Getting the Cholera fight right: Leading from the front.

As a doctor, it causes me much pain to see the loss of life from preventable causes such as cholera. Us doctors know that some things you cannot do much about or you may know very little about something so your response is limited. This is not the case with Cholera.We know so much about it that it should not kill anyone.

John Snow in 1854, made a major contribution to fighting cholera when he was able to demonstrate a link between cholera and the contaminated drinking water through his pioneering studies in London. That was it! No one should die from cholera from then on!
You don’t have to be a doctor or be educated to know this. It is public knowledge.

But why have we failed to deal with the evil we know can kill if left unchecked, 170 years after Snow’s discovery, 60 years after Zambian independence?
Why do we still have people without clean water and adequate sanitation in the national capital, Lusaka? Why do we still have compounds and residential areas where no human being should live?

Why do we allow flooded toilets and pit latrines every rainy season and keep hoping it will not lead to cholera? Why do we allow unplanned settlements when it is against the law for a good reason?

Like I said, this is very painful to see in this time and era, Zambia has good resources available to tackle this compared to other countries in the region, including peace, stability and predictability. Yet we just cannot provide clean water and sanitation to our own people. Unfortunately, the medical fraternity end up bearing the brunt of the epidemic as sick people and dead people must pass through our hands and so we are forced to respond as if we can actually control a cancer which has spread. We are simply dealing with symptoms and not the root cause in the fight against cholera. We have all good intentions, including a master plan to end cholera by 2025, but how far have we come in 2024, a year before the deadline?

Cholera is a social problem that manifests its ugly face as a medical emergency creating fear and anxiety. Put diarrhea and vomiting aside, these can be managed in most cases, but what we have failed to deal with as a nation is the social determinants of cholera, namely water and sanitation, housing, and inequalities.

It seems to me that inequalities have been normalized with shanty compounds being taken as a normal place to be born and die. Our future generation is being told that its okey to live in a place without toilets and water. Its okey to live in flooded shanty compound every rainy season as long as you do not get cholera!! It is not okey and it is embarrassing for a rich nation, which is not at war, to be in a situation where 500 people are admitted each day with cholera and numbers are rising. It should not happen and must not happen.
The question that you might ask me, what can we do then? Excellent question!

The answer lies in the presidency and his cabinet not the ministry of health. That is where all the answers have been sitting for the past 60 years even as I write this, I believe the solution is very close. While the ministry of health is mopping up, it is possible to close the tap.

Here is my suggestion:
1) The president should form an inter-ministerial emergency committee which he should head. Here, he will need ministers to sit with him as members, supported by technocrats. Not the other way round. Key in this are the following Ministries: local government, infrastructure and housing, water and natural resources and health. The ministry of health should play an advisory role, not leading this cholera elimination program.

2) Make a plan on how you will re-settle the people in cholera hot spots and make temporary shelters whilst exploring options and contractors that can partner with government to make new affordable housing in Kafue or Chongwe with proper access to water and sanitation. It is cheaper to do this and give free housing than to keep fighting cholera and losing lives every year.

3) The president must make all ministers and their respective ministries accountable, not accepting any excuses. Those working with water, sanitation and housing should be given adequate support and resources to do their jobs well - executing immediate, contingency and long-term plans. It is also critical that innovation is allowed, and that Ministry of finance be allowed to prioritize cholera elimination as doing this is equal to national development. A country fighting cholera every year is unlikely to develop.

4) The case fatality rate is very high in the current cholera outbreak (4%) when it should be less than 1% if patients and families are aware and seek care early. That’s where we are losing it! While opening big cholera centres is a good thing, about 50% are dying from home. The president must order deployment of mobile emergency multi-disciplinary teams to be stationed in hot spots, with medical teams within 1-2 kms reach so that whoever has symptoms can quickly go and get medication and fluids in these units. These must also be used as entry points for community awareness with loudspeakers attached and environmental heath teams doing surveillance and community mapping. We already have mobile hospitals at the ministry of health, these can move into cholera hot spots.

5) Use church leaders more since we are a Christian nation, and most patients are church members somewhere. Let the church leaders receive Cholera prevention information and resources from CDF to do something around their church catchment area and among their church members. People listen to and trust their church leaders, so they will believe cholera messages coming from their own church leaders.

6) Continue other initiatives, but with better coordination and active research to know what is working and what is not working and how we can maximize on the good things we are doing.

7) Lastly, we as citizens must do all we can to help and support each other. What do you have in your hands that God has gifted you? Please use this to protect someone from Cholera or help someone with cholera or help someone fighting cholera on our behalf, whilst staying safe.

CHILD CAREGIVERS UNDERGO TRAINING ON CHILD SAFEGUARDING

Child caregivers from Central, Copperbelt, Northwestern and Luapula provinces, have successfully undergone training in matters of child safeguarding, aimed at sealing loopholes that negatively affect the protection and promotion of children's rights.

Speaking when she opened the child safeguarding training of trainers workshop in Chilanga district, Ministry of Community Development and Social Services, Director for Child, Ms, Beatrice Muyambango, said Government remains committed and resolved to ensuring the promotion and protection of the rights of children in Zambia.

She observed that the commitment can be seen through the domestication of the United Nations Convention on the Rights of the Child (UNCRC), enactment of the Children’s Code Act No. 12 of 2022, and development of various child protection related policies and frameworks.

Ms. Muyambango therefore said the training is a huge milestone in actualizing Child Safeguarding as provided for in the Children’s Code Act, and the Child Safeguarding Framework.

She said these legal and policy instruments aim to protect children in all settings and create an environment where they can survive, thrive and reach their full potential.

She emphasized that Government through the Ministry, also aims to create a culture of safety, trust, and respect for children and ensuring they can grow and thrive in a secure environment free from harm, abuse and exploitation.

Ms. Muyambango reminded the trainees that they are now ambassadors of Child Safeguarding and should therefore aspire to do their best and be innovative as they implement various programmes that are centred on Child Safeguarding.

SAEMUAL UNDONG PRESIDENT IMPRESSED WITH PROGRAMME IMPLEMENTATION

Visiting 'Saemaul Undong' president, Mr Kwak Dae, Hoon, is impressed with the progress made with the implementation of the Saemaul Undong project, under the Ministry of Community Development and Social Services, in Kafue and Chikankata Districts.

Speaking when he conducted field visits in Chikankata and Kafue Districts, were the community led development project has been piloted, Mr Hoon said he is impressed with the community ownership and attachment to the projects.

Mr Hoon who inspected the construction sites for a nursing housing unit, and a community hall, confessed that Zambia, interms of programme ex*****on is incomparable to other African countries that are equally implementing the Saemaul Undong project.

"The levels of monitoring and supervision are very good and encouraging"he said, and hailed the Zambian Government for showing good political will to see people's lives transformed.

"In South Korea we have a saying that says that, how well you start your work or project, gets you halfway done", he said and encouraged communities to remain committed to the project.

Mr Hoon further assured that the project may be extended to other parts of the country, depending on how the pilot will perform in the four villages namely Shakulya, Mwachiyaba, Nanduba and Nansenga.

He said his expectations are very high and wants to see people's lives transformed for the better through continued collaboration and engagement.

Meanwhile, Director for Community Development, Ms.Patricia Muyamwa, said having the Saemaul Undong president in the country to personally inspect the projects is a good morale booster for the communities.

She said the Saemaul Undong journey so far has been fufiling and the collaboration between Zambia and South Korea has been life changing.

She said what is more encouraging is that South Korea development status was similar with that of Zambia, which means that a lot of lessons can be learnt on how Zambia can also tap into the development concept of South Korea in order to end vulnerability in communities.

ZAMBIA RENEWS COMMITMENT TO UPHOLD CHILDRENS RIGHTS

Zambia has participated in the regional annual World Children's Day Commemoration, with renewed commitment to uphold and promote children’s rights.

Regional leaders from Zambia, Zimbabwe,Botswana and host, Namibia, joined children drawn from the four countries, to commemorate the Day in Walvis Bay, under the theme:"Renewing Our Promise for Children's Right's".

A call to action was presented by children to their respective Governments on issues affecting them,in order for workable interventions to be put in place to promote and protect their welfare.

Collectively, the children called on their leaders to increase education opportunities through a practical curriculum that will also encoprate the mental health aspect.

They further advocated for laws that will protect them from various forms of abuse, and for countries to adopt climate smart interventions that are centred on environmental management.

The children further called for interventions to be put in place against alcohol and substance abuse,teenage pregnancies and forced marriages, and for increased social protection programmes that are children centred.

President Hakainde Hichilema has since reaffirmed Zambia's renewed commitment to uphold and foster children’s rights.

President Hichilema has assured regional African leaders that Zambia is therefore harmonising all legislation pertaining to children.

Speaking in a speech read on his behalf by Minister of Community Development and Social Services, Ms. Doreen Mwamba, during the event last night, Mr Hichilema said stiffer punishment for perpetrators of violence against children such as child marriage and defilement as well as other forms of child rights violations have been stiffened.

He said other than the new law, such as the Children's Code Act, the Zambian Government will soon be reviewing the national child policy to ensure that new and emerging issues which impact negatively on children are addressed.

"The commitment is demonstrated through enactment of new laws and formulation of policies meant to uplift the living conditions for our children. in 2022, we enacted the children’s code act which has enhanced the protective environment for our children by harmonising all legislation pertaining to children", he further said.

He said government has mainstreamed issues affecting children, such as introduction of free education meant to increase acces to education for all children, increasing constituency development fund (CDF) for purposes of providing desks for children and increased recruitment of health personel to promote quality health and improved nutrition security.

In the social protection sector, the President outlined a number of social protection programmes being implemented aimed at improving the welfare of children and families across the nation, such as the Keeping Girls in School programme (KGS), the Food Security Pack (FSP), among many others.

And the regional leaders have extended an invitation to the entire continent to join in the commemorations in order to promote continental networking on issues affecting children on the continent.

Namibian President, Mr Hage Geingob,noted that continental integration is important in the formation of a united Africa.

CDF BURSARIES INCREASES ENROLLMENT AT SKILLS CENTRES AND COLLEGES UNDER THE MINISTRY OF COMMUNITY DEVELOPMENT AND SOCIAL SERVICES

Enrollment of students under the Ministry of Community Development and Social Services run skills training centres, have increased, due to the Constituency Development Fund (CDF), bursaries.

The bursaries have therefore resulted into more community members enrolling at the Kitwe Community Development Staff Training College, and other Ministry run skills training institutions across the country.

Director for Community Development, Ms. Patricia Muyamwa, is happy that the Kitwe college, has since increased its enrollment levels from 110 in 2020, to the current 181.

She made the remarks yesterday, when she officiated at the 46th graduation ceremony, at the Kitwe Community Development Staff Training College, were 95 students, out of which 71 females, and 24 males, graduated with Certificates and Diplomas in Community Development.

Ms. Muyamwa is pleased that the Kitwe college has extended its boundaries in the area of training under the CDF,in line with President Hakainde Hichilema's commitment to prioritize human development through education and skills development.

She therefore urged members of the public to take advantage of the CDF to enroll for training at all skills centres and colleges under the Ministry, dotted around the country in order to aquire life changing skills that will contribute to national development.

Ms.Muyamwa is further encouraged that the Kitwe college has embarked on various income generating activities such as commercialized village and meat production, which she said is complimenting government's efforts in running the college and also promoting self reliance at the learning institution.

And to the graduating students, Ms. Muyamwa urged them to remain focused, steadfast and ethical, as they pursue their various ambitions in life.

"Challenges may come your way, but nevertheless, remain steadfast, believing that you shall overcome them as you have proved it by successfully completing your studies", she said, and further thanked all sponsors, college management, and all stakeholders that made the graduation a success.

And Wusakile Constituency CDF committee Vice Chairperson, Mr. Innocent Mwansa, pledged, to continue pushing the agenda of promoting skills development in the community by supporting infrastructure development that will increase intake of new students.

416 GRADUATE IN VARIOUS SKILLS UNDER MINISTRY OF COMMUNITY DEVELOPMENT AND SOCIAL SERVICES

The Ministry of Community Development and Social Services, has today successfully graduated 416 students in various skills in Southern Province.

The graduates, comprising 123 males and 237 females, are from three skills centres from Monze, Munyumbwe and Ngwenya respectively.

The graduates have acquired various skills in Home Management and Catering, Bricklaying and Plastering, Carpentry and Joinery,General Agriculture as well as Tailoring and Designing.

Speaking when she graced the 44th combined graduation ceremony, Director for Community Development, Ms. Patricia Muyamwa, said government is working to reduce poverty and vulnerability through the provision of skills to help communities become self reliant and empowered.

Ms. Muyamwa said the country critically need the acquired services and skills from graduates in order to attain socio-economic development, hence government's continued finacial support to community development colleges country-wide.

To the graduates, Ms. Muyamwa urged them to exhibit high levels of professionalism, be ethical, and maintain high moral standards, as they seek to pursue their own businesses paths or get employed.

She also thanked District Councils for supporting students with bursaries through the Constituency Development Fund (CDF), with a total of 47 students having already benefited from four skills centres so far.

"I strongly urge community members and the general public at large to enroll at all our skills colleges in order to aquire the skills and knowledge being provided" she said.

And Monze District Commissioner, Mr Mwanza Malambo, appreciated the impact of skills development, and called for more courses to be introduced at the centres in order for more people to get the required skills.

Go Back to the Land Zambia (GOBALZ) is elated by President Hakainde Hichilema's pronouncement that government has secured a good price for farmers to sell their maize.

The head of state disclosed that the New Dawn Government has secured market for Zambian famers to supply maize at $500 per tonne to Tanzania, Malawi and others countries.

GOBALZ executive director, Cyprian Phiri notes that the development is a great milestone for Zambian farmer because the market will now be predictable and consistent.

Mr Phiri says its also comforting that the market is already secured and assured in the 2023/2024 farming season.

"As an organization, we emplore and encourage farmers to take advantage of this exciting news from the President by growing enough maize in the 2023/2024 . There is assurance also that government has no intention to cheat Zambian farmer as their success is key in overturning the economic fortunes of the country" he said.

Mr Phiri has also backed the request by Zambia National Farmers Union president, Mr. Jervis Zimba, for Government through the Food Reserve Agency (FRA),to introduce a pre-planting price, at which maize and other crops will be bought.

He notes that predictable and consistent price and market for maize and other crops, will spur rural development through wealth and job creation.

GOVERNMENT KEEN TO ERADICATE POVERTY THROUGH ENHACED SOCIAL PROTECTION MEASURES

Government has reaffirmed its commitment to end poverty in the country, through effective social protection measures and policies.

Minister of Community Development and Social Services, Ms. Doreen Mwamba, said the New Dawn Administration is keen to see that people live dignified lives by ending poverty, which restricts opportunities, diminishes human dignity, and perpetuates inequality.

She was speaking during the Civil Society for Poverty Reduction (CSPR), organized commemoration of the International Day for the Eradication of Poverty, under the theme, “Decent Work and Social Protection: Putting Dignity in Practice for All".

She said the theme, conveys the idea of promoting and ensuring that all individuals have access to fair, equitable, and dignified employment opportunities, as well as social protection measures that safeguard their well-being and basic needs.

Ms. Mwamba further said Government has since put in place various measures such as the 8th National Development Plan (8NDP), as well as debt restructuring, to tackle poverty, emphasizing that poverty eradication, is not an isolated effort, but requires collective action, cooperation, and partnerships, not only within the country’s borders, but also on a global scale.

“Government is committed to the development and implementation of policies, programs, and initiatives aimed at ensuring that citizens have access to decent work and social protection”, she further said.

And speaking at the same event, Zambia National Women’s Lobby executive director Juliet Chibuta acknowledged the several Social protection and labor policies and programmes that government has put in place to address poverty, and hailed the continued budget increase to Social protection as it has been able to provide support to more people who need it.

ALL IS SET FOR TOMORROW'S COMMEMORATION OF THE INTERNATIONAL DAY OF THE GIRL CHILD

Zambia will tomorrow, join the rest of the World,to commemorate the International Day of the Girl Child, under the theme: Invest in Girls' Rights, Our Leadership, Our Wellbeing".

The day is celebrated on October 11th each year, to promote girls' empowerment and highlight the challenges they face worldwide, and also used to advocate for gender equality, access to education, and protection of girls' rights.

MINISTRY OF COMMUNITY DEVELOPMENT AND SOCIAL SERVICES EQUIPS 83 GRADUATES WITH LIFE CHANGING SKILLS

The lives of 83, students from Katete Skills Training Centre in Eastern Province, will not be same, after successfully graduating in various life changing skills.

Thirthy seven (37) females and fourty six (46) males, among them inmates, have today graduated in Home management, Tailoring, Bricklaying and General agriculture.

Speaking when she graced the 4th graduation ceremony at Katete Skills Training Centre, under the theme: "Aquiring survival skills, to promote self employment for self reliance in society", Director for Community Development, Mrs Patricia Muyamwa, said government is committed to ensuring that skills development is prioritized in order to reduce poverty amongst the
poor and vulnerable households in the country.

She said the graduation signifies government's efforts towards building a nation of skilled men, women and youths,that will apply the knowledge obtained from the skills training in bettering their lives.

“’I am pleased to state that many people are realising that life can be very difficult without education and training and that is why we see people from all walks of life, both old and young, the employed and school leavers alike, enrolling in various learning institutions in order to enhance their knowledge levels’” Ms Muyamwa noted.

She further said government, desires to see an increase in the number of students being enrolled especially that learners’ fees are very minimal,coupled with an opportunity for them to access bursaries through the Constituency Development Fund (CDF).

Ms. Muyamwa said the Ministry is also taking advantage of the increased CDF threshold per constituency to increase student enrollment in the skills training centres.

To the graduating students, Ms Muyamwa tipped them to form copporatives and be entrepreneurial by using their acquired skills as opposed to entirely depend on government for jobs.

She said by using their acquired skills, the graduates have the capacity to contribute to national development as well as food security.

And in a vote of thanks,Vynnie Banda, a graduate, appreciated government for giving them an opportunity to be trained in various skills, but appealed for consideration to add more courses such as computer studies, driving, plumbing and power electrical in order to equip students with a variety of life changing opportunities.
