Three suspects linked to the shooting of a five-year-old boy in Manenberg, Western Cape, are expected to appear in court. A child and two women were wounded in gang crossfire in Irvine Street, Manenberg on Monday evening. It’s understood the women aged 31 and 54 were sitting outside while the five-year-old boy was walking with his father towards a tuckshop when shots were randomly fired. Local police spokesperson, Captain Ian Bennet says the shots were fired in the direction of the males. The little boy ran towards a house and collapsed. It was then discovered that he had been hit in the head by a stray bullet, leaving him with serious gunshot wounds. The women were also struck in the thigh and lower back respectively. The suspects fled on foot. No arrests have yet been made as police investigate three counts of attempted murder. Manenberg Station Commander, Brigadier Jayce Naidoo has vowed that no stone will be left unturned in bringing the perpetrators of this ruthless gang shooting to book. He adds that this disregard for human life by gangs has again shown how cowardly their actions are.

VETERAN singer and dancer Winnie Khumalo has passed away at the age of 51.

Her death was confirmed by her family.

Winnie was always open about her health struggles.

IG MAGAZINE spoke to her son, Thando Khumalo, who confirmed the heartbreaking news of his mum's death.

He said that the family was working on releasing an official statement.

The cause of death hasn't been revealed yet.

In 2024, it was revealed that Winnie’s son, Thando (33), is among the kids of the late boxing champion, Dingaan Thobela.

Born in Mofolo North, Soweto, Winnie began her music career at age 15, releasing albums such as Hey Laitie and Tshina Tshina, both produced by Sello "Chicco" Twala.

In the 1990s, she expanded into gospel with Izono Zami, produced by Pastor Langa Dube.

Throughout her career, Winnie collaborated with prominent South African artists, including the late Brenda Fassie, Pure Magic, Bongo Maffin, and DJ Cleo.

Beyond music, Winnie appeared in several TV series, including Muvhango and Mponeng, and even featured in Chicco's film Madluphuthu.

After taking a break from the industry to focus on her family, Winnie made a successful comeback in 2007 with the album I Just Wanna Live My Life, produced under Kalawa Jazmee Records.

The album became a massive hit, selling more than 25 000 copies and earning a gold record.

Its hit single, I Just Wanna Live My Life, topped the charts and received multiple nominations, including at the Channel O Music Awards.

Winnie was also nominated for Record of the Year at the South African Music Awards (Samas).

Her career continued to flourish, with notable performances, including a tribute to Brenda Fassie at the Channel O Music Awards and a performance of the hit Mina Ngiyohlala Nginje with former president Jacob Zuma during the 2009 ANC election campaigns.

Winnie's most recent album, Woman, reflects her personal experiences, addressing themes of betrayal, family, and life’s challenges.

The album's title track, Woman, explores the pain of a broken friendship while Impilo delves into the struggles of life.

The track Ngihamba Naba Hambayo explores family dynamics, while Izifo serves as a reminder to prioritise one's health and is dedicated to those who have passed away.

With this album, Winnie continued to make waves in the Mzansi music scene, solidifying her place as a prominent figure in the industry.

The South African Broadcasting Corporation (SABC) has reported a significant decline in TV licence fee revenue, with non-compliance rates reaching an alarming 85.6% in the 2023/24 financial year.

This decline poses a substantial challenge to the public broadcaster’s ability to fulfil its mandate to inform, educate, and entertain the South African public.

The Importance of TV Licence Compliance
A valid TV licence is a legal requirement for any household or business in possession of a television set in South Africa. The annual fee of R265 contributes directly to the SABC’s revenue, enabling the broadcaster to produce and air content that serves the public interest. Non-compliance not only undermines the SABC’s financial stability but also affects its capacity to deliver quality programming across various platforms.

Penalties for Non-Payment
Forgetting to renew your TV licence can lead to significant financial penalties. A penalty of 10% per month is imposed on overdue accounts, up to a maximum of 100% per annum. This means that neglecting to pay your TV licence for an entire year could double your debt, making timely payment crucial to avoid unnecessary costs

Consequences of Non-Compliance
Non-compliance with TV licence regulations can lead to legal action. Defaulters may face fines or even imprisonment. The SABC collaborates with debt collection agencies to recover outstanding fees, emphasising the importance of adhering to payment obligations to avoid such repercussions.

The Role of TV Licence Fees in Public Broadcasting
TV licence fees are a vital component of the SABC’s funding model, which relies on a mix of public funding, advertising, and sponsorship. These fees enable the broadcaster to produce diverse content that reflects South Africa’s rich cultural heritage and provides educational and informative programming to the public.

Challenges Facing the SABC
Despite achieving an unqualified audit opinion for the first time in 14 years, the SABC continues to face financial challenges. The decline in TV licence revenue, coupled with increased competition from global streaming platforms, has impacted the broadcaster’s ability to invest in new content and technology. The SABC has had to implement austerity measures, including suspending over 80% of its long-term capital projects, due to a lack of funds for essential investments in infrastructure and technology.

IN LESS than two weeks, 2024 matric pupils will know their fate if they have passed or not.

With that, the Department of Basic Education (DBE) has thrown a lifeline to those who might not have achieved the marks they had aimed for via a programme called the Second Chance Matric Programme (SCMP).

The SCMP is a matric rewrite programme established in 2016 for pupils who would like to improve their results or eventually complete their matric qualification on a part-time basis.

The department said registration for the 2025 SCMP opened in October 2024 and will close on 7 February 2025, urging pupils to use the opportunity to register.

According to the department, the aim of the programme is to provide support to pupils who have not been able to meet the requirements of the National Senior Certificate (NSC) or the extended Senior Certificate (SC).

It further said the programme responds to the National Development Plan's directive to improve retention rates, reduce dropout rates, and leave no one behind.
SC candidates can register at their nearest district office or online on e-Services at https://www.eservices.gov.za/, while NSC candidates can only register at their nearest district office.

To register, pupils must submit a completed registration form, a copy of their SA ID or passport if they're foreign nationals, and a copy of their previous highest qualification.

“Pupils are supported by face-to-face classes in centres around South Africa, as well as lessons broadcast on TV and radio, and online study material.

Targeted subjects include Accounting, Agricultural Science, Business Studies, Economics, English FAL, Geography, History, Mathematics, Mathematical Literacy, Physical Sciences and Life Sciences,” the department said.

Meanwhile, on 7 January, the DBE and the Information Regulator (IR) will battle it out in court over the publication of the results in local newspapers.

IR is demanding a court ban on publishing results in the media, stating it goes against the Protection of Personal Information Act (Popia).

The matter will be heard a week before the matric results release date which is on 14 January.

Minister of Basic Education, Siviwe Gwarube, will officiate the results on 13 January.

Supporting the department in the case, civil rights group, Afriforum, said based on the court order, they consider the enforcement order of the IR to be invalid and are therefore ready to oppose any action against the DBE and the publication of the results.

"Matriculants have a right to privacy, but also the right to access their results on public platforms, provided their names are not published," said AfriForum’s Head of Cultural Affairs, Alana Bailey.

"This is an established practice, and the court has already conceded that this is in everyone’s interest .”

SA public holidays for 2025 one day fewer, but with more long weekends

For 2025, South Africans will experience a change in the public holiday calendar, with one less day off, compared to 2024.

One silver lining is an increase in long weekends, which will provide plenty of opportunities for extended breaks throughout the year.

In 2024, there were 14 South African public holidays, due to the inclusion of two additional days: one for the national elections held on 29 May and another observation day for Youth Day, according to BusinessTech.

South Africa’s Public Holidays Act ensures that when a public holiday lands on a Sunday, the following Monday is declared a holiday, which would offer workers an extra day off.

However, when a public holiday falls on a Saturday, no observation day is granted, which would mean that the holiday essentially ‘disappears’ for many workers.

This distinction would come yet again into play in 2025.

National Women’s Day, which annually falls on 9 August, also falls on a Saturday this year. This will not result in an additional day off.

On the other hand, Freedom Day falls on Sunday, 27 April, and will extend into Monday, 28 April. This would give South Africans an extra long weekend.

These adjustments will leave South Africa with the standard 12 public holidays for the year but with only 11 weekdays off work.

The year will kick off with Human Rights Day on Friday, 21 March, which will create a three-day weekend.

This will be followed by the Easter break from 18 to 21 April, namely a four-day holiday that includes Good Friday and Family Day.

Freedom Day’s Sunday occurrence will mean that 28 April will add another long weekend to the calendar.

Youth Day on Monday, 16 June, will provide a mid-year break, and the year will finally conclude with a four-day holiday spanning from Christmas, on Thursday, 25 December, and the Day of Goodwill, on Friday, 26 December.

The Western Cape Health Department has reported a staggering 89,500 admissions to emergency centers since the start of December. The department’s Chief Operating Officer, Saadiq Kariem, says that nearly 24 000 of these were trauma cases, including 369 gunshot wounds, over 4 500 stabbings, and 5,500 assaults. There were also over 1 100 motor vehicle accidents and 900 pedestrian incidents. Kariem also raised concern about the more than 480 people who were treated for self-harm injuries, and 56 suicides have been recorded. More than 150 people have been left homeless after a fire tore through some 40 shacks in the Kosovo informal settlement in Philippi. Gift of the Givers which will deploy teams this morning to assess the situation says this is the fifth informal settlement fire to take place within five days in the Western Cape. Their teams are assisting with humanitarian aid in informal settlements in Mfuleni, Du Noon and Paarl. The aid group has also had to bring additional stocks from their warehouses in KwaZulu-Natal and Gauteng in preparation for the fire season in the province. It’s anticipated to be a hotter and drier summer season, raising the level of more fires.
