CASH FOR WORK PROGRAM UNDER ADMINISTRATIVE SABOTAGE AT CHILANGA TOWN COUNCIL
........Is there a way we can get rid of the whole Chilanga Town Council management immediately?

*THE INTRODUCTION* of the Cash for Work program by the government was a commendable initiative aimed at alleviating the hardships faced by vulnerable citizens during the 2023-2024 farming season, particularly in districts affected by drought. This program has garnered widespread praise across the nation, as it not only provides essential support to those in need but also helps mitigate natural disasters like floods and cholera.

However, the situation in Chilanga district starkly contrasts this success story. Many vulnerable participants from Mt. Makulu ward who engaged in the program in October have yet to receive their payments. Disturbingly, over four wards are still waiting for their November wages. The funds are reportedly available at Indo Zambia Bank, yet bureaucratic hurdles persist. Each time community representatives pursue the payments, they are met with excuses regarding discrepancies in NRC numbers and phone details. This raises a critical question: who is tampering with the information? Can it truly take months to resolve such issues? This situation can only be described as either gross incompetence or outright administrative sabotage.

We urgently appeal to the Office of the District Commissioner, the Member of Parliament, the Council Chairperson, and civil rights organizations, including the Anti-Corruption Commission (ACC), to take immediate action regarding the troubling developments at Chilanga Town Council. The current work culture within the council is unacceptable. If there is a PF nest at the council, I would love to see it burn to ashes without delay. The PF vice president is on record of having assured his party members that the people they left in government will help them to bring down this government. When ECL went to Northern province last year, he threatened some civil servants who were not helping him to bring down this government with dismissals once PF bounces back to power. Now, in the face of these rotten utterances, how do you think we shall feel as UPND in the district the moment we see such inefficiency?

Furthermore, we call upon the councillors and the council chairperson to halt the appraisal of key officers who have failed to fulfill their responsibilities to the district. It is inconceivable to reward individuals who are derailing essential programs. The accountability of these officers must be urgently addressed, as their actions have resulted in severe hardships for our community. The Cash for Work funds are sitting idle while the people of Chilanga suffer from hunger.

We demand immediate and decisive action to rectify this situation. It is imperative that the entire management structure of the Chilanga Town Council be reassessed. My question still remains; is there a way we can get rid of the entire management of Chilanga Town Council immediately?

GOVERNMENT'S DECLARATION OF ALL COUNCILS AS RATING AUTHORITIES: A COMMENDABLE MOVE!

Dear Countrymen and Women,

In light of the significant announcement made by the Minister of Local Government and Rural Development, Hon. Gary Chilala Nkombo, on January 7, 2025, we are proud to inform the residents of Chilanga that our Town Council has been officially declared a rating authority. This declaration encompasses 45 councils that previously lacked this critical status.

The designation of rating authority is not just a formality; it is a game-changer for councils, particularly for Chilanga Town Council. Rates represent the single largest source of revenue for our operations. Previously, we were dependent on Kafue Town Council, our parent council, for evaluating our rating roll, which complicated and hindered our revenue collection processes.

With this newfound authority, Chilanga Town Council gains full control over our re-evaluation processes, enabling us to update and reflect the significant developments that have taken place since the last assessment. This essential flexibility ensures that our council receives the full revenue that is rightfully ours, empowering us to deliver enhanced services to the people of Chilanga.

This government's action resonates deeply with the aspirations of many councils and is a long-overdue acknowledgment of our needs.

On behalf of the people of Chilanga and the local government fraternity, I extend our heartfelt gratitude to Hon. Gary Nkombo and the New Dawn administration for this pivotal milestone. This gesture has been long awaited and is a testament to the commitment of His Excellency President Dr. Hakainde Hichilema to making decentralization a reality.

In light of this development, I urge the Hon. Minister and the New Dawn administration to consider granting Chilanga Town Council the status of planning authority. We meet nearly all the necessary benchmarks for this designation. Given our proximity to Lusaka, there is significant interest in land planning activities in Chilanga. Unfortunately, this has led to situations where land is developed without our knowledge, causing conflicts when projects proceed without proper community awareness.

We call upon you, Hon. Minister, to explore the possibility of empowering councils with planning authority while remaining under the oversight of provincial planning units and the Ministry of Local Government and Rural Development.

Finally, I commend you, Hon. Minister, for your unwavering efforts to enhance the Constituency Development Fund Act. Your actions unequivocally demonstrate that our government is indeed a listening government. The expansion of the Constituency Development Fund Committee (CDFC) to include youth organizations highlights the critical importance of youth engagement in our nation's initiatives.

Moreover, the authority granted to provincial ministers to appoint members to the CDFC will effectively address challenges in areas where opposition MPs have stalled government programs. The new structure facilitates Provincial Local Government Officers in approving CDF matters, alleviating the burdens faced by a single minister overseeing 116 districts.

Your establishment of an appeals mechanism for community concerns and the requirement to publicize approved projects are commendable advancements. Additionally, the powers granted to collaborate on projects across constituencies will significantly enhance development in our region.

Once again, thank you, Hon. Minister, and thank you to the New Dawn government for these transformative steps forward.

Later one of the mad men approached the pilot and said to him “please teach me how to fly the aeroplane? Young politicians need to date him for transmission of knowledge on how to stay away from what will make you a statistic after political power leaves you hands. I pray that one day, he will share his experiences through writing a book.

Having worked for a number of USAID funded projects, I have learnt one thing that I hold so dear. Accountability is a quality of leadership skills makes you a good leader. I have further learnt that temptations will ever be there but principle is key.

Marriage of Convenience or Missed Opportunity? Opposition Fails to Unite in Pambashe and Petauke

As nominations for the Pambashe and Petauke Central by-elections closed yesterday, opposition political parties appear to have missed an opportunity to present a united front. Despite discussions within the United Kwacha Alliance (UKA) to field unified candidates, individual parties went ahead to field their own, signaling a lack of cohesion.

The Electoral Commission of Zambia (ECZ) has already rejected the nomination of Eskaya Kayumba, the UKA-backed Citizens First candidate, due to an outdated voter’s card. This development further underscores the fragmented approach of the opposition heading into the February 6, 2025 by-elections.

While competition is an integral part of democracy, one cannot help but question the strategic foresight of the opposition. In a political landscape where unity is often necessary to challenge the incumbents effectively, the decision to run separately reflects either a failure to agree on a shared vision or a marriage of convenience devoid of substantive alignment.

Is the opposition prioritizing short-term gains over the long-term goal of providing a credible alternative? Without unity and a developmental agenda, this fragmented approach risks reinforcing the status quo, leaving the electorate without a clear, united alternative.

Time will tell if this decision was an oversight or a calculated gamble, but one thing is certain: Zambia deserves more than disjointed political maneuvering. The question remains: can the opposition rise above personal interests to genuinely serve the nation?
