MUNDUBILE URGES PRESIDENT HICHILEMA TO ABANDON BILL 7, SAYS FARMERS’ WELFARE MORE URGENT

Patriotic Front (PF) presidential aspirant Hon. Brian Mundubile has vowed that PF Members of Parliament will continue opposing Constitution Amendment Bill No. 7 as it heads for second reading on Monday, warning that the proposed legislation is “illegal” and distracts from the country’s urgent socio-economic challenges.

Addressing the media, Mundubile said even some UPND lawmakers recognise that Bill 7 is inappropriate, but alleged that President Hakainde Hichilema has insisted on pushing it through at the expense of issues affecting ordinary citizens.

He urged the President to immediately withdraw the Bill and instead focus on pressing national concerns such as the delayed payment of farmers, which he warned would have long-term effects on households.

“Delays in paying farmers will have consequences such as families failing to meet education costs for their children,” he said.

Mundubile argued that if the same level of attention being given to Bill 7 was directed towards lowering the cost of living, Zambians “would have been happy.” He accused the President of ignoring public sentiment.

“Bill 7 is illegal, yet the President is playing a deaf ear and is not ready to listen to the people,” he said.

He challenged the government to shift its energy toward resolving what he called “broken promises” on mealie-meal, fertiliser, and workers’ welfare.

“Abandon Bill 7 and resolve the challenges arising from broken promises on mealie-meal and fertilizer. Abandon Bill 7 and introduce sectoral minimum wages in the transport and mining sectors. These are important issues, Bill 7 is not,” he said.

Mundubile insisted that the Bill is not urgent and warned that continued delays in paying farmers will undermine families’ ability to send their children to university. He called on President Hichilema to ensure farmers are paid “within the course of next week.”

Meanwhile, Mundubile urged opposition parties, civil society, and other stakeholders to unite in rejecting the Bill, adding that citizens should directly engage their MPs.

“We stand with the poor, with miners who are currently being mistreated. Even some members of the ruling UPND know that something is wrong with Bill 7,” he said.

MAKEBI ZULU DEMANDS IMMEDIATE WITHDRAWAL OF “ILLEGITIMATE” CONSTITUTION AMENDMENT BILL NO. 7

Lawyer Makebi Zulu has called on government to immediately halt its efforts to push the Constitution of Zambia (Amendment) Bill No. 7 of 2025, saying the proposed law is unconstitutional and lacks public legitimacy.

In a statement, Zulu said the Bill was already declared illegitimate by the Constitutional Court and rejected by major stakeholders, warning that “no amount of fine tuning or cosmetic editing will change that.”

He described the continued advancement of the Bill as “an attack on constitutionalism, public sovereignty, and the rule of law.”

Zulu said the Constitutional Court had made it clear that the Bill failed to meet the constitutional requirement for wide public consultation, insisting that any constitutional amendment must be people-driven and overseen by an independent expert body—not the Executive or partisan committees.

He accused the government of defying the court’s ruling by establishing what he termed an “illegal technical committee” without any Act of Parliament or legal mandate. He said the committee’s purpose was to “launder an unconstitutional process and mislead citizens into accepting a bill the Court has already condemned.”

Zulu further warned that Bill No. 7 contains provisions that experts including civil society organisations, legal bodies, church groups and governance specialists have flagged as threats to democracy, representation, and institutional independence.

He also defended the Law Association of Zambia’s decision to reject participation in a clause-by-clause review of the Bill, saying doing so would legitimise “an illegality.”

Zulu outlined what he described as the only lawful and democratic path forward:
1. Withdraw Bill No. 7 completely
2. Disband the illegal technical committee
3. Establish a truly independent, broadly representative body to lead national consultations, as ordered by the Court

“The Constitution belongs to the people of Zambia, not to any temporary parliamentary majority,” Zulu said. “No leadership has the authority to change it through a process that violates the Constitution itself.”

VICE PRESIDENT NALUMANGO ATTRIBUTES REDUCED LOAD-SHEDDING TO HIGHER KAFUE WATER LEVELS AND POWER IMPORTS

Vice President Mutale Nalumango has told Parliament that the recent reduction in load-shedding hours is a result of increased water levels in the Kafue River and additional electricity imports secured by the government.

Speaking during the Vice President’s question-and-answer session today, Mrs. Nalumango was responding to Nkana Member of Parliament Binwell Mpundu, who questioned what he termed the “miraculous” improvement in power availability despite no major new generation projects being commissioned.

Mrs. Nalumango dismissed suggestions that the improvement was accidental, emphasising that both natural factors and deliberate government action were at play.

She revealed that she had personally visited various parts of the country to verify the rise in water levels, clarifying that the improved inflows were not merely a result of local rainfall, but were coming from upstream catchments feeding into the Kafue River.

The Vice President further stated that the government had intensified negotiations with regional power suppliers to secure more electricity imports, a move she said had contributed significantly to stabilising the national power supply.

Mrs. Nalumango reiterated that government efforts remain focused on ensuring consistent energy availability as the country awaits long-term generation projects to come onstream.
