ANCYL LEJWELEPUTSWA STATEMENT POST ITS SPECIAL MEETING HELD ON THE 12TH OF JANUARY 2022 AT ANC REGIONAL OFFICES, MOROGO HOUSE.

In the context of the words of a revolutionary philosopher Frantz Fanon, when we revolt, we must not be seen to be following a particular culture, it is as a result of the living conditions we find ourselves in and that we can no longer be subjected and tolerant of these conditions. It is for these reasons that the ANCYL saw it necessary to convene its special meeting and deliberate on the turmoil our people are confronted in.

ON SEDIBENG WATER

On the 23rd of December 2021, the ANCYL took it upon itself to respond through a picket to inhumane behavior of the SEDIBENG Water Management and its board. The ANCYL submitted a memorandum of demands which with a time line of 14 days. The ANCYL indicated clearly that failure to deliver on the demands, young people will take a more radical approach. Equally, a letter to the Municipal Manager of Matjhabeng Local Municipality was written, for her to disclose their Service Level Agreement between the municipality and Sedibeng Water, in order for the public to see the terms and conditions of the agreement. Additionally, the ANCYL demanded the proof of payment of the municipality to Sedibeng Water in an attempt to settle the circus where one party would blame the other when our people are denied their basic right to access water. To our disbelief, none of these parties have responded to our requests. It is evident that we can no longer breathe.
As a result, the ANCYL has resolved that a delegation from the RCPC will visit and schedule a meeting the management of Sedibeng Water and the Municipal Manager of Matjhabeng Local Municipality through the Executive Mayor within the next week as a last resort to solve the water crisis our people are faced with. The outcomes of these sessions will be made public to general public in due course.

ON THE INSTABILITY OF MATJHABENG LOCAL MUNICIPALITY

The ANCYL notes with disgust the counter revolutionary behavior confronting our municipality. The ANCYL also notes the deliberate attempts to delay service delivery to our people. A few days ago, a group of thugs masquerading as ANC members and workers of the municipality interrupted the operations of the municipality under the instruction of corrupt business people who are demanding a payment of millions from the municipality.
The ANCYL views this disgusting demand as reversal of our democratic gains where these business people use the resources meant to deliver services to our people to fuel political divisions in the ANC while we are confronted with dilapidated infrastructure, roads and buildings, while our are exposed to sewer on every street.
The ANCYL is therefore making a clarion call to all its members and the general public to unite and protect our municipality. The ANCYL is also making a call to the people and the SAPS to avail themselves at the main Municipal building from tomorrow, the 14th of January 2022 to guard the building and ensure that no acts of gangsterism finds expression to further damage the property of the municipality.

The ANCYL has an understanding that the newly elected Mayors across the region have 100 days to convince the public that they are capacitated to assist our people in realizing a National Democratic Society. It is with this understanding that the ANCYL is confused on what may be the cause of this unrest.

However, the ANCYL has also committed to conduct an oversight visit on all municipalities in our region to assess the progress made in so far as the development of young people and the general public is concerned.

ON THE LEAKED BCPC LISTS

The RCPC also notes with great concern a leaked list of BCPCs. The RCPC underwent a thorough consultative process to compile a list BCPCs. The list was only disclosed to the provincial working committee of the ANCYL in pursuit to present our progress in so far as the process is concerned. To our surprise it has come to our attention that certain members of the PCPC (David Teba and Phiwe Mathe) have leaked this list in an attempt to deepen their factional interests that would further divide the organization come the regional conference of Lejweleputswa and the provincial conference for their ambitions to become Provincial Chairperson and Regional Chairperson. This disgusting behavior is a delay to our intentions of renewing the ANCYL. We further want to dilute lies peddled by the Provincial Spokesperson that he is the Convenor of deployees to Lejweleputswa, we want to categorically put it clear that Lerato Sikisi is the only Convenor of deployees to Lejweleputswa. We therefore call for the PCPC to initiate an investigation and recommend disciplinary process to the NYTT on these foreign and ant-ANC YL actions. We also call for all ANCYL members to distance themselves from these two backward selfish individuals.
We further call on the members of the ANCYL to remain calm and to not allow factional elements to get to them. A final list of BCPCs will be published in due course after the completion of all due processes.

ON NSFAS APPLICATIONS

The offices of Youth Development Officers across the region will be working with the youth division in the office of the Premier to roll out the applications program in all sub-regions to assist prospective students on their applications for 2022 funding.

ON THE BACK TO SCHOOL CAMPAIGN AND THE RIGHT TO LEARN CAMPAIGN

The ANCYL has declared its support for these respective campaigns and it has therefore established a delegation to join our sister PYA components in establishing a harmonious 2022 academic year. The ANCYL will in consultation with COSAS and SASCO implement an education program in both the basic and higher education sectors. The relevant information will published in due course.

The ANCYL LEJWELEPUTSWA RCPC today submitted a memorandum demanding the disbandment of the board of Sedibeng Water and subsequently called for the immediate suspension of its management while an investigation into allegations of financial mismanagement by both the board and the management of the entity takes place.

Notwithstanding the above, the ANCYL LEJWELEPUTSWA RCPC hereby calls for the management of Matjhabeng Local Municipality to disclose the SLA (SERVICE-LEVEL-AGREEMENT) between the Municipality and Sedibeng Water in order for the public to see what are the terms and conditions of the agreement between the two. Additionally, the ANCYL LEJWELEPUTSWA RCPC demands that the Municipality Management disclose their proof of payments to Sedibeng to settle the public circus unfolding in front of our eyes, where one party blames the other for lack of water whilst the community suffers.

The ANCY LEJWELEPUTSWA RCPC gives Management of Matjhabeng Municipality 7 working days to disclose the above-mentioned documents, failing of which will lead to us taking to the streets and demanding their immediate suspension pending investigations into allegations of corruption and financial mismanagement.
