🗞️ *Rusape Prosecutor Nabbed For Demanding $150 Bribe*

ZACC has arrested a public prosecutor from Rusape Magustrate Court, Takunda Muzenda, for allegedly demanding US$150.00 bribe from a suspect to secure her acquittal.

Allegations are that on 29 January 2025, Muzenda approched Rumbidzai Sananga soliciting for a bribe. Sananga had just appeared before Magistrate, Barbra Mateko on charge of unlawfully cultivating dagga.

A report was made to ZACC resulting in a sting operation. On January 30, ZACC officers accompanied Sananga to Muzenda’s office under the guise of delivering the bribe. However, Muzenda abruptly refused the money after receiving a phone call alerting him about the trap.

Investigations revealed that fellow a prosecutor, Marlon Makamba had warned Muzenda. Makamba also indicated that he had been tipped off by Gladman Gabaza, a Rusape court clerk, who learnt of the operation from Sananga’s sister, Chenai Kundidzo.

Kundidzo confessed to have inadvertently revealed the plan to Gabaza during a conversation.

Muzenda is expected to appear in court soon.

Rusape applies for municipal status …

RUSAPE Town Council has rekindled its ambition to become a municipality and has submitted its third application in the last 15 years. The council is confident that this time, it will meet the requirements. To attain municipal status in Zimbabwe, a town council must demonstrate significant growth, development, and improved service delivery.

Government, through the Ministry of Local Government and Local Government, considers factors such as population growth, economic expansion, and infrastructure development when evaluating a town council’s application for municipal status.

The applicant town council must show significant improvements in service delivery, including water supply, sanitation, roads, and waste management; demonstrate financial stability, with a strong revenue base and effective financial management systems; exhibit good governance practices, including transparency, accountability, and effective leadership; must have invested in significant infrastructure development, including roads, bridges, gold courses, plant and equipment and public buildings as well as experiencing significant population growth, indicating economic expansion and development.

Local Government and Local Government Minister, Honourable Daniel Garwe has since set a commission to consider Rusape Town Council’s request.

CRISIS ESCALATES AT ST FAITH'S HIGH SCHOOL DUE TO OVER-ENROLLMENT

St Faith's High School in Rusape is grappling with a critical crisis as over-enrollment strains its infrastructure, leading to overcrowding in hostels, classrooms, and dining areas. The student population has doubled, overwhelming the school's existing resources.

Reports indicate that the Responsible Authority (RA) of the Anglican Diocese of Manicaland, under Bishop Rev. Eric Ruwona, directed the school to enroll at least 400 students. This decision was made despite warnings from the School Development Committee (SDC) about the inadequacy of the school's facilities to accommodate such a large influx.

In a statement addressed to parents, the SDC emphasized, "We highlighted that doubling enrollment comes with significant costs, requiring expansions in accommodation, classrooms, teaching staff, hostel staff, security, dining facilities, and church capacity, alongside increased demands on water and sewer systems."

Parents have expressed outrage, accusing the Diocese of prioritizing financial gain over student welfare. One parent stated, "It’s unacceptable that the Diocese would prioritize profit over creating a safe and healthy learning environment for our children."

Another parent voiced similar concerns: "We were not consulted about this over-enrollment decision, and now our children are suffering. The Diocese must take responsibility for this crisis and act immediately to resolve it."

Adding to the tensions, the Diocese has implemented a $950 mission fund fee for prospective students, claiming it will finance the construction of new facilities. However, the SDC has questioned the legality of this fee and called for transparency regarding its utilization.

Certification Of Water Tank Stands Now Mandatory In Rusape, Residents To Pay US$20. The Rusape Town Council has introduced a new policy to regulate the installation of water tank stands within its jurisdiction, citing concerns over the growing number of substandard structures that pose risks to residents, infrastructure, and the community.

In a statement released on Monday, the local authority said all water storage tanks with a capacity of 5000 litres or more must be certified, regardless of the height of the stand.

Tanks with a capacity of 1000 litres or more must be certified if the stand is two meters or more above ground level.

Property owners with existing tank stands have been advised to have their structures certified by a qualified structural engineer by 31 May 2025 to ensure compliance with the new policy.

Residents are required to submit a certification of their tank stands to the local authority and are encouraged to engage qualified structural engineers to inspect and certify their installations.

The council warned that non-compliance with the resolution may result in penalties or other enforcement actions.

In response to ongoing water shortages and power cuts, many urban dwellers across Zimbabwe have turned to alternative water sources, such as drilling boreholes, and are relying on solar energy due to frequent electricity outages.

Local councils have struggled to provide safe drinking water, while the power utility, ZESA, has been unable to deliver reliable electricity, leaving businesses and homes without power for up to 18 hours a day.
