- □The announcement followed concerns from stakeholders that the columns were inadequate to withstand the load of the structure, which was upgraded back in 2011 following an ex*****on of contract between NAPSA and YANGTS JIANG ENTERPRISES LIMITED (YJL), who in-turn engaged a team of consultants to deliver the project as a “design and build” turnkey project.
- □All Society Business park work upgrades were set for completion in December 2020
- □BICON Zambia Ltd were the consultants responsible for the supervision of the structural engineering works
- □Bicon said the column strengthening works on the office block are expected to be completed in December, 2020.
- □They announced that the column strengthening works were set for completion after November 2020
- □The scope of the project involved the conversion of the-then existing 18-storey office block, which was formerly occupied by the Zambia National Building Society (ZNBS) into a 148-room hotel as well as the demolition of Central Arcades and the construction of a Retail Mall, Parkade and an Office Block on top of the parkade.

- □The entire Society Business Park Project was completed on a sectional basis starting with the RETAIL MALL and PARKADE in 2016, followed by the OFFICE BLOCK in 2017 and then the HILTON GARDEN INN in 2018.
- On the 13th of October, 2019, one column on the 1st floor failed by way of crushing at the intersection of the column and slab which also as a result of the failure stressed the three neighbouring columns on the 1st floor level.
- □NAPSA ordered an evacuation of the Tenants of the office block in order to facilitate a detailed examination of the office block
- □IN THE FACE OF DEMOLITION, Where is Bicon Zambia chief executive officer Renatus Mushinge and Broadrick Masesa, the company’s Associate Director/ Project Structural Engineer?

- □They stated that repairs to the failed and stressed columns on the first floor were inspected by all stakeholders, including the Independent Engineer, the Engineering Institution of Zambia (EIZ) and the Association of Consulting Engineers (ACEZ), among others. Summon all of them

- □NAPSA engaged the services of Independent Consultants to undertake a detailed investigation in order to determine the structural integrity of the entire office block and the supporting parkade structure below. Where are they today?
- □The summary of the Independent Engineers findings were as follows: –
- (1). The slabs for the parkade and the office block were found to have had adequate capacity to carry the design load
- (2). Although not showing any signs of stress, 153 columns in the parkade and office block out of a total of 258 columns, which carry the parkade and office block, had column capacities lower than the design capacity due to LOWER CONCRETE strengths than the specified concrete strength. □This entailed that all the columns were earmarked for strengthening in order to increase the load bearing capacity and factor of safety of the structure
- □BICON Zambia were the Design Structural Engineers who submitted a proposal for the strengthening of the columns and identified by the Independent Engineer.
- □EIZ had on three occasions together with other stakeholders visited the site and were informed of the column strengthening works.
- □BICON Zambia had on several occasions shared with EIZ and NCC copies of the reports in connection with the column strengthening works.
- □BICON Zambia had even attended a hearing called for by EIZ in connection with the project. Was this meeting a joke just for commissions?
- □The contractor, who took over from YJL executed the column strengthening works under FULL-TIME supervision of BICON Zambia so as to complete the column strengthening works on time.
- □The Independent Engineer contracted by NAPSA also provided regular oversight and closely monitored the works on site.
- □EIZ as the regulator of the engineering industry had unfettered access to the site to inspect the works and to request information they wished to obtain with respect to the works to enable them issue informed statements to the public.

A very big "NO", politicians are spreading Ignorance to the public instead of teaching the public what Aflatoxin is and how to avoid it. I will help you to explain what Aflatoxin is and how it comes.

(1) POVERTY HABITS: Most Farmers due to high levels of poverty in many areas, they tend to harvest their maize or groundnuts or even soya beans early, that is before they are fully dry in the field. When you pack them in sacks, the produce will start developing fungi which leads to Aflatoxin production.

(2) STORAGE: Storing wet maize or groundnuts can cause the growth of fungi and other forms of fungi like Aspergillus flavus and Aspergillus parasiticus, which produce Aflatoxin. In chinyanja "vimaola" when you eat them vibaba "bitter"

However, because farmers want fast money, they harvest early before it's fully dry and start selling. But because FRA doesn't buy wet maize, they rush to briefcase buyers and millers who buy in bulk without inspection and store the produce which is wet for a long time and it goes bad like I explained point (2). Now when it goes bad, millers mix the bad ones with good maize to avoid loss.

The main culprit here is an impatient FARMER, but because government cannot control who you sell your produce to, the millers become the second culprit for storing wet farm produce to feed the public when it has gone bad. Don't fall for cheap politics to make it look like government is adding poison to mealie meal. I am speaking as a citizen who is knowledgeable and not a politician. We have all seen maize which is rotten but you don't know what we call it in scientific terms.

We call it chuku in chinyanja. Ma 1990/2000 sumungavizibe.

HOUSE TURNS INTO GRUESOME CRIME SCENE AS HUSBAND TAKES OWN LIFE AFTER STABBING WIFE TO DEATH

It is believed that the couple of Lusaka's Meanwood Ndeke Phase One had some longstanding marital dispute that led to the husband’s gruesome murder of his wife.

Mike Ilishebo, 44 strangled his 35-year-old wife Valerie Franco on Wednesday 3 April 2024 around 16:00 hours using an electric power adapter cable and subsequently stabbing her in the stomach with a kitchen knife.

Mr. Ilishebo is then alleged to have consumed 3 bottles of an over the counter pesticide which led to his death.

Ms. Franco's brother Wayne, has told Diamond News that the family could not comment on the matter as they are still processing the tragedy.

The couple leaves behind a 6 months old baby who along with other children were absent during the ordeal.

ON the auspicious afternoon of February 12, 2024, the Archdiocese of Lusaka unveiled its most cherished endeavor to date—the Adrian Mung’andu International Boys’ College.

Named after the revered first indigenous Archbishop of Lusaka, the institution stood as a testament to his legacy of educational reforms and dedication to the youth.

As the sun rose, casting its golden glow over the sprawling campus, excitement rippled through the air. The gates swung open, welcoming the eager footsteps of the first cohort of learners. They arrived with hearts brimming with anticipation, ready to embark on a journey of academic excellence and personal growth.

Among them were the early birds, those spirited souls who arrived with a fervent zeal to claim their place in history as the inaugural students of Adrian Mung’andu International Boys’ College. Their eyes sparkled with determination, mirroring the aspirations of countless others who dreamed of following in their footsteps.

“I feel excited being the first student, I don’t know what lies ahead of me but I know it is something great. The environment looks promising,” enthusiastic Chuma Jeffrey Mwelwa from Ndola said.

Parents, guardians, and well-wishers lined the entrance, their faces beaming with pride and hope. They had entrusted their most precious treasures into the hands of the Archdiocese, confident that this institution would not only nurture their intellect but also mold their character into pillars of society.

As the opening ceremony commenced, Archbishop Dr. Alick Banda graced the occasion, his presence imbuing the gathering with an aura of solemnity and reverence. He spoke passionately of the transformative power of education and the pivotal role that the new college would play in shaping the future leaders of Zambia.

Amidst the speeches and applause, there was a palpable sense of camaraderie and unity—a shared belief in the limitless potential of the young minds gathered before them. Each student stood as a testament to the unwavering spirit of determination and resilience that defined the human spirit.

As the day drew to a close and the students settled into their new surroundings, a sense of excitement lingered in the air. The halls echoed with laughter and chatter, the promise of academic excellence and personal growth weaving its way into the fabric of their collective consciousness.

And so, on February 12, 2024, a new chapter began in the annals of education in Lusaka—a chapter marked by hope, ambition, and the enduring legacy of Archbishop Adrian Mung’andu. DEC LAUNCHES CRACKDOWN

The Drug Enforcement Commission (DEC), through its Anti Money Laundering Investigations Unit (AMLIU), has arrested a 46-year-old man from Linda Compound in Lusaka for identity theft and money laundering offences involving over ZMW 32,000.

This follows a series of identity theft cases reported in Lusaka in which one of the cases has led to the arrest of Leonard Banda, who, whilst acting together with other persons unknown on dates believed to be between 1st August 2022 and 5th February 2024, forged two (2) National Registration Cards (NRCs) bearing the names Viyeso Chileshe and Kelvin Mwila.

He later forged 2 E-pay slips and two confirmations from two different employers for a loan application purporting that it was genuinely issued by two different named government health institutions when, in fact, it was not.
Mr Leonard went on to fraudulently obtain a credit of ZMW 32,593.05 in the name of one of the forged NRCs. He later attempted to obtain another credit of ZMW 50,000 at the same financial institution using the other forged NRC.
The suspect has since been charged with forgery, uttering false documents, as well as obtaining and attempting to obtain credit by false pretences. He is on bond and scheduled to appear in court soon.

Meanwhile, the Commission has continued its national offensive approach against the trafficking and importation of illicit drugs, leading to a string of arrests and the seizure of a staggering amount of illegal substances across various provinces.

The Commission in Nchelenge District of Luapula province has arrested John Mulenga, male, aged 62, for cultivating over 500 kilograms of fresh cannabis plants.

While in another operation, officers apprehended a suspect identified as John Kalenga Katwishi, a male aged 28 from the Ntamba Mweru area of Chiengi District, for trafficking in over 70 Kilograms of loose Cannabis.

The suspect is believed to have acquired a Congolese Identification Card, which he used to cross into the neighbouring Democratic Republic of Congo, where he used to buy illicit drugs and supply them to Zambian communities.

Further, a joint controlled operation involving the DEC officers from Chirundu and Lusaka Province led to the arrest of a South African national named Kim Armour Gittings, aged 36, a Security Manager of a named company residing in Lusaka's Makeni area for trafficking in over 500 grams of suspected high-grade loose cannabis concealed in buckets of jungle oats.

The suspect was intercepted at Lusaka’s Linda Junction, receiving the illicit substance laden on a named bus from South Africa, which officers from the Chirundu border trailed after being flagged by sniffer dogs of the DEC Chirundu Canine Unit.

Officers conducted an extended search at the residence of Mr Gittings where 23 bottles of suspected illegal liquid substance were found and laboratory results have confirmed the following volumes:
- 4 bottles of cannabis oil marked THC 1200 mg with a total volume of 120mls
- 5 bottles of cannabis oil marked CBD dominant 1:1 ratio 1200mg with a total volume of 150mls
- 5 bottles labeled full spectrum premium cannabis oil CBD 600mg with a total volume of 150mls
- 5 bottles labeled full spectrum premium cannabis oil CBD plus THC 1:1 ratio 1800mg with a total volume of 150mls
- 4 bottles labeled full spectrum premium cannabis oil CBD plus THC 1:1 ratio 900mg with a total volume of 120mls

Still in Lusaka, DEC officers from Lusaka Province managed to apprehend Fanwell Mechi, aged 26, a businessman of Lusaka's Makeni Simson, for trafficking in 120 bottles of Benlyine containing Codeine.

The suspect was picked up from Levy Junction Mall, where officers also seized a Toyota Vitz used to commit the crime.

Another suspect arrested in the illegal pharmaceutical drugs is Bright Chitondo, aged 39, of Lusaka's SOS area, who was found with 59 bottles of Codeine at Mandevu Junction, where he was selling the illicit drugs.

The Commission continues to take a proactive role and remains vigilant and committed to bringing perpetrators to justice.

We urge the public to remain vigilant and report suspicious activity to the authorities.

Together, we can build a safer and healthier Zambia for all.
