Centenary Park gets facelift
THE Bulawayo City Council, in partnership with various organisations, is rehabiliting the iconic Centenary Park following complaints by residents’ associations that the recreational facility was falling apart.
One of the organisations assisting council, Weloveu Foundation conducted a tour on Sunday ahead of a planned clean-up campaign.
Ward 5 councillor Felix Mhaka said rehabilitation work will include replanting flowers and lawns.
“We appreciate organisations like the Weloveu Foundation which saw it fit to mobilise youths to clean up the park. Council is facing manpower and equipment shortages, which is slowing down the process,” Mhaka said.
Council has eight permanent workers taking care of the park, but they are struggling to cope with the workload.
“More boreholes are needed to water the plants and enable the re-planting of lawns and flowers. By December, we hope that the park will be rehabilitated,” Mhaka added.

Mnangagwa illegitimate: Zanu-PF member
PRESIDENT Emmerson Mnangagwa’s legitimacy as both national and Zanu PF leader has been challenged at the High Court by a party official, who is seeking nullification of the November 19, 2017 central committee meeting which appointed him leader.
Zanu PF member, Sybeth Musengezi yesterday filed an application at the High Court citing the ruling party and Mnangagwa as the second and third respondents, respectively.
Musengezi was secretary for business development and liaison, Muzinda WaMugabe district, Zone 4, Harare province before the November 2017 coup.
Zanu PF secretary for administration Obert Mpofu, acting political commissar Patrick Chinamasa, former Vice-President Phelekezela Mphoko and Ignatius Chombo were also cited as respondents.
Mnangagwa was unanimously appointed Zanu PF first secretary on November 19, 2017 during a special session of the central committee by senior party members, following a military coup that ousted the late former President Robert Mugabe.
Then High Court judge Justice George Chiweshe ruled that the military’s intervention to stop “those around” Mugabe from taking over power was constitutionally permissible and lawful.
In the High Court application, Musengezi, who is represented by Mbidzo Muchadehama and Makoni Legal Practioners, is seeking a court order that Mphoko, cited as the fifth respondent, should take necessary steps in line with the Zanu PF constitution to convene and preside over a special party congress to fill top leadership positions within three months of the granting of the order.
“Whereupon, after reading documents filed of record and hearing counsel for the parties, it is ordered that a declaratur be and is hereby issued that the special session of the central committee of the first respondent convened on November 19, 2017, at the party headquarters in Harare from 10:00 to 1600hrs, was ultra vires the provisions of the constitution of the first respondent and, t
UN envoy itinerary raises red flag
BY MOSES MATENGA
OBSERVERS yesterday questioned the itinerary of the United Nations (UN) special rapporteur Alena Douhan, released by government, which excludes opposition parties and civic society.
Douhan, who is from Belarus, is in the country for 10 days to probe the impact of sanctions on human rights in Zimbabwe.
According to the itinerary, she is expected to meet Cabinet ministers, the central bank, the Zimbabwe Human Rights Commission and Chief Justice Luke Malaba, among others.
There is no indication that she would meet with civil society or the opposition.
Justice minister Ziyambi Ziyambi referred questions on whether Douhan would meet stakeholders outside government to the Foreign Affairs ministry.
Foreign Affairs deputy minister David Musabayana said: “We agreed not to manage or interfere with her interactions.”
United Kingdom-based law expert and political analyst Alex Magaisa said Douhan’s itinerary pointed to a predetermined outcome.
“What Zanu PF is doing is akin to calling a tsikamutanda (witchhunter) to the village and telling him which households to enter and which ones to sidestep and all along they already gave him a tokoloshe (goblin) which he will announce as his finding at a targeted clansman’s homestead,” Magaisa said.
“In other words, the so-called special rapporteur who comes from Belarus, one of the world’s biggest human rights violators, which is also facing sanctions, is hardly an honest broker. Her itinerary, which is brazenly one-sided, is a clear indicator that the script has already been written in advance,” he said.
Presidential spokesperson George Charamba said the envoy would hold a joint Press briefing with the government after her mission.
Charamba said the special rapporteur came at the invitation of the Zimbabwean government.
“After collating information, the rapporteur will hold a joint Press conference with Zimbabwe where she will share her preliminary find
