OPPOSITION ADMONISHED FOR USING ZAMBIA'S DEMOCRACY TO COMMIT ILLEGALITIES

Centre for Policy Dialogue Executive Director Caroline Katotobwe has charged that Zambia’s democracy has in the last two years been used as an excuse to commit illegalities by the opposition.

Reacting to the arrest of socialist party leader Fred M’membe and high patriotic front officials on different charges this week, Ms Katotobwe says the opposition should not cry foul because they abrogated the law in their activities.

Ms Katotobwe tells Phoenix News that it is unacceptable to act in a lawless manner while expecting to go scout free and when called out by law enforcement agencies, the opposition has the tendency of complaining and claiming that the country’s democratic space is shrinking.

She has reminded the opposition that Zambia is currently enjoying the restoration of the rule of law after a long time, which must not be taken advantage of.

And Anti-Voter Apathy Project -AVAP- Executive Directive Richwell Mulwani has advised the opposition to help the UPND administration in governing the country by offering checks and balances that do not abrogate the law.

Press Statement on Cholera Outbreak in the Country
LUSAKA (Thursday 26th, 2022)

The Ministry of Health has received an alert indicating a cholera outbreak in Vubwi District of Eastern Province since 22nd January 2023.
Vubwi District has confirmed 4 cases, and are investigating another 7 suspected cases. Sadly, we have recorded one (1) death from there. The areas affected are villages within Chikoma, Mbande, Chipanje, and Mzigawa Rural Health Center catchment areas.
The District Rapid Response teams supported by Provincial Health Offices are urgently responding to try and control, and break transmission of cholera in the affected areas. In accordance with our National Multi-sectoral Plan, response activities include:
1. Activation of the District Public Health Emergency Operations Centers and Incident Management System.
2. Activation of the District Epidemic Preparedness Prevention Control and Management Committee meetings.
3. Intensified surveillance activities including active case search and contact tracing.
4. Enhanced Risk Communication and Community sensitization activities
5. Advocacy and stakeholder engagement
6. Provincial team deployment to support district responses
To these ends, we have so far identified all the contact persons to the cases and established that the communities so far affected potentially includes up to 719 people in 6 villages in Vubwi District.
A national level multisectoral/multidisciplinary team of experts led by the Zambia National Public Health institute (ZNPHI) were dispatched this morning to support the response. The support will be especially in the areas of surveillance, laboratory, Infection Prevention and Control, case management and risk communication and community engagement.
Zambia remains at risk of similar outbreaks beyond the currently affected districts, considering the ongoing cholera outbreak in neighboring countries that started in March 2022. The continued movement of our population across the borders for various reasons including trade and other social reasons has increased this risk. Eastern and Muchinga provinces are particularly the highest risk provinces for contracting of the disease. The Districts that are mostly at risk of this importation include Chipata, Vubwi, Chipangali, Lumezi, Chasefu, Lundazi and Chama in Eastern province and Nakonde, Isoka and Mafinga in Muchinga province.
Furthermore, some areas within Lusaka, Luapula, Northern, Copperbelt, Central and Southern provinces are known to be cholera hotspots.
To prevent transmission across districts and from other affected countries, the ZNPHI has put in place the following:
1. National Cholera Task Force has been placed in response action mode.
2. National Public Health Emergency Operations Center based at ZNPHI has been activated.
3. Partners have been engaged and a number of them supporting the response.
4. A 72-hour cholera contingency plan has been developed and will be in use from today.
5. Cholera management protocols and emergency supplies have been provided to the two affected districts. The institute has managed to mobilise 26,000 cholera vaccine doses, bottled chlorine, a mobile water filtration systems and Rapid Diagnostic Tests that will be sent to the affected areas.
6. Intensified Risk Communication and Community Engagement activities have also been triggered and are ongoing.
To avoid an upsurge of cholera, everyone is encouraged to follow the following prevention measures:
1. Be sure you drink and use safe water. Use clean and safe water to brush your teeth, wash and prepare food, and make ice or beverages. Water can be made safe by either boiling it or chlorinate the water.
2. Wash your hands often with soap and safe water before, during, and after preparing food.
3. Wash your hands often with soap and safe water before, during, and after using the toilets.
4. Cook food thoroughly and heat leftover food. Always keep food covered. If the food has stayed and is cold, warm it before eating.
5. Maintain a clean environment and high personal hygiene.
With these confirmed cases, we are now officially declaring that we have a cholera outbreak. As articulated above, we are doing everything possible within our power to limit and hopefully stop the spread.
I wish to call on each one of us to take this outbreak very seriously. We all need to be vigilant and do what we can protect our country from cholera.
If you feel unwell, please visit the nearest healthcare facility immediately, particularly if you experience symptoms of watery diarrhoea. While most of those infected may have mild symptoms, and can be treated with oral rehydration solution, severe cases will need rapid treatment with intravenous fluids and antibiotics. Remember, Cholera is an acute diarrhoeal disease that can kill within hours if left untreated.

Similarly, we also sign up to be redeployed to ply our skills in different departments to serve the Nation.

Foreign service has its own structure and the Ambassador or High Commissioner is head of the Mission whilst the Deputy is actually the in charge of the Mission as Controlling Officer. It is the Deputy that deals with all financial, Administration and HR matters at the Mission including recruiting local staff at the Mission. So the Deputy at the Mission reports only to the Ambassador/High Commissioner and the rest of the staff are supervised and report to the Deputy.

Don't get disrupted by the opposition talk, it's all cheap. Emmanuel Mwamba himself was PS and later Ambassador, Leslie Mbula was Secretary to Cabinet and later High Commissioner just as several former Commanders of the Army, ZAF, ZNS, OP and ZP got and still get to be redeployed into Foreign Service including Former First Ladies.No one screamed "Demotion". Why on us?

The tribal card too can't arise as you all saw late President Chiluba worked with pipo like late Chikwanda as Chief of Staff at State House, late President Mwanawasa worked with bene Jack Kalala, late President Banda worked with bene Dickson Jere and late President Sata worked with bene George Chella whilst President Lungu worked with bene Kaizer Zulu. Why should it be tribal when President HH works with other pipo at State House?

Eyes on the ball colleagues, we are not here to serve or satisfy the PF. We are here to serve the pipo of Zambia with Zambians. And that is what President HH is doing, serving Zambians with Zambians for Zambia. Let's not get entangled in trivialities, we have a country to run.

I'M READY TO FACE THE LAW IF I HAVE COMMITTED ANY ILLEGALITY AS MINISTER
Fellow citizens, I accepted my appointment as infrastructure, housing and urban development minister in the UPND-led New Dawn administration, on the strong conviction that that presidential appointment is about serving the greater interests of the Zambian people, not my interests.

This is the type of government the New Dawn is running; one anchored on the values of transparency and accountability. When we have something to share with the people, we will say it the way it is without hiding anything. When we have nothing to say, we keep quiet.

Therefore, to those saying they are aware of certain excesses that we have committed in the line of duty, our word is, I am not beyond reproach as Charles Lubasi Milupi. Report me to the law enforcement agencies.

Under the New Dawn administration the doors have been opened widely for anyone to report any government official to the law enforcement agencies over any alleged unlawful acts. Thus, we are more than ready to face the law. Otherwise, our record of public service speaks for itself.

Copperbelt Minister Hon Elisha Matambo has clarified the false information that some Camp Officers and DACOs have been taking to farmers where those with new cooperatives have been sent away with a reason that they do not qualify for this year's FISP programms.

Hon Matambo has since instructed the DCs, DACOs and Camp Officers to implement the new directives from the Ministry of Agriculture which allows 80% new cooperatives to receive fertilizer while 20% to go to old cooperatives. The initial design of the programme intended that beneficiaries graduate every two years to allow new ones to be enrolled.

Previously, FISP programme was politicized with Western, Southern and parts of Lusaka Provinces not well attended to under the programme.

The UPND Government is reforming FISP into comprehensive agriculture support programme which will not only support the supply of quality agricultural inputs, but also attain diversification of crops as well as increasing production.

Through improved budgetary allocation to FRA, Zambia is today food secure up to 2024 with the New Dawn Government Agriculture policies in place.
