SOUTH AFRICA WILL SOON HAVE A 12TH OFFICIAL LANGUAGE

During a hybrid plenary sitting on Tuesday, 02 May 2023, politicians unanimously approved the South African Sign Language (SASL) as the 12th official language, aimed at promoting the rights of persons who are deaf and hard of hearing.

Until now, the South African Constitution provided for 11 official languages, namely: Sepedi, Sesotho, Setswana, siSwati, Tshivenda, Xitsonga, Afrikaans, English, isiNdebele, isiXhosa and isiZulu.

According to the Spokesperson of parliament, Moloto Mothapo, the passed bill to recognise sign language as the 12th language “Primarily, seeks to advance the cultural acceptance of the deaf culture; ensure the realisation of the rights of persons who are deaf and hard of hearing, as well as to prevent or eliminate unfair discrimination on the ground of disability, as guaranteed by section 9 of the Constitution,”.

Mothapo also mentioned that it will promote inclusiveness and substantive equality.

The Bill was introduced and referred to the Portfolio Committee on Justice and Constitutional Development on 12 January 2023, and the Department of Justice and Constitutional Development briefed the committee on the contents of the Bill on 27 January 2023.

In response to the call for public comment, the committee received 58 written submissions from individuals and organisations, with the majority of the submissions in support of the Bill.

The committee noted the opposing views expressed by a few commentators, but submitted that the recognition of SASL as a 12th official language “is an important step towards the realisation of the rights of persons who are deaf and hard of hearing”.

The amendment was adopted without opposition in the NA.

“The adoption of this constitutional amendment will bring to twelve (12) the number of official languages in South Africa, once the President signs the Bill into law.” Mothapo concluded.

27 YEAR-OLD KELEBOGILE LAUNCHES A FOUNDATION TO GROOM & EMPOWER YOUNG GIRLS

South Africa remains a patriarchal society where girls and women continue to face a wide range of problems and are often vulnerable to socio-economic challenges, and they often compromise their sexual and reproductive health, with the goal of surviving the elements.

In light of this, a twenty-seven (27) year-old aspiring philanthropist, whose place of residence is in Mohlakeng; founded Kgosigadi Kele Girl Foundation & Mentoring Programme (NPO) - an organisation dedicated to grooming and empowering young girls.

On account of her compassion and vanity towards her fellow-neighbours, Ms Kgosigadi Kelebogile Mogapi - a health practitioner by profession - is no stranger to community building projects and has participated in numerous charitable campaigns.

She once led an awareness march focused on gender-based-violence (GBV) and without neglecting to mention that she is also a founding member of the Zenpetra nursing home in Hillside, Randfontein.

"I take pride in the gift of giving without any expectations and it brings me a lot of joy to be able to make a difference in other people's lives, with every passing day" Ms Mogapi explained.

When asked about the mentorship program, Ms Mogapi said they offer individual and group mentorship to girls aged from 13 to 18 years-old - by imparting knowledge, as well as skills to enable them to secure their economic futures and ultimately to, produce independent and successful members of society.

This was on Saturday 22 April 2023, during the official launch of the emerging organisation at the RoofTop Junxion in Mohlakeng.

At the launch, some of the mentees met their mentors, who were primarily young professionals from diverse sectors.

Their mentoring roles will include, but are not limited to; supporting the development of the mentees with personal competencies, as well as entrepreneurial and social skills to help them attain their aspirational goals.

In addition to the discussions they had with their mentors, the girls were also gifted with dignity packs.

"I would love to witness the expansion of this mentorship program, to an extended to being able to help all girls acquire career counselling and post-graduate scholarships." Ms Mogapi concluded.

CRIME PREVENTION WARDENS UNLEASHED ON THE STREETS OF GAUTENG

Gauteng’s new Crime Prevention Wardens (CPWs) reported for duty on Monday following their graduation at a pass out parade at Giant Stadium in Soshanguve on Sunday.

The over 3000 wardens will be deployed to crime hotspots across the province and work with communities, community patrollers, schools, and law enforcement agencies (LEA) to eliminate elements of crime, including lawlessness, vandalism, and corruption across the communities.

Upon taking office in October 2022 the Gauteng Premier Panyaza Lesufi committed to fighting crime, vandalism and lawlessness, and during the parade, he said the wardens will use e-Policing solutions such as drones, CCTVs, helicopters, e-panic buttons, helicopters and high patrol vehicles to ensure the timeous response to crime incidents, including car hijackings, robberies, murder and gender-based violence (GBV), among others.

The Crime Prevention Wardens are recognised as Peace Officers in accordance with Section 334 of the Criminal Procedure Act (Act No.51 of 1977) and their powers extend to arresting without a warrant, obtaining a name and address, ex*****on of warrants and may appear in court as witnesses.

“The wardens will be the ears and eyes of communities in every ward. Gauteng has 361 wards in the Township Informal Settlements (TISH) areas and later expanded across Gauteng.

“The Department of Community Safety has spent R450 million on the wardens and locally manufactured vehicles will be procured to fight crime and enable the wardens to patrol communities," Lesufi said.

He said there would not be a single township, hostel, or ward that will be left uncovered.

“We are prioritising the top police stations with a high crime rate where the wardens will be deployed. The force will have two shifts, 6am to 6pm and 6pm to 6am,” Lesufi said.

The Premier warned the wardens not to take bribes. “There’s no need for cold drinks, I’m paying you enough to buy your own cold drinks,” Lesufi said at the pass out parade.

The public can reach the warden programme on the Premier's hotline at 0800 228827.

According to the ministry, a 37 cents per litre increase on the price of petrol will take take effect at midnight, while 0,05% sulphur diesel will see a somewhat significant decrease of 73.54 cents per litre and 0,005% grade of diesel will drop by 47,54 cents a litre.

Illuminating Paraffin and LP Gas will also drop by 33.00 and 44.00 cents a litre, respectively.

The increase is largely attributed to the rising cost of the Brent Crude Oil prices.

Over the past decade, South Africa has seen a major increase in the prices of both petrol and diesel. This is according to the data published by the ministry.

The prices of petrol soured over the years from an average of R7.04 in 2006, R8.02 in 2010, to R13.01 in 2015.

While diesel was priced at an average of R6.54, R7.38, to R10.94, for the same period as above.

"I remember long time ago, when a full tank cost me around R150 to R200, not this ridiculous prices we are forced to pay nowadays." this was the response of an elderly motorist, Wescity News had engaged on the matter at one of the petrol stations.

A Nissan 1400 with a fuel tank capacity of 45 litres, cost approximately R281.60 to fill up in 2006, compared to today's time; where you would have to fork out R840 to fill the same vehicle.

Opinion Piece: Freedom Day According to Local Human Rights Activist

Freedom Day is not just a celebration of the birth of our democracy, but a reminder of our duty to uphold the values of equality, justice and freedom. Let us never forget the lessons of the past and work towards a better future.

It cannot be that under a political era of ‘freedom’ we have seen the worst human tragedies a nation only faces in times of war. Whether you talk of r**e of women and children, gun violence, brazen lawlessness (even in the corridors of power), lie telling, etc; the close to three decades of ‘freedom’ must have been a lie.

Either a lie is freedom or a lie is who we think we are. Insidious views of ourselves in South Africa will continue to frustrate efforts to achieve true freedom and equality.

We must confront the lies which are ideas that perpetuate all stereotypes about gender, race, class and religion. This is important because any new beginning will have transitional period that present opportunities for change, as the post 1994 era did.

If we fail to do this, we may find ourselves being in exile yet in our country, thus perpetuating the same old lies. Exile in this context doesn’t necessarily mean a physical exile but metaphorical. We are elsewhere yet in the country.

In fact, one may argue that we have been in exile personally, socially, economically, and politically.

To come back with energy and determination isn’t a choice. But in doing so, one needs to stress the importance of examining the values and commitments that shapes self-understanding.

We must do this with the aim of reimagining and recreating the future with better understanding of self.

DISTRICT'S HEALTH SERVICES COMMEMORATES WORLD MALARIA DAY

In 2007 the World Health Organisation (WHO) first observed Malaria Day as a way to shine a light on the devastating impact of malaria and to encourage governments, health organizations, and individuals to take action against this deadly disease.

Since then the international community has been observing the 25th of April, as the World Malaria Day.

The West-Rand District Health Services (WRDHS) also did its fair share in observance of the day, during an outreach program held at Mphahlwa Informal Settlement, in Carletonville, Yesterday.

According to Ms Nomagugu Hloma the event was aimed at raising awareness on the viable preventions methods to combat malaria, and also to raise funds for treatment of malaria.

"Malaria awareness is important so that we may take precautionary measures when traveling to malaria endemic areas and be able to get tested early if we notice any symptoms after visiting a malaria prone area."

She further urged those traveling to malaria endemic areas to use anti-mosquito measures such as bednets, repellents and/or prophylactic medicines, as well as to get tested, should they notice any symptoms after visiting a malaria prone area.

Each year nearly 290 million people are infected with malaria, and more than 400,000 people die from Malaria, which is a serious and sometimes fatal disease caused by a parasite and is spread to humans through the bites of infected mosquitoes.

While the disease is uncommon in temperate climates, malaria is still common in tropical and subtropical countries.

People who have malaria usually feel very sick with a high fever, shaking chills and flu-like illness.

"Malaria should not be taken for granted, people must visit their nearest travel clinics when they go to malaria infested areas. All mosquito killing/preventing products must be used to avoid fatalities", said Dr Victor Ramathesele, Advisor to the MEC of Health & Wellness, Ms Nomantu Nkomo Ralehoko.

1 DEAD & OTHERS INJURED IN BLYVOOR GOLD MINE ACCIDENT

Mining is renowned as one of the most dangerous industries in the world and for a good reason, cave-ins, explosions, toxic air, and extreme temperatures are some of the most perilous hazards observed to take place in underground mining.

Loss of life has proven to be inevitable, over the many years underground mining has been in practice.

The Blyvoor gold mine in Carletonville added to the statistics on Saturday, following reports of the death of just one miner, while other mineworkers sustained serious to minor injuries.

Thembelani, a security personnel attached to a security company which operates within the area said, he knew something was amiss when he observed multiple ambulances making their way to the mine.

"I later saw a helicopter, that's when I knew it was not a drill but something serious had happened there" Thembelani said.

Thembelani said he later learned that an accident had occurred underground, which resulted in the death of a miner, while several of his colleagues were left with injuries.

Thembelani explained that he was saddened to learn that someone he knew was among the injured parties.

"I was faced with the daunting task of having to inform his spouse, luckily they had already caught wind of the incident prior to me informing them" he added.

The injured miners were evacuated underground and thereafter, transported to hospital - for further medical care.

There are reports that the accident might have been caused by seismic activities, which is the shaking or vibrations of the earth.

The mine's communication unit refused to comment on the incident.
