COMESA CALLS FOR HARMONIZED CONSUMER PROTECTION FOR AFRICAN COUNTRIES

The Common Market for Eastern and Southern Africa (COMESA) says the African continent requires harmonized consumer protection regulations and a specialised set of rules dealing with air transport consumer rights.

COMESA Aviation Infrastructure and Logistics Division Transport Expert Nicholas Matebele notes that many consumers of aviation services do not have the opportunity of being protected by any institution against poor service delivery and are mostly unaware of any rights they may have against the various service providers.

Mr Matebere said this during a Capacity Building Training Workshop on Annex 6- Regulations on Consumer Protection of Yamoussoukro decision for Eastern African Region held at David Livingstone hotel and spa

He points out that the competition in the air transport industry should not compromise the standards but ensure that regulations protect air passengers from “false” advertising, tarmac delays, baggage pilfering, and baggage loss as well as access to information necessary to facilitate compensation when required.

He says many African countries have continued protecting their national carriers preventing the growth of air transport in the continent which has witnessed new entrants in the form of Low-Cost Carriers in the air transport industry despite the slow pace of liberalization.

Mr Matebere has since advised African states to developed a considerable corpus of regulations to guide the operations of service providers and guarantee that consumer rights are protected.

FIRE INCIDENT INVOLVING SCANIA BUS REGISTRATION NUMBER AJE 4715 (OASIS) PUBLIC SERVICE

Be informed that Kazungula Traffic has recorded a Fire incident which occurred today Thursday 29th August, 2024 around 07:30 hrs along Nakatindi road about 12 kilometers west of Kazungula .

Involved was M/Darius Chilonge aged 48 of plot number 1938/13 Garden House off Mumbwa road Lusaka who was driving Scania Bus registration number AJE 4715 for Oasis from East into West directions while it had 46 passengers on board.

The Bus was completely burnt but all the passengers including the driver escaped injuries free.

Brief facts are that the fire started from the right inner rear tyre which made the whole Bus to be burnt and few luggages belonging to the passengers .

POLICE RECORD WARN AND CAUTION STATEMENT FROM MILES SAMPA

The Zambia Police Service wishes to inform the public that today, August 29, 2024, a warn and caution statement has been recorded from Honourable Miles Sampa in connection with an alleged offence of Seditious Practice.

This is contrary to Section 57 (1) (b) as read with Section 60 (1) (b) of the Penal Code Act, Chapter 87 of the Laws of Zambia.

The allegation pertains to an incident that occurred on August 17, 2024, at approximately 17:07 hours in Lusaka District, Lusaka Province.

It is alleged that Honourable Sampa did post and caused to be published a video on his page, "Miles Sampa," containing words that may bring hatred or contempt or excite disaffection against the government as by law established.

The Honourable Member of Parliament has since been released after the recording of the warn and caution statement.

The Zambia Police Service remains committed to upholding the rule of law and ensuring that all individuals, regardless of their status, are held accountable for their actions in accordance with the law.

The public is urged to refrain from engaging in activities that may contravene the law and to continue cooperating with law enforcement authorities as we strive to maintain peace and order in our country.

IBA RESUMES OPERATIONS

The Independent Broadcasting Authority (IBA) Board has announced the resumption of operations at the Authority.

This comes after the offices were cordoned off by law enforcement agencies to carry out investigations, following the tragic death of the Director General Mr. Guntila Muleya on 23rd July, 2024.

IBA Board Chairperson Mr. Chikosola Chuula made the announcement and has assured stakeholders of the Board’s commitment to ensuring that the Authority transitions smoothly into its roles and responsibilities in line with its mission of promoting professionalism and enhanced standards of the broadcasting industry through effective regulation.

He recognised the invaluable contribution and support of the Ministry of Information and Media during this difficult period.

And Mr. Chuula said the IBA continues to grieve with Mr. Muleya's family and wishes them God's comfort.

He expressed gratitude to all stakeholders for their messages of sympathy and understanding when the operations at the IBA were temporarily halted to facilitate investigations by relevant authorities.

The Chairperson acknowledged the staff's cooperation with various investigative bodies and urged them to carry on cooperating as investigations continue.

GOVERNMENT AWARDS LIVINGSTONE WITH GRANTS AND LOANS AMOUNTING TO OVER 5 MILLION KWACHA

Government has awarded 94 cooperatives and clubs in Livingstone with grants amounting to two million, three hundred and fifty three thousand, three hundred and eight kwacha; and loans to 37 business owners at a total amount of three million, four hundred and nighty one thousand; five hundred and eighteen.

The funds are empowerment to cooperatives and clubs; as well as business owners under the 2024 Constituency Development Fund (CDF).

Gracing the occasion today, Livingstone Member of Parliament Rodney Sikumba said government is doing everything possible to ensure citizens are empowered; especially the less privileged in society.

And Mr. Sikumba who is also Minister of Tourism disclosed that in the past three years; 133 loans were granted; adding that the beneficiaries have since created jobs for fellow citizens in the community.

Mr. Sikumba also encouraged beneficiaries of CDF grants to sensitize others on the initiative; adding that some sections of society are still unaware about CDF.

The area Member of Parliament also called for the need for the Ward Development Committees, Councilors and other stakeholders to work with the Church.

And Livingstone City Mayor Constance Mukelebai expressed happiness on the initiative; stating that small businesses and cooperatives are the heartbeat of the local economy; as well as the driving force behind job creation, innovation, and sustainable development.

Meanwhile, speaking on behalf of the beneficiaries, Emmanuel Chisenga thanked government for implementing programs aimed at developing the nation; and urged his fellow beneficiaries to use the funds for their intended purpose.

GOVERNMENT NAMES MEALIE MEAL BRANDS FOUND WITH HIGH LEVELS OF AFLATOXINS

Following a case in which dozens of dogs died due to consumption of maize meal and grains contaminated with aflatoxin, Government has named eight maize meal brands which have been found with elevated levels of the toxin.

These brands are Pembe Roller Meal number three meal, Africa milling- Roller meal and breakfast, Farm Feed-Super Dog meal,Shabco milling, Continental milling, Girad Milling, Busu Milling and Star Milling.

Confirming the development, Permanent Secretary Information and Media Thabo Kawana said the affected companies have been notified and are complying with authorities.

He said immediate seizure notices have also been done to ensure affected companies withdraw the batches.

"The Ministry of Health through its disease surveillance and intelligence wing, the Zambia National Public Health Institute (ZNPHI) convened a multisectoral one health team of experts who conducted field investigations and sampling of animal feed, maize grain and mealie meal," he said.

Mr Kawana noted that the investigations which commenced in June this year were critical and essential because many milling companies produce products for both human and animal consumption.

He said the team was tasked to collect samples and submit for analysis to the National Food Laboratory and the Zambia Bureau of Standards laboratories.

"Laboratory results from some of the sampled batches of animal feed maize grain and mealie meal confirmed presence of aflatoxin levels exceeding acceptable levels (For our region the acceptable range is below 10 parts per billion).Of the samples so far tested, the following brands have been found with elevated levels of aflatoxin: Pembe Roller Meal number three meal, Africa milling- Roller meal and breakfast, Farm Feed-Super Dog meal, Shabco milling, Continental milling, Girad Milling, Busu Milling and Star Milling," he said.

Mr Kawana clarified that of the samples so far tested, not all batches were found to be positive and some were negative.

He said all batches associated to be positive tests have been withdrawn and quarantined.

Aflatoxins are a family of toxins produced by certain fungi or moulds that are found on agricultural crops such as maize, cassava, cotton seed, millet, rice, sorghum, sunflower seeds, wheat, peanuts and ground nuts.

AIRCRAFT EMERGENCY LANDING INCIDENT
IN LIVINGSTONE

Be informed that on 20th August, 2024 at 18:40hrs, Livingstone Central Police station, received a report of Helicopter Emergency landing from Male Daniel Geldenhuys aged 44years of Plot No 414 Ellein Brittel Livingstone, the manager of Batoka Sky Livingstone who reported that one Helicopter namely; ENSTROM bearing Registration number ZSHDO which is property of Batoka sky made an emergency landing in the sewer ponds situated west of Chrisma Hotel in Livingstone.

This occurred on 20th August 2024 around 17:10 hours at the above mentioned site.

Brief facts are that on 20th August, 2024 around 16:00hrs, two American Nationals lodging at Royal Hotel whose identities were not obtained because access to their rooms was restricted as Hotel administration kept them under trauma management, booked the helicopter to fly over the Victoria Falls and the surrounding areas.

The aircraft which was flown by Male STEENKAMP JURIE JOHANNES REYNEKE aged 33 years, a South African National of house number 09 HOBSON STREET MIDDLEBURG, REPUBLIC OF SOUTH AFRICA, took off from Batoka Sky at 16:40hrs. The duration of the flight was 15 minutes.

Around 16:50hrs as the Aircraft was trying to return to the airstrip, from the western direction heading to the east at a location west of Chrisma hotel and flying above the sewer ponds, the helicopter engine suddenly stopped prompting the pilot to apply emmegency landing procedures.

The circumstances left the pilot with no option but to execute an emergency landing in an area which seemed to be open and without obstacles, but eventually landed in the sewer ponds as the aircraft could not glide further.

Police visited the scene and found the helicopter partially submerged in the sewer ponds which is covered by aqua vegetation.

One of the helicopter rotar blades appeared deformed. However, there were no serious damages observed from the aircraft. At the time of visiting the scene, Police found that the two passengers who were on board together with the pilot were already evacuated and without injuries.

Attempts to meet the two American passengers proved futile as they were kept under seclusion at Royal Hotel to help them recover from trauma. However, Avani Hotel management assured Police that the two passengers will be available for interviews tomorrow the 21st of August, 2024 in the morning.

The Aircraft is still at the scene pending its retrieval. Police officers have been deployed to provide security to it as Aircraft accident investigators are being awaited. More to follow.

President HAKAINDE HICHILEMA has accorded an official funeral to Former First Lady MAUREEN MWANAWASA who died on Tuesday August 13, 2024.

And President HICHILEMA has declared August 19, 2024 as a day of National mourning in honour of Dr. MWANAWASA.

Secretary to the Cabinet PATRICK KANGWA says this is in recognition of Dr. MWANAWASA's contributions to humanity when she served as First Lady from 2002 to 2008.

And Mr. KANGWA says Dr. MWANAWASA will be put to rest on MONDAY August 19, 2024 at Leopards Hill Memorial park in LUSAKA.

He said the Official funeral programme will be preceded by a Church service at the Anglican Cathedral of the Holy Cross at 10:00hrs.

Mr. KANGWA has advised the public that during the period of National mourning which will be observed from 06:00 to 18:00 hours, all activities of entertainment nature on both radio and television should be suspended while flags must fly at half mast.

He has advised that those that intend to attend the official funeral to adhere to the preventive public health measures as given by the Ministry of Health to prevent the spread of diseases.

GOVERNMENT TO DELIVER DEVELOPMENT IN ALL THE 20 WARDS IN LIVINGSTONE

Livingstone Member of Parliament Rodney Sikumba has assured residents that government will deliver development in all the 20 wards in the City; through the Constituency Development Fund (CDF) initiative.

Mr Sikumba who is also Minister of Tourism says the community should be beneficiaries of the CDF, as they are the ones that worked hard to usher the New Dawn government into power.

The Minister was speaking this morning during a Ward Development Committee (WDC) meeting held at Livingstone Lodge.

He said government will also ensure there is communication between the Central and Local government; with the community in order to foster development in the City.

Mr. Sikumba said it is imperative that such meetings are held so that community leaders cite challenges that need to be addressed.

He also urged residents to make it a habit to know who their leaders are; and also voice out on issues affecting them.

Meanwhile, about thirty million, six hundred and thirty five thousand kwacha was allocated to the 2024 CDF budget in Livingstone; and the components targeted approved projects that include funding for women, youth empowerment loans, community projects; among other projects.

ZCSA suspends packaging of water at Humanism Bakery and Takeway in Lusaka.

The Zambia Compulsory Standards Agency (ZCSA) has suspended packaging of water at Humanism Bakery and Takeway at Lusaka’s old Soweto Market.
This is because the company is operating in unhygienic conditions which is a violation of the Compulsory Standard Act No. 3 of 2017.
The Agency has seized 80 cases of water branded Supreme valued at K1, 200 at the same premises. This enforcement action has been taken following a complaint about the company producing and supplying packaged water illegally.
ZCSA warns of stern action against entities and individuals producing packaged water and other beverages without adhering to prescribed compulsory standards as such products may pose a risk to the health of consumers.
Products covered by compulsory standards, including packaged water are only allowed on the market once they are authorised by the Agency.
No one is legally allowed to supply any product covered by a compulsory standard without the authority of the Agency.
The Agency has enhanced enforcement activities on all regulated products to safeguard the safety of consumers.
Further, the Agency is calling on consumers to buy packaged water from reputable sources as the country approaches the hot season when the demand for water is high.
Currently, ZCSA regulates 61 imported and locally manufactured products falling within the scope of Compulsory Standards covering food products, Beverages, Chemical products, Household Electrical and similar appliances, fuel, fertilizer, Cement, used motor vehicles and used textile products, among others.
ZCSA is a Statutory Body under the Ministry of Commerce, Trade and Industry established by the Compulsory Standards Act No.3 of 2017 to administer, maintain and ensure compliance with compulsory standards for the purpose of public safety, health, consumer and environmental protection.

THREE DEAD, ELEVEN INJURED IN ROAD TRAFFIC ACCIDENT NEAR MONZE

Three people have died while eleven others sustained serious injuries following a road traffic accident involving a Hiace Minibus and a Freightliner truck in the Munyumabisi area, about 15 kilometres north of Monze Town.

The accident occurred on August 9, 2024, around 19:20 hours, when the driver of the minibus, Lawrence Siatyoka, aged 46, of Chandamali Compound in Choma, lost control due to excessive speed and collided with the stationary truck.

The south-bound bus had 15 passengers on boarsouthboundengers died on the spot, while another died upon arrival at Monze Mission Hospital.

The deceased passengers have been identified as 26-year-old Lyson Kashweka of Manungu Compound in Monze, Tamy Lwendo, 36, of Simukale area of Monze, and an unidentified male adult.

Southern Province Commissioner of Police, Auxensio Daka, noted that the remains of the deceased have been deposited in Monze Mission Hospital Mortuary.

Meanwhile, those admitted to the hospital are Bornface Kaluba, aged 30, Lisa Mayuni, aged 30, Rodney Makombe, 42, Andrew Madunga, 40, and Lister Musonda, aged 24.

Others include Lasco Himoonga, aged 31, Manishi Muleya, 38, Granee Muleya, 29, Thandiwe Muleya, 19, Moonga Sikale, 34, and Isaac Miyanda, aged 19.

The driver of the bus, who was treated for injuries and discharged, has since been detained for causing death by dangerous driving.

DROUGHT AFFECTS DAIRY FARMING IN KAZUNGULA DISTRICT

Dairy Farmers in Kazungula district have disclosed that drought has adversely affected the production of milk in the Area.

Kazungula Multi-Purpose Cooperative Chairperson John Banda says before the drought, the cooperative used to receive over 200 liters of milk compared to 50 litters which is being received now.

Mr Banda says the cooperative processes the milk into other product such as yoghurt and sour milk; adding that the drought has reduced the processing of the milk products.

He said this in an interview with journalists in Livingstone this morning.

He has since called for the drilling of more boreholes to help animals have access to clean drinking water.

And Zambesi Health for Human and Animals Chief Executive Officer Saskia Crempiel-Bartel said the organization wants to help dairy Farmers to improve the breed of animals so that the country can improve the production capacity of milk.

And Kazungula Veterinary Assistant Athenesious Hamankolo says in order to have good quality milk; the animals have to be free from Zoonotic diseases such as anthrax and tuberculosis.

SAMUKONGA SPRINTS TO BRONZE AT PARIS OLYMPICS

Sprinter Muzala Samukonga, has won bronze in the men’s 400 meters race at the 2024 Paris Olympic games minting Zambia's only medal at the tournament.

ZANIS Sports monitored the race at the Stade de France where Samukonga recorded a new ppersonal best and national record of 43.74 seconds behind United States Quincy Hall, who won gold, and Britain's Matthew Hudson-Smith, who secured silver.

Samukonga’s bronze win at the Paris 2024 Olympics ended Zambia’s 28-year medal drought in Olympic athletics.

He also becomes the second Zambian athlete to win a medal in athletics after veteran sprinter Samuel Matete won a silver medal in the men's 400 meters hurdles at the 1996 Olympics in Atlanta.

Samukonga's achievement places him among Zambia's Olympic legends, joining the ranks of notable past medalists.

Team Zambia will now shift attention to the men's 4x400 meters relay at the Olympics scheduled for Friday August 9, 2024.

He will be joined by teammates David Lee Mulenga, Patrick Nyambe, and Kennedy Luchembe in the event.

INDEPENDENT Broadcasting Authority (IBA) accountant Francis Chipyoka has been charged with murder following his recent detention in connection with the brutal shooting to death of the authority’s director general Guntila Muleya.

Three other suspects, among them police officers, have been slapped with an additional aggravated robbery charge.

Mr Chipyoka’s lawyer, Friday Mulenga Junior, confirmed in an interview yesterday that his client was charged with murder last Friday.

Update on the Investigation into the murder of Mr. Guntila Muleya, Director General of the Information Broadcasting Authority.

ONE MORE SUSPECT ARRESTED IN CONNECTION WITH IBA DG's KILLING

Police have arrested a 5th suspect in connection with the brutal killing of Independent Broadcasting Authority ( IBA) Director General, Guntila Muleya.

Zambia Police Service Public Relations Officer, Rae Hamoonga, has confirmed the arrest of Francis Chipyoka to the Zambia News and Information Services (ZANIS) in Lusaka this evening and gave no further details.

Mr Hamoonga however, said the arrest of Chipyoka who was put on police wanted list this morning (Sunday), brings the total number of those arrested and in custody to five.

"He has already been apprehended and is in police custody in relation to the murder of Mr Guntila Muleya," said Mr Hamoonga.

When queried to provide more details about the 5th suspect who is now in custody, Mr Hamoonga stated that premature disclosure of certain details may jeopardise the ongoing investigations.

"Refer to our initial statement. However, we are mindful that premature disclosure of certain details may jeopardise the ongoing investigation," stated Mr Hamoonga.

Yesterday police arrested four people including three police officers and a civilian in connection with the brutal killing of IBA Director General, Muleya.

Mr Hamoonga, who confirmed the arrest of the four, stated that police also recovered the official vehicle of the late IBA DG.

Mr Muleya, 44, who was put to rest on Saturday, was last week on Wednesday morning found dead East of Lusaka's Njolwe area with bullet wounds in the head and back.

Mr Hamoonga said among the arrested four suspects, two are regular police officers while one is a reserve police officer and the fourth person is a civilian

"The Zambia Police Service would like to inform the public that today, July 27, 2024, four suspects have been apprehended in connection with the murder of Mr Guntila Muleya, the Director General of the Independent Broadcasting Authority (IBA). Among the suspects, two are regular police officers, one is a reserve police officer, and the fourth is a member of the public," said Mr Hamoonga.

Mr Hamoonga added that in the course of the investigation, the official motor vehicle of the deceased has been recovered.

He said additionally, the police managed to seize two motor vehicles, three fi****ms which includes two pistols and an AK-47 rifle, cash totaling K129,300, assorted knives, and various electronic gadgets including phones, hard drives, and flash disks from the suspects.

"The investigation into this matter is progressing well, and we assure the public that they will be informed in due course," said Mr Hamoonga.

Mr Hamoonga has since extended gratitude to the public for their cooperation and support during this investigation.

"Our sincere condolences go out to the family of Mr Guntila Muleya and the members of staff at the Independent Broadcasting Authority during this difficult time," said Mr Hamoonga.

Addressing journalists in Lusaka on Wednesday last week, Ministry of Information and Media Permanent Secretary, Thabo Kawana, confirmed the death of Mr Muleya and indicated that his dead body was found in Njolwe area.

Mr Kawana explained that the late Mr Muleya had a normal day on Tuesday and knocked off from work around 17:00 hours.

He said after noticing that Mr Muleya was not home hours after knocking off time, family members started calling his phone which went unanswered.

Mr Kawana explained that the family members thought it was one of those days and he would eventually show up but that as hours went on into the morning the phone had completely gone off.

He said it was at this point when the family got concerned and reported the matter to police.

Mr Kawana added that colleagues at the office also got concerned and reported the matter to the police.

He explained that unfortunately, his body was found in Njolwe area, East of Lusaka with a gunshot wound on Wednesday morning around 10:00 hours.

Mr Kawana said police were investigating the matter adding that people involved in the gruesome murder shall be brought to book.

“I want to assure the nation on this sad development that the people involved in this gruesome murder of the IBA Director General will be brought to book,” he said.

And the Police stated that the matter was reported to Woodlands Police Station at 10:30 hours on Wednesday via a phone call from a concerned member of the public from Njolwe area.

In a statement issued in Lusaka, Police Public Relations Officer, Hamoonga explained that the concerned member of the public, reported that during the night of July 23, 2024 at around 20:00 hours, he observed a vehicle which he assumed to be a Pajero, with its doors open and shortly heard two gunshots.

Mr Hamoonga added that the same person, the following day July 24, at approximately 10:00 hours, while on his way for work, discovered the body of a deceased male on the ground.

“Upon receiving the report, the Police promptly visited the scene of the crime located at Palabana NAPSA Housing along the gravel road. The body of a male individual was found with two bullet wounds on the back and head,” he narrated.

Mr Hamoonga added that a closer examination revealed a deep bullet wound on the forehead, and two cartridges were recovered at the scene.

“An identity card was found in the pocket of the victim’s trousers, bearing the name D.M. Guntila Muleya, Director General of the Independent Broadcasting Authority (IBA),” he stated.

Mr Hamoonga indicated that a docket for a case of murder was opened and investigations commenced immediately.

Mr Muleya was appointed IBA Director General in May this year taking after veteran journalist Josephine Mapoma, who saved the Authority from its inception in 2013 to 2023.
