It's unfortunate that The City of Bulawayo funding an arts festival is being looked at in a rather simplistic manner; that the city wants to give money to artists. A well curated festival will have an audience arriving from across the region.
Please note that I am not in support of the city funding a festival this June as billboards should already been up and artists announced.
A well curated festival will benefit street vendors, restaurants, hotels, transport operators...more than it will benefit artists. For those who are aware of Inxusa that used to run by the late Cont Mhlanga, HIFA that used to be run by Emmanuel Bagoro, they will be aware of how a well curated festival can impact a city's economy and image.
David Coltart is well positioned to influence a festival that can have far reaching benefits for the city via his contacts in the diplomatic circles.
Imagine a festival that will have local artists collaborating with artists from Japan, Sweden, South Africa, Swaziland. Imagine those who sell by large city hall interacting with those from those across the region. $300000 is not a scary figure if you look at the benefits to the city and the country
