DA calls for Minister Thembi Simelane to step aside amid serious allegations
by Adv Glynnis Breytenbach MP - DA Spokesperson on Justice and Constitutional Development

Date: 06 September 2024

The Democratic Alliance (DA) is calling for Minister Thembi Simelane to step aside from her role as Minister of Justice and Constitutional Development, pending the outcome of the current investigation into revelations about her alleged involvement in a questionable loan transaction during her tenure as Mayor of Polokwane.

Despite whether Simelane has repaid the loan from Gundo Wealth Solutions or not, the fact remains that the money involved is tainted. The loan's apparent exorbitant interest rate raises serious concerns, as it is highly questionable why the Minister chose to engage with an entity not registered as a financial service provider, Gundo Wealth Solutions, who in turn received the money from VBS bank. It's unclear why the minister did not approach an ordinary commercial bank.

The DA asserts that Simelane's current role as Minister places her in an untenable conflict of interest.
As the head of the justice system, she oversees the institutions, like the NPA, who are tasked with leading the investigation in this matter and into the broader VBS matter.
This situation undermines the independence of the Criminal Justice System, which is crucial for maintaining public trust.

The pattern of coincidences—ranging from the questionable loan to the illicit investments demands scrutiny.
The apparent connections between these events should set off alarm bells for any investigator or prosecutor.

Minister Simelane's continued presence in the role sows distrust among the public and compromises the integrity of the Justice Department.
She must step aside to allow for a thorough and unbiased investigation into these matters.

Having underpaid budgets to provinces, Treasury must now intervene as frontline services face urgent crisis
by Willie Aucamp MP - DA National Spokesperson

Date: 06 September 2024

The threat to teaching and other frontline service jobs due to severe underpayments of budgets has now come to the fore.
Provinces like KwaZulu-Natal are at the greatest risk, with projections showing that as many as 11 000 teaching positions may be lost if urgent budgetary interventions are not made.

This funding crisis has largely been triggered by a centrally-agreed, and fiscally irresponsible, public wage increase in the October budget last year that is now forcing provinces to slash frontline service posts to the detriment of the most vulnerable.

The DA has long advocated for the protection of frontline services in the budget, and we urgently call on Treasury to intervene to avert these budget cuts by slashing wasteful expenditure in underperforming departments and focusing on economic growth and infrastructure development to create a more sustainable future.

We also call for an urgent reigning in of the state’s bloated wage bill by freezing the salaries of the public servants who are not covered by Occupation Specific Dispensation (OSD). This category includes managers, administrators and supervisors who are not of critical importance. In turn, this would enable the state to protect the wages of frontline workers by ensuring that the majority of public servants who are covered by OSD receive CPI inflation-linked increases.

Added to this, the state must reduce the over 29 000 millionaire managers in the public service by a third.

We welcome the initiative by Minister of Basic Education Siviwe Gwarube, who has inherited this issue.
Her meeting with provincial counterparts today to address this urgent matter and engage with Treasury is a positive step forward.

The DA calls on other departments that will also be severely impacted, such as Health and Safety and Security, to follow suit and ensure that Treasury is fully engaged in mitigating these devastating cuts.

While the effect of these cuts on basic education was highlighted in a presentation to the Portfolio Committee on Basic Education on 20 August, we are yet to fully comprehend the devastating consequences that will be felt across other critical services, such as healthcare and policing. There must be a thorough assessment, and Treasury must urgently intervene to prevent these disastrous outcomes from becoming a reality.

The DA agrees with Western Cape Education MEC David Maynier that teacher unions need to collaborate with provincial governments to find sustainable solutions to teacher funding shortfalls.
Cooperation, not confrontation, is key to ensuring that the education of our children is not compromised.

The DA will continue to push for responsible budgeting and hold the government accountable to ensure that no teacher, nurse, or police officer is forced out of their job due to poor fiscal management.
We cannot allow the future of our public services to be compromised.

Shocking Social Development underspend - Officials must be held to account
by Refiloe Nt’sekhe MPL - DA Gauteng Shadow MEC for Social Development

Date: 06 September 2024

In light of the Gauteng Department of Social Development’s shocking underspent of R554 million and its failure to allocate essential funding to Non-Profit Organisations (NPOs) that support the province’s most vulnerable residents, the DA calls on MEC Faith Mazibuko to clean up the Department and hold her Head of Department and other relevant official to account.

The Auditor-General's report highlights severe financial mismanagement within the department, including irregular expenditure and material misstatements in the performance report. This gross negligence comes in a province where NPOs are forced to shut down due to a lack of funds and where the scars of the Life Esidimeni tragedy are still fresh.

The R554 million underspent could have been used to provide vital services for older people, behaviour change programs, family preservation, and substance use treatment, as well as to support NPOs and prevent their closure. Instead, this money has been wasted and returned to the Treasury, leaving many without the support they desperately need.

The DA has long criticised the department for its lack of effective planning and implementation. When we exposed these issues, it resulted in a lot of spin-doctoring, with the former MEC Mbali Hlophe accusing the DA of “peddling lies” and claiming that her department had achieved 81% of its performance targets.
However, the AG’s findings confirm that our concerns were well-founded and expose the former MEC’s attempts to deflect blame and misrepresent the department’s performance.

The failure to utilise these funds effectively constitutes a grave injustice against Gauteng’s poorest and most vulnerable.

MEC Mazibuko must take decisive steps to clean out the department and hold the Head of Department accountable for these failures. We expect her to implement the necessary reforms and oversight within the next month to address these issues effectively.

Should MEC Mazibuko fail to act decisively within this timeframe, the Democratic Alliance will be forced to turn to the Legislature to ensure that proper accountability measures are enforced. We are committed to advocating for the vulnerable residents of Gauteng and will not tolerate any further delay in addressing this critical situation.

ACDP Deputy President and MP Wayne Thring, during a question and answer session in the National Assembly today, asked Deputy President Paul Mashatile to action the recently-established national coordinated Water Task Team, or other agencies, to conduct forensic investigations into South Africa’s water treatment plants and make the findings of the investigations, when finalised, public.

During the sixth administration, the ACDP took up the plight of Warrenton residents, in the Northern Cape, who experienced a dire water crisis due to lack of maintenance to critical water infrastructure, corruption, and the mismanagement of funds meant for upgrades at the area’s water treatment plant. The ACDP ensured that the Warrenton water crisis gained widespread media attention, and two ministerial visits followed thereafter at the ACDP’s request. Sadly, today, after many promises, these residents are ignored and still have to drink and use contaminated water.

Thring posed the following question to Mashatile:

“Deputy President, the term, “contaminated water”, means acute human health risks, which causes gastro-intestinal illnesses, including cholera, hepatitis A and typhoid. If 46% of our water supply is contaminated, then almost one of two South Africans, is likely drinking unhealthy water.

The Blue Drop report mentions that only 26 of South Africa’s 958 water supply systems, passed 95% of the criteria for delivering clean, drinkable water.

In the sixth administration, the ACDP visited Warrenton, in the Northern Cape. We heard the allegations of corruption and mismanagement of funds for the Warrenton Water treatment Plant upgrade project, still incomplete, R83 million later.

Deputy President, will you action the Water Task Team (or other agencies) to conduct a forensic investigation into the incomplete Warrenton, and other Municipal Water Treatment Plants and make the findings public, with consequence management, if necessary? If yes, by when? If not, why not?”

Must Watch: Paul Mashatile’s reply: https://www.youtube.com/watch?v=Tn8lETNudxI

Early last year, in a bid to bring relief and find a solution to Warrenton’s water crisis, the ACDP leadership met with the mayor of Magareng Local Municipality, who services the area of Warrenton, paid several oversight visits to check on the progress at the water treatment plant, involved the Human Right’s Commission, submitted a petition on behalf of Warrenton residents to Parliament, and requested for relief measures, as well as for a forensic investigation to be conducted into the Warrenton Water Treatment Plant, from the then Ministers of Water and Sanitation and Cooperative Governance and Traditional Affairs, respectively. To date, very little has been done to ensure that Warrenton has accessible, clean, and safe drinking water.
