Gangtok, October 11 (IPR): Secretary, Planning & Development and DOP, Shri Rinzing Chewang Bhutia who has been designated as the official spokesperson of the State Government pertaining to the recent disaster, along with Secretary, IPR Department, Ms Karma D. Youtso, convened the first press briefing today.

The salient points of the press briefing are as follows:

The temporary bamboo bridge constructed at Chungthang, connecting it to Pegong, which was damaged earlier due to rise in the water levels, has been restored.

A information was received from Army TCP Chungthang earlier today, that water levels have risen in Muguthang area and is proceeding downstream. An advisory was immediately issued for people residing in the low-lying areas to stay alert.

Subsequently, information was received that the rise in water level in Muguthang area was due to rainfall in the higher reaches. A message was sent out to the people not to panic.

Due to unfavorable weather conditions, the Air-evacuation Operation from Lachung and Lachen could not take place today.

In continuation with the ongoing efforts to evacuate and provide safe passage to the labourers and migrant workers to their native places in view of the present situation, several labourers evacuated from the disaster-hit regions of Mangan District are being transported to Siliguri in Sikkim National Transport (SNT) buses.

The designated Relief Collection Centre for North Sikkim is Community Centre, Mangan. All relief materials for North Sikkim should be deposited here after duly informing the district administration.

The Government has appointed Shri Karma Namgyal Bhutia, Secretary, Skill Development Department, as the nodal officer and single point of contact to address the grievances of the people of Dzongu, Lachen, Lachung and Chungthang, who are based in Gangtok.
He will be stationed at Room No. 6, First Floor, Tashiling Secretariat.

Clashes in Namchi, South Sikkim, after a peace rally organized by the All Sikkim Gurung (TAMU) Buddhist Association turned violent

The rally was held demanding probe in the Namchi Government College Students' Representative Council President Padam Gurung case, who had passed away 40 days earlier.

During the rally, participants displayed placards with photos of police officers from the Special Investigation Team (SIT) probing Padam Gurung's death. A clash occurred when a police officer attempted to sn**ch one of the placards, leading to altercations between the rally participants and the police.

Stones and bottles were hurled at the police, resulting in injuries to protesters along with 3 Indian Reserve Battalion (IRB) jawans, 2 SDMs, and 1 Sikkim police officer.

The Namchi Administration imposed Section 144 of CrPC in Namchi's Central Park and its 200-meter premises to control the crowd.

As of now, there has been no official statement from the Sikkim Police regarding the incident.

Chief Minister Chief Minister Mr Prem Singh Tamang handed over the key of 17 seater vehicle “Traveller” to the President Press Club of Sikkim, Mr Shekhar Khawas in a brief programme held here at his official residence Mintokgang, this morning.

In a brief interaction Chief Minister said that state government is committed for the welfare of journalists and has been assisting those in need of medical aid as well as any other kind of assistance.

He suggested PCS to come up with a proposal with regards to pension, centralized payment of advertisement bills and policy for digital media. He assured looking into these issues and get it solved by holding a meeting with the concerned departments and officials.

The Chief Minister also felicitated the three awardees of 21st Foundation Day of Press Club of Sikkim, held recently.

Likewise the Press Club of Sikkim presented a memento as a token of gratitude for the continued support to the Chief Minister.

The PCS delegation comprised of all the executive members of the Club.

PRESS NOTE FROM SIKKIM POLICE

This is with reference lo Namchi PS U.D Case No 22/2023 dated: 28 06.2023 wherein one
Padam Gurung was found dead in the drain at Kazitar, South Sikkim. The deceased was reportedly swept away by high volume of water of the said drain due to heavy rainfall.

In this regard, it is observed that one audio clip is being circulated in social media wherein a
woman has claimed that on the relevant night of 27.06.2023, she had witnessed the deceased Padam Gurung being beaten up in front of the restaurant "Cross Roads", Namchi. The Special Investigating Team of Sikkim Police has examined the said women and some juvenile witnesses associated with the incident.

Whereas the fact is revealed that the incident being discussed in the above said viral audio
pertains to another incident which has happened on the same night and in front of same restaurant.

In the CCTV footage, the deceased along with another person can be seen going downwards
reportedly in search of their vehicle keys while another group of people, who appear to be highly unstable are seen to be arguing and scuffling.

It seems that the woman who is discussing an incident that took place on that particular night in front of the said restaurant. However, it has now been discovered that the incident being discussed in the audio pertains to a different event that occurred on the same night, but in front of the same restaurant.

According to this new information, the
deceased person and another individual were seen going downwards, presumably in search of their vehicle keys. The statements provided by witnesses have been compared with the CCTV footages and found to be inconsistent.

Based on the information provided, it is clarified that there has been confusion initially
regarding the incident being discussed in the viral audio. It's important to rely on verified facts and evidence, such as CCTV footage and statements from reliable witnesses, to establish an accurate understanding of the events that took place.

Further investigation to gather more details and ascertain the complete picture of what occurred on that particular night is underway. As of now 31 witnesses have been examined and further, 8 more individuals have been identified, who could reveal vital information related to the instant case.

Press/Media and General Public are requested not to upload un-verified audio/video recording which may create confusion and distrust amongst the members of public.

It is hereby informed to all concerned that if there is any attempt to mislead the investigation
or bring discord in the community on the subject, it will be dealt seriously and perpetrators shall face legal action.

I met with the beraved family of Mr. Padam Gurung who was the President of the Students' Representative Council of Namchi Government College. Late Padam Gurung, a student leader, was the son of Mr. Devprasad Gurung, a resident of Phongla-Tingley in South Sikkim.
