they also got rights over minor forest produce. The government, in coordination with the Tribal Cooperative Marketing Development Federation of India Limited, will establish infrastructure for collection, value addition, packaging, and distribution of this forest produce.
In areas where community rights have been granted, Rs 10 crore is provided for infrastructure development including works on roads, power supply, Anganwadi centres etc.
The community had struggled for more than 14 years to get their rights, it was only in Manoj Sinha led administration, rights were conferred upon the tribal community through implementation of Forest Rights Act (FRA), 2006, keeping in mind the basic spirit of social equality and harmony as guided by the constitution of country and the Parliament.
For providing education on modern lines to Tribal children, the UT government’s started an ambitious project of transforming 200 Schools into Smart Schools in Tribal areas at a cost of Rs 40 crores. The modernization of Smart Schools initiative would be completed by March 2022.
Lieutenant Governor congratulated the Tribal communities for the historic beginning of the new era of educational empowerment of Tribals in J&K.
“Our priority is to secure the future of tribal children. Smart schools in tribal & remote areas equipped with modern facilities will develop scientific temper in children and make them future-ready, besides arresting the drop-out rate”, the Lieutenant Governor said after the launch of the initiative.
J&K administration is collectively spending around Rs 104 crore to strengthen school infrastructure in tribal areas and establish a strong educational ecosystem for the tribal community. Besides Smart schools, Rs 8.50 crore were spent on the modernization of hostels of the Tribal Department and new hostels are being built at a cost of Rs 4 crores In July.
The UT administration has set up two Eklavya Model Schools in Rajouri, one each in Anantnag, Poonch, Kulgam and Bandipora.
For the welfare of the tribal population, J&K UT Govt implements and devises various programmes and schemes to fill critical gaps taking into account the situation of STs through financial assistance and initiatives. These include economic, educational and social development through institution building in critical sectors through specially tailored schemes.
To ensure that Tribal youth excel in professional fields, 500 youth were selected for different professional courses with aid of Government.
“An annual outlay of Rs 30 cr has been earmarked for scholarships of tribal students. Fifteen hostels for tribal students were upgraded and modernized,” an official said.
The government of India has also approved a project for Tribal Transit Accommodation at eight locations to be constructed in Jammu and Kashmir at an estimated cost of Rs 28 crore.
For economic empowerment of the Tribal population, Tribal Affairs Department has rolled out a plan for the establishment of Milk Villages, Milk Chilling plants(MCP), Milk Product Processing and other facilities in tribal villages aimed to support milk production and supply chain in these areas. The project is aimed at providing employment to more than 1500 tribal youth and infrastructure creation in Phase-I which will be followed by expanded coverage of all districts.
Sixteen villages have been taken up in Phase-I for the establishment of Milk Villages while 2 ongoing projects are for completion, with an overall outlay of Rs 1500 Lakhs.
All the Milk Villages approved by the Tribal Affairs Department are being established with 100% Government funding meanwhile the department is actively coordinating with banks and financial institutions for the establishment of 100 Milk Villages and Chilling Plants with Public-Private Partnership wherein scheme upfront subsidy and interest subvention is being explored.
In short, with the implementation of FRA-2006, the tribal communities are getting their due rights which they were yearning for decades and the government has also initiated several other steps to uplift the economic as well as social conditions of tribal communities.

AB PMJAY SEHAT: Proving miraculous towards ensuring free medicare to hapless poor, needy of UT
JAMMU, MARCH 19: Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) scheme has emerged as a ray of hope for numerous poor families who cannot afford health treatment at prestigious and premier medical institutes of the country.
The Jammu and Kashmir administration, in its endeavor to provide optimum benefit of this miraculous healthcare scheme to people of Jammu and Kashmir, launched the SEHAT scheme in convergence with AB-PMJAY by Prime Minister, Narendra Modi.
J&K government’s efforts supported by central government have done a commendable job in providing succour to all sections of the society through a network of innovative and people friendly programmes launched in the UT. Jammu and Kashmir being demographically disadvantages and inaccessible location received focused attention of both the governments in welfare and development of people here.
Pankaj Kumar, a 26 year old youth, who since his childhood had been working in the fields of his fellow villagers to feed his family, feels privileged to narrate his tale of struggle in getting his leg surgery done free of cost through AB PMJAY Sehat scheme.
Narrating his ordeals, Kumar recalled that how distressed and hapless he was when he got his leg broken while working in his house to repair the wall of his courtyard. “I was extremely shattered after this accident and was more than worried about my old parents; who will look after them now,” Kumar said. “Doctors asked my family to arrange money for surgery of my leg. I knew we had no savings and it was beyond my reach to meet the expenses for my treatment”, Kumar added.
Then, I came to know about Pradhan Mantri Jan Arogya Yojana (PMJAY) scheme through one of my neighbors which came as a ray of hope for the whole family making an end to our woes.
After completing all the requisite formalities, a golden card was issued in my favour and I had my surgery under PMAY SEHAT card free of cost. “It was not less than a miracle, SEHAT card helped us a lot, as our financial condition was not good and my treatment was almost impossible without this scheme," he maintained while expressing gratitude to Center and UT government for launching this poor friendly scheme.
As per official figures around 29 Lakh beneficiaries have been registered so far in Jammu division. The Health Department has expedited the registration process as the Lieutenant Governor of J&K, Manoj Sinha has set the deadline for March 31, 2022 for completing the registration process.
It is pertinent to mention here that Ayushman Bharat, a flagship scheme of the Government of India, was launched as recommended by the National Health Policy 2017, to achieve the vision of Universal Health Coverage (UHC). This initiative has been designed to meet Sustainable Development Goals (SDGs) and its underlying commitment, which is to "leave no one behind." The main aim behind the scheme is to extend health insurance coverage to all residents of Jammu and Kashmir.
The SEHAT scheme provides health insurance cover of Rs 5 lakh per family per year to all the residents at empanelled hospitals. The scheme covers medical procedures including oncology, cardiology, nephrology etc and covers up to three days of pre-hospitalization and fifteen days post-hospitalization expenses including diagnostics and medicines.
In yet another pro-people initiative, the State Health Agency (SHA) started an initiative ‘Gaon Gaon Ayushman’ to reach out to even last mile villages which remain cut from the rest of the world due to adverse weather conditions so as to percolate the benefits of the scheme down to every beneficiary.
To ensure hassle-free registration of all eligible beneficiaries under the scheme, the SHA set up a network of more than 8000 Common Service Centres (CSCs). The Virtual Learning Environment (VLE) is being stationed in villages for ensuring 100% registration and awareness activities at the grassroots level in association with PRI representatives and ASHA workers.
In the remote Kandi block of Rajouri, officials used to trek 6 and more hours to register locals for golden card under AB- PMJAY SEHAT scheme.
“This is really a poor friendly scheme which proved to be a boon for those who could not afford expensive treatments due to lack of money. With this scheme now even poor can get high quality treatment even in private hospitals,” Abdul Razaq Khan, a local resident of Rajouri said while showering praise over present dispensation for launching this unique scheme.
Abdul Majeed Ganie, a poor resident of Yaripora village, is another beneficiary of this marvelous healthcare scheme who also termed the initiative as an incredible help to those who just could not even think of expensive treatments and rather used to succumb to their ailments for lack of necessary finances.
“I will always remain indebted to hospital administration who informed me about the scheme and central and UT government for launching this scheme for poor,” Ganie assered.
Lieutenant Governor, Manoj Sinha, said that the J&K government is committed towards accomplishing the goal of best healthcare for all. “We are determined to ensure that the new healthcare facilities in various districts promote social equality and its benefits reach our brothers and sisters living in far-flung areas”, Lieutenant Governor maintained
“Earlier, a privileged few were enjoying medical facilities in big cities and abroad while the majority of the population did not have access even to ordinary health care facilities. But with the commitment towards public health, we ensured high quality medicare for all”, Sinha asserted.

‘Mumkin’ scheme: Exclusive initiative towards establishing a systematic livelihood generation prog for JK youth
JAMMU, MARCH 18: 31 year old Muzafar Wani of Ramsoo, Ramban, always dreamt of owning a vehicle as he wanted to secure a respectable livelihood that could fulfil the needs of his family and open the door to him for a better tomorrow.
Wani, before working as driver for different vehicle owners, couldn’t bear the expenses of his family of four including his two daughters with that meagre salary.
“Sometimes I would not get work for many days. Many times I decided to stop my daughters from going to school. I always wanted to educate them but financial constraints always forced me to look other way”, Wani said as he was revealing his struggle of 12 years while working for different vehicle owners on daily basis.
Wani couldn’t save enough money to purchase his own vehicle and the unfulfilled needs of the family had left him in an overwhelming feeling of frustration and depression. That is when Mumkin scheme of J&K government came to the rescue of Wani.
“In October last year, a friend of mine informed me about the ‘Mumkin’ livelihood scheme for unemployed youth and asked me to contact Mission Youth officials. It was like a dream come true when I was informed about the benefits of the scheme,” he said.
Wani said he is satisfied being the happy owner of Tata Yodha and is earning enough to feed his family and educate his daughters.
A customized livelihood generation scheme ‘Mumkin’ for the youth of Jammu and Kashmir was launched by Lieutenant Governor, Manoj Sinha. Under the scheme, unemployed youth are facilitated to procure small commercial vehicles on subsidized basis to establish a sustainable livelihood in transport sector.
The ‘Mumkin’ is a livelihood programme designed primarily for unemployed young people in the age bracket of 18 to 35. Under the ‘Mumkin’ scheme, small commercial vehicles are being provided to the youth with the banking partner extending the loan facility to the extent of 100 percent for on-road price of the vehicle to be purchased.
Mission Youth, J&K provides an amount of Rs 80,000 or 10 percent for on-road price of the vehicle (whichever is lesser) as upfront subsidy and the vehicle manufacturers (scheme partner of government) provide an upfront special discount, not less than the amount of subsidy.
To make the scheme implementation completely transparent and fast, a module has been developed on JK-e-Services portal for operating the scheme digitally. Till date, 1882 applications for self-employment assistance under the scheme have been approved.
Riyaz Raqeeb of Khonmoh Srinagar said he is on cloud nine after receiving Mahindra Pickup Vehicle under ‘Mumkin’ scheme.
Like many youngsters of his age, Raqeeb always dreamt of earning his livelihood and making the economic conditions of his family better.
Seeing the struggle of his family in making two ends meet, Raqeeb learnt driving at a young age and started lending a helping hand to his family of six including his four siblings. He was working for private companies and other vehicle owners on daily basis.
“I was not earning enough to fund the education and other needs of my four younger siblings. I used to work for 12 to 14 hours daily, but at the end of the day, I was getting peanuts,” Raqeeb revealed his ordeal of tough times.
In August last year, Raqeeb saw the news regarding the Mumkin scheme on social media and immediately rushed to the District Employment and Counseling Centre Srinagar. Then after completing all formalities, he was provided with a vehicle.
“I am thankful to the government for providing me a source of livelihood with subsidy,” Raqeeb said.
‘Mumkin’ is definitely a special initiative of J&K administration towards channelizing and engaging youth energy through a systematic livelihood generation programme. This exclusive initiative would definitely transform numerous lives in the UT through a collective approach of all stakeholders towards materializing the scheme into a huge success.

Panchayati Raj System: Steering JK towards highest echelons of rural emancipation
Three tiers of grassroots level democracy established in UT for first time since independence
Plan allocation doubled from Rs 5136 cr to Rs 12600 cr under new system
JAMMU, MARCH 14: The Panchayati Raj Institutions (PRIs), through which the self-government of villages is realized, have been entrusted with task of "economic development, strengthening social justice and implementation of Central and State Government Schemes at grassroots level.
The modern Panchayati raj system was formalized and introduced in India in April 1999 as the 73rd Amendment to the Constitution.
Under this system, an institution of ‘empowered local government’ is established with devolution of Functions, Funds and Functionaries (3Fs) to give people not only the voice but the power of choice as well. The essence of Panchayati Raj is participatory local governance with bottom-up inputs into development process. It is part of a broader strategy of new ways of looking at and implementing participatory development in the light of a fresh parameter of ‘inclusion’ in governance.
Panchayati Raj has assumed importance for the democracy to ensure peoples’ participation for equitable development and social empowerment in a transparent and accountable manner.
While people across India enjoyed the right to elect local representatives, the same freedom was not exercised in Jammu and Kashmir. It is only after the abolition of article 370, the Union Cabinet on October 21, 2020 approved adoption of Jammu and Kashmir Panchayati Raj Act 1989, paving way for local body elections in the Union Territory. It ensured establishment of all three tiers of grass root level democracy in the UT of J&K for the first time since independence.
In a fresh impetus towards strengthening grassroots democracy, free, fair and peaceful panchayat elections were held in the UT which led to the constitution of vibrant Panchayati Raj institutions here. In a significant achievement, these panchayat elections recorded a substantial 74.1 per cent voter turnout. A total of 3650 sarpanchs and 23660 panchs were elected to lay foundation for 3-tier Panchayati Raj system for the first time across J&K.
After successful conduct of Panchayat elections, elections for Block Development Councils (BDCs) were conducted for the very first time in the history of J&K. The BDC elections saw an overwhelming voter turnout of 98.3 per cent in which 276 chairpersons were elected in a total transparent manner.
Finally, District Development Council elections were held in 8 phases which witnessed tremendous voter turnout of 51.7 per cent. The process elected 20 DDC Chairpersons and 20 Vice Chairpersons besides a total of 278 DDC members were also elected thus completing the implementation of 3-tier Panchayati Raj system in its total form.
After amendment of Panchayati Raj Act 1989, 27 subjects were transferred as part of 73rd amendment in the constitution.
Following establishment of three tier Panchayati Raj system in J&K, Rs. 1727.50 crore have been devolved under MGNREGA, Mid Day Meal scheme and ICDS. In addition, 1889 Panchayat Accounts Assistants and 317 Panchayat Secretaries were recruited besides panchayats have been empowered to conduct social audit and grievance redressal.
In an endeavor to further enhance skills and efficiency of PRI representatives, a slew of capacity building and training programs are being conducted for Sarpanchs and Panchs in reputed training institutions like IMPARD and outside institutions as well. Besides, induction courses, digital literacy trainings, gram panchayat development plan trainings and training workshops have been organized for newly elected BDC Chairpersons. About 750 elected representatives have been provided training cm exposure visits outside UT.
For the first time since independence, elected grass root representatives were given formal protocol to unfurl the National Flag on Independence day and Republic day. The elected representatives are being given honorarium and formal position in the warrant of precedence and regular system of interaction of district officers with panchayat representatives has been institutionalized.
The administration organized historic ‘District level planning process’ meeting under the chairmanship of Lieutenant Governor, Manoj Sinha, which was attended by all DDC Chairpersons and members.
Further, in an encouraging move, the plan allocation for Panchayats has been doubled from Rs.5136 crore in 2020-21 to Rs.12600 crore in 2021-22. The planning process has been accomplished in accordance with constitutional mandate. Besides, an insurance cover of Rs.25 lakh has also been provisioned for the elected representatives of all the panchayats.
Under Rashtriya Gram Swaraj Abhiyan (RGSA), about 195 panchayat ghars have been taken up with completion of 36, so far. Likewise, about 160 panchayat ghars have been taken up for renovation, of which, 105 have been completed. Besides, 1131 panchayats have been taken up for establishment of solar system there besides 3973 panchayats have been provided funds for procurement of computers with accessories.
The implementation of Jammu and Kashmir Panchayati Raj Act aims to empower people in the Union Territory enabling them elect their own representatives who will plan the development of the district and implement welfare measures. This multi level institutional governance model will also cater to the needs of different regions and sub regions and guard the public against the feelings of deprivation and under development.
