In an important event, a strong group of 12 organizations came together at Gorkha Bhawan in Dalsingpara on September 19th. Among them were seven political parties and five social groups. They gathered to talk about a big idea: creating a new state in North Bengal, which is a part of West Bengal. Bimal Gurung, the leader of the Gorkha Jan Mukti Morcha (GJMM), led this meeting along with leaders from various groups who joined forces to discuss their common demand.

Troubled Roads in Jaigaon Raise Questions About Ownership
Jaigaon, a town that connects India and Bhutan through the international highway AH-48, is facing a pressing issue โ its road conditions are causing chaos and confusion among residents. The problem has highlighted a larger mystery: who exactly is responsible for maintaining these roads?
The roads in Jaigaon, crucial for daily life and trade, have a long history of being maintained by the General Reserve Engineer Force (GREF), a part of the Border Roads Organization (BRO). However, the situation has become increasingly problematic, especially during the monsoon season. Improper drainage systems result in waterlogging, and sediment buildup blocks the drains, worsening the situation. Potholes have also become a major concern, turning the roads into a perilous obstacle course.
Areas like Daragaon, Ramgaon, Mallik Garage, Supermarket traffic, MG Road, and Bowbazaar are heavily affected by the improper road conditions and potholes. Commuters and drivers struggle to navigate through the mess, leading to accidents and frequent breakdowns. The situation has left residents frustrated and seeking answers.
Interestingly, most residents point fingers at the Jaigaon Development Authority (JDA) for the road woes. However, a deeper investigation reveals a perplexing reality โ no single authority seems to claim responsibility for the road maintenance in Jaigaon. Not GREF, not the Asian Highway Authority, and not even JDA or the Public Works Department.
In an attempt to unravel the ownership puzzle, Connecting Nations reached out to Bhushan Sherpa, Assistant Executive Officer of JDA. He clarified that JDA is in communication with relevant authorities and is in the process of transitioning road maintenance responsibilities. He assured that maintenance work will begin shortly, offering a glimmer of hope.

The Jaigaon Gram Panchayat 1, a crucial administrative unit in the region, witnessed a tumultuous day as the scheduled formation of the Gram Panchayat board took an unexpected turn. The process, slated for August 11, 2023, was marred by conflicts and disagreements, culminating in the cancellation of the proceedings.
The Gram Panchayat board formation, a significant event in local governance, involved the appointment of the Pradhan and Upa Pradhan. With a total of 30 Panchayat Members, including 19 from the TMC and 11 from the BJP, the stage was set for a democratic exercise. However, the day turned chaotic as 5 members, predominantly from the TMC, walked out, throwing the process into disarray.
Asserting the adherence to constitutional principles, Kalchini Block Development Officer (BDO) emphasized that the board formation must be carried out within the bounds of the law. The situation escalated as two members, Kamal Pakrin and Pema Lama, vied for the coveted Pradhan Seat. Kamal Pakrin, having served as both Pradhan and Upa Pradhan previously, faced off against Pema Lama, a newcomer to Jaigaon GP 1 politics, touted as the youth's choice.
After a grueling 8-hour standoff marked by chaos and unending disagreements, the board formation process was eventually declared null and void. This unprecedented step implied that the scheduled board formation on August 11, 2023, in Jaigaon GP 1 had failed, necessitating a reschedule in accordance with the norms laid down in the West Bengal Panchayat Act, 1973.
