UPDATED PUBLIC NOTICE REGARDING WEEKEND DATES AND OPENING TIMES OF DRIVERS LICENCE TESTING CENTRES AND MOTOR LICENCING OFFICES IN JUNE 2024

Members of the Public are advised that Drivers Licencing Testing Centres offer Drivers Licencing-related services such as Bookings for Learners and Drivers Tests as well as Testing, Renewal of Drivers Licences, Applications for and Renewals of PrDPs, and Collection of Drivers Licence Cards. They do not offer Motor Vehicle Licencing services unless otherwise stated.

Documents that are required for the processing of applications:
• Identity Document/Smart card and a copy thereof;
• Drivers Licence;
• R250 for the issue of Drivers Licence;
• R90 for temporary Drivers Licence and 1X ID sized Photograph;

The following should be noted regarding Proof of residence:
• Must not be older than 3 months;
• Must clearly state the physical address;
• If residing with parents an affidavit done by the parent must accompany the proof of residence;
• If leasing property, the lease agreement must be attached.

An eye test certificate from an optometrist is preferred, although eye test facilities are available on site unless otherwise indicated. These must not be older than 3 months.

EMPANGENI DLTC will be open on 15-16 June 2024 from 15 and 16 June 2024 from 07:00 - 13:00 offering the following services:

Renewal of Drivers Licences;
Application and Issue of PrDPs;
Booking of Learners and Drivers Licences;
Collection of Drivers Licences;
Learners License Tests;
Driver’s Licence (Code A) Tests.

MKONDENI DLTC will be open on the following weekends, 01-02, 08-09, 22-23 & 29-30 June 2024 2024, from 07h00-13h00 offering the following services:

Collection of Drivers Licence Cards;
Renewal of Driving Licences;
PrDP application (New application and Renewals, as well as issue);
Bookings for Learner’s and Driver’s Licence Tests.

NEWCASTLE DLTC will be open on the weekends of 08-09 and 22-23 June 2024 from 07h45-14h00 for the following services:

Payments can be made by cards only and applicants must bring optometrist reports for the eye test.

PINETOWN MOTOR LICENCING BUREAU will be open on 29-30 June 2024 offering all motor vehicle licencing services from 08h00 – 13h00.

UMBILO MOTOR LICENCING BUREAU will be open on 29-30 June 2024 offering all motor vehicle licencing services from 08h00 – 13h00.

ABAQULUSI DLTC will be opening on 08 and 29 June 2024 from 08h00 - 13h00 offering the following services:

WINKLESPRUIT DLTC is open on Saturdays 01, 08, 15, 22 & 29 June 2024 for all drivers’ licence-related transactions from 07h00 to 13h00.
For Motor Vehicle Licence Transactions, Winklespruit Motor Licencing Office will be open on Saturdays Saturdays 01, 08, 15, 22 & 29 June 2024 from 07h00 to 12h30.

UMHLANGA LICENCING OFFICE will be open for Motor Vehicle Licence Transactions on Saturdays 01, 08, 15, 22 & 29 June 2024 from 07h00 to 12h30.

RAY NKONYENI (PORT SHEPSTONE) DLTC will be operating on Saturdays 01, 08, 22 and 29 June 2024 from 08h00 to 12h00. All services relating to the DLTC functions except for the testing of applicants for driving licences will be offered.

A total of 60 numbers will be issued for the day and will be assessed by the supervisor on duty for further intake of applicants. Applicants who are frail and or physically challenged will be given priority and assisted as quickly as possible.

The Motor Vehicle Licencing & Registration office will not be opened on weekends to the public.

Funding for Black Entrepreneurs from Government Grants & Funds

National Empowerment Fund (NEF)

The NEF is, a part of the government’s development mandate to encourage black participation in business and entrepreneurship. It helps to assist black entrepreneurs in achieving funding. This fund aims to assist black youth, women and men, communities and businesses to achieve sustainable success.
Types of NEF Funding

The NEF has four main channels of funding that consist of subdivisions. These are:
1. iMbewu Fund:

This consists of subdivision is entrepreneur finance, procurement finance and franchise finance.

This fund supports black entrepreneurs who are starting up a new business or expanding an existing one.

This contribution takes the form of offering debt counselling, quasi-equity and equity finance products.

The funds contribution ranges from R250 000 to a maximum of R10 million

2. uMnotho Fund:

This NEF funding has subdivisions in finance, new venture finance, expansion capital, capital markets, and liquidity and warehousing.

This fund is available to black entrepreneurs who manage or own businesses, new ventures, expanding existing business. It is also available to black entrepreneurs who want to buy a share of equity in black and white owned businesses.

The contributions from this fund range from R2 million to R75 million.

3. Rural and Community Development Fund:

This NEF fund has subdivisions in acquisition, new venture capital, expansion capital and start-up/green categories.

The creation of this government fund is to promote sustainable change in social and economic relations along with supporting and developing the rural economy by financing sustainable enterprises and co-operatives.

This NEF funding ranges from R1 million to R50 million.

3. Strategic Projects:

This NEF fund has subdivisions of empowerment objectives.

The aim of the government fund is to increase black participation in early-stage projects.

These projects need to have economic merit and the ability to deliver on the government’s development mandate

How Can You Apply for NEF Funding?

NEF funding is available for start-up and existing businesses. It will conduct the following processes when evaluating your business:

It will conduct a, self-needs analysis to determine how the NEF funding can assist your businesses needs and which offer is best suited.

You will need to provide an application form and a comprehensive proposal with evidence that supports the commercial viability and financial position of your business.

After you’ve submitted your application to the NEF, it will assess your information for final approval and receiving of funds

The NEF website offers the following checklist to ensure you include everything needed when applying for funding.

You’ll need to meet all the requirements or your application won’t be successfully considered.

This process can take up to six weeks.

If your application is successful, it could take up to three to four months to receive NEF funding.
