Mpumalanga Traffic Officer Fatally Struck by Minibus Taxi on N2

24 January 2025 – Piet Retief
A Mpumalanga traffic law enforcement officer, Mr. Jabulane Collen Ndlovu (46), tragically lost his life after being struck by a minibus taxi on Friday morning along the N2 between Piet Retief and Ermelo.

Ndlovu, who was conducting a speed enforcement operation, was attempting to stop the taxi when the fatal incident occurred. The vehicle was traveling from Ermelo towards Piet Retief. Despite being rushed to a nearby hospital in Piet Retief, he succumbed to his injuries while receiving medical attention.

Law enforcement authorities have launched an investigation into a case of culpable homicide.

The Mpumalanga MEC for Community Safety, Security and Liaison, Mr. Jackie Macie, has extended his heartfelt condolences to Ndlovu's family, friends, and colleagues. He urged traffic officers to remain steadfast in their duty to ensure road safety, emphasizing that such incidents should not deter them from their mission.

"While pursuing errant drivers, we want our traffic officers to remain vigilant and prioritize their safety by supporting and protecting one another on the roads. Motorists, on the other hand, must comply with the directives of law enforcers," said MEC Macie.

HARDENED CRIMINAL SENTENCED TO 32 YEARS IN PRISON

Nelspruit: 23 January 2025 - The Mpumalanga Division of the High Court sitting in Middelburg has sentenced 37-year-old Lucky Thokozane Nkosi to 32 years imprisonment. This follows his conviction on 22 January 2025 for r**e, kidnapping, murder, and defeating the ends of justice.

According to information, on 01 October 2023, at around 01h00 am. A 15-year-old victim was at a tavern in Leslie when the accused ambushed her in the restroom and forcefully r**ed her. He then kidnapped her, taking her to his residence in Leslie, where he further r**ed her repeatedly throughout the night. The following morning, at around 09h00 am, the victim was released.

The victim reported the matter to Leslie SAPS, and a case with a count of r**e and kidnapping was registered. The victim was able to identify the accused.

On 26 December 2023, the accused was seen at another victim’s residence in Extension 9, Leslie. The two later left together. Concerned family members reported the victim missing to the Police on 27 December 2023 after failing to contact her. The victim’s child confirmed seeing the accused leaving with her mother.

Later that day, a passers-by discovered the victim’s body at a bridge in Leslie. The Police were notified and the body was later identified as that of the missing victim.

The post-mortem report revealed the cause of death as ligature strangulation and multiple blunt force injuries.

The Police investigation led officers to the accused’s residence, where bloodstains were found on the mattress. The skilled detectives gathered crucial information at the crime scene as part of their effort of building a strong case against the accused.

The matter was investigated by the Family Violence, Child Protection, and Sexual Offences (FCS) Unit and they worked tirelessly to ensure that justice is served for the two victims.

On 04 January 2024, the accused was arrested for murder and defeating the ends of justice.

Subsequently, the state managed to present strong evidence against the accused and he was found to have been involved in the r**e and kidnapping of the first victim, resulting in additional charges being filed on 27 May 2024.

Further investigation by the astute members revealed that the accused had been previously convicted in 2014 and was sentenced then to 10 years imprisonment for r**e and attempted murder.

On 22 January 2025, the accused pleaded guilty to all charges. The court sentenced him as follows:
• Count 1: R**e – 25 years imprisonment
• Count 2: Kidnapping – 5 years imprisonment
• Count 3: Murder – 20 years imprisonment
• Count 4: Defeating the ends of justice – 3 years imprisonment

The court ordered that the sentence for Count 2 to run concurrently with thst of Count 1. The sentence on Count 3 to run concurrently with Count 4. Additionally, 13 years of the sentence for Count 1 will run concurrently with the sentence for Count 3, resulting in an effective term of 32 years imprisonment.

The accused was also declared unfit to possess a firearm.

The Acting Provincial Commissioner of the SAPS in Mpumalanga, Major General (Dr.) Zeph Mkhwanazi, commended the investigation team for their dedication and thorough work that ensured the accused’s conviction. “Such individuals must be removed from society to protect communities. This was his second time committing similar crimes, showing that he did not learn from his previous conviction. I applaud the efforts of our members in ensuring that justice is served for the victims, ” said the General.

Mpumalanga Premier Commits to Elevating Matric Pass Rates

Mbombela, South Africa – Mpumalanga Premier Mandla Ndlovu has reaffirmed the provincial government's dedication to enhancing matriculation pass rates. Speaking at a recent event in Mbombela, attended by Minister of Basic Education Siviwe Gwarube, Deputy Minister Dr. Reginah Mhaule, and Education MEC Cathy Dlamini, Premier Ndlovu emphasized the critical role of education in societal advancement.

The gathering coincided with the province's celebration of an 84.99% pass rate in the 2024 National Senior Certificate (NSC) examinations, a notable improvement from the previous year's 77%.

This achievement positions Mpumalanga as the seventh best-performing province nationally. Minister Gwarube and Deputy Minister Mhaule's visit aimed to assess school readiness for the 2025 academic year, reflecting a collaborative effort to sustain and further this positive trajectory.

Premier Ndlovu highlighted the province's strategic initiatives to support the education sector, viewing it as a pivotal pathway toward improving both results and the overall quality of education. He expressed optimism about achieving a 100% pass rate in the future, citing thorough analyses of previous improvements as a foundation for this ambitious goal.

Education MEC Cathy Dlamini echoed this sentiment, congratulating the Class of 2024 and expressing hope that the Class of 2025 will emulate and surpass these achievements.

The province is set to welcome over 1.3 million Grade 12 learners in the 2025 academic year, underscoring the importance of continued investment in educational infrastructure and resources.

Nationally, the Matric Class of 2024 achieved a record-breaking 87.3% pass rate, the highest in South Africa's history. This national success story provides a motivating backdrop for Mpumalanga's educational objectives.

The provincial government's commitment to education is further exemplified by Premier Ndlovu's recent visit to Mkolishi Secondary School in Tjakastad, Elukwatini, which achieved a 100% pass rate for two consecutive years. Such examples serve as beacons of excellence, inspiring other institutions within the province.

As Mpumalanga embarks on the 2025 academic year, the collaborative efforts of government officials, educators, and communities are poised to drive the province toward even greater educational accomplishments.
