Leaders of several Pacific Islands have endorsed an Australian-funded A$400 million ($271 million) plan to improve police training and create a mobile regional policing unit.
Leaders of several Pacific Islands have endorsed an Australian-funded A$400 million ($271 million) plan to improve police training and create a mobile regional policing unit as Canberra tries to block China from expanding its security role in the region.
"The Deputy US Secretary of State, Kurt Campbell, will travel to Tonga, Vanuatu and New Zealand this week... He will also engage Pacific Island leaders on the margins to promote the goals and achievements of the US Pacific Partnership Strategy."
Kurt Campbell will begin his trip in Tonga on Thursday to lead the US delegation to the 53rd Pacific Islands Forum Leaders Meeting.
Australia has secured a significant strategic win in the Pacific as the region's leaders endorsed the $400 million Pacific Policing Initiative (PPI), a major effort spearheaded by the federal government to reshape policing across the region. While the initiative has been hailed as a "worthy" effort by Leonard Louma, Director-General of the Melanesian Spearhead Group (MSG), he also expressed concerns about certain "cryptic" aspects of the plan. Louma hinted at the possibility that Australia and New Zealand might be using the PPI to strategically exclude rivals like China, which has been actively seeking security and policing agreements across the Pacific.
Vanuatu's Prime Minister, Charlot Salwai, echoed similar sentiments, emphasizing the need for the PPI to align with the region's specific needs rather than serving the geo-strategic interests of larger partners. He underscored the importance of ensuring that the initiative is tailored to benefit the Pacific islands and not merely reflect the security postures of external powers.
The endorsement of the PPI represents a critical moment in the ongoing strategic competition in the Pacific, highlighting both the opportunities and challenges that come with regional cooperation in security and policing.
Pacific island leaders have agreed to back a sweeping regional policing plan after Australia overcame last-minute concerns that the proposal was part of a geopolitical play to exclude China.
The Australian prime minister, Anthony Albanese, discussed the issue with his counterparts at the Pacific Islands Forum (Pif) in Tonga on Wednesday amid increasing contest for influence between the US and China.
He later welcomed the agreement from Pif leaders to support the Pacific Policing Initiative, which will see up to four police training centres of excellence established in the Pacific.
The proposal also includes the formation of multi-country police units. Albanese said this would provide “a ready pool of trained Pacific police to deploy in response to Pacific country requirements, such as for major event management or additional capacity in times of crisis”.
Anthony Albanese said it was ‘a Pacific-led initiative’ that reflected the desire of neighbours to ‘stand with each other’

The director-general of the Melanesian Spearhead Group (MSG), Leonard Louma, called the PPI a "worthy initiative" but also said some of the aspects of the plan were "cryptic".
He also suggested that Australia and New Zealand could be intent on using the initiative to try and lock out strategic opponents like China, which has been pushing to sign a suite of security and policing agreements across the region.
Vanuatu Prime Minister Charlot Salwai used almost identical language in his statement, saying that the group needed "to make sure that this PPI is framed to fit our purposes and not developed to suit the geo-strategic interests and geo-strategic denial security postures of our big partners".
Vanuatu's prime minister and a senior regional diplomat warn Australia and New Zealand not to use a high-profile new policing initiative to box out strategic competitors from the region.

In their recent blog, Richard Curtain and Stephen Howes showed that as the Pacific Australia Labour Mobility (PALM) scheme continues to grow, new countries are emerging as the dominant suppliers of labour to Australian employers. In 2023-24, Fiji has overtaken Vanuatu as the biggest supplier of PALM workers, with Solomon Islands moving into third place, ahead of Tonga and Timor-Leste.
Diversification of labour sources under the Recognised Seasonal Employer scheme is a positive development, say Charlotte Bedford and Richard Bedford.
Vanuatu's Public Service Commission Announces Theme for PSC Day 2024: "Strengthen Government Decentralised Services through Innovative Approach"
Port Vila, Vanuatu - In a significant announcement, Mr. Martin Mahe, the Chairman of the Vanuatu Public Service Commission (PSC), has revealed the theme for the upcoming PSC Day 2024 event.
The theme, "Strengthen Government Decentralised Services through Innovative Approach," underscores Vanuatu's unwavering commitment to empowering provincial and municipal authorities to deliver more responsive and accessible government services to citizens across the archipelago.
"As we strive to bring the government closer to the people, we must explore new and innovative approaches to service delivery," said Chairman Mahe. "This means leveraging digital technologies, streamlining processes, and fostering greater collaboration between central and local levels of government."
The decentralization of government services is a key priority for Vanuatu, as the country seeks to address regional disparities and ensure that all communities, regardless of their geographic location, have access to quality public services, including healthcare, education, infrastructure development, and social welfare.
"By strengthening the capacity and resources of our provincial and municipal authorities, we can better respond to the unique needs and challenges faced by different parts of Vanuatu," Mahe continued. "This will require sustained investment in training, infrastructure, and empowering local leaders to take on more responsibilities."
The PSC Day 2024 event will provide a platform for government agencies, development partners, and civil society organizations to share best practices, innovative solutions, and lessons learned in the pursuit of decentralized and citizen-centric service delivery. The event will also serve as an opportunity to engage with the public and incorporate their feedback into the design and implementation of these initiatives.
"We are excited to showcase Vanuatu's progress and vision for the future of public service delivery," said Mahe. "By working together and embracing an innovative approach, we can strengthen the government's presence in all corners of our beautiful country and improve the lives of our people."

The Vital Role of Teachers as Public Servants in Vanuatu
In the rapidly evolving landscape of public service delivery in Vanuatu, the crucial role of teachers cannot be overstated. As a frontline representative for the government, teachers are not only entrusted with the education and development of the nation's youth but also serve as beacons of professionalism, integrity, and community engagement.
The standards that teachers must uphold as public servants are a testament to the immense responsibility they bear. First and foremost, they must exemplify the core values of the Vanuatu public service: accountability, transparency, and a steadfast commitment to serving the best interests of the people. This means that teachers must maintain the highest standards of ethical behavior, from their interactions with students and parents to their engagement with the broader community. They must be role models of honesty, fairness, and respect, upholding the principles of good governance that are the hallmark of a responsive and effective public sector.
Moreover, as the architects of the nation's future, teachers must constantly strive to enhance their own knowledge and skills. Through continuous professional development, they can stay abreast of the latest pedagogical methods, technological advancements, and evolving educational policies. This commitment to lifelong learning not only benefits their students but also contributes to the overall strengthening of Vanuatu's public service.
Teaching is not just a job, it's a calling. When teachers approach their work with passion, dedication, and a genuine desire to make a difference, they inspire the next generation of leaders and public servants to follow in their footsteps. By upholding the highest standards of professionalism, teachers in Vanuatu are not only shaping the minds of their students but also serving as ambassadors for the entire public service.
As Vanuatu continues to decentralize its government services and empower local communities, the role of teachers as public servants will become increasingly vital. Their ability to adapt to new challenges, embrace innovative approaches, and remain deeply connected to the communities they serve will be crucial in realizing the vision of a more responsive and accountable public sector.

Two men were later found ashore—one on Mataso and another on Nguna—having swum to safety. Authorities have launched a search and rescue operation to locate the missing individuals and investigate the circumstances surrounding the incident. Local communities are rallying support to assist those affected.

This video illustrates the efforts of Australian immigration authorities in identifying and apprehending individuals who are working illegally on farms or whose visas have expired, along with other irregularities. It also highlights concerns regarding Vanuatu seasonal workers abroad under the Pacific Labour Scheme, as some have absconded from their original workplaces. There is uncertainty surrounding the status of their visas and whether they are residing in Australia illegally. Authorities are committed to apprehending individuals found to be in violation of immigration laws.
At Bladinnier Estate in Port Vila, there are several areas that provide suitable habitats for breeding NAMARAE or swamp eels. Marshes, wetlands, and stagnant water bodies within the estate's vicinity offer ideal conditions for these eels to breed and thrive. The presence of muddy or silty substrates, coupled with warm water temperatures typical of tropical regions, creates favorable environments for swamp eels to lay their eggs and raise their young. Additionally, the abundance of vegetation in these areas provides shelter and habitat for prey species, further supporting the breeding cycle of swamp eels. These natural breeding spots contribute to the ecological diversity of the region and highlight the importance of preserving wetland habitats in Vanuatu.

▶️Vanuatu Football Federation clarifies misleading news report by VBTC. The Vanuatu Football Federation (VFF) has spoken out to clarify what it calls a "misleading" news report that aired recently on the Vanuatu Broadcasting and Television Corporation (VBTC). The report in question raised issues about player eligibility for the recent OFC Champions League national playoff. It suggested the VFF was responsible for unclear regulations without getting full context from the football authorities. The news report failed to gather crucial facts before going to air, because the national playoff tournament is organized in its entirety by the Oceania Football Confederation. The VFF merely facilitates the event in Vanuatu. At no point did the journalist consult VFF media department or public relations officer to understand the situation fully, and as a result, a misleading, one-sided story was aired that has caused unnecessary confusion. The report stemmed from a complaint raised by one of the clubs over confusion on eligibility requirements for the Champions League playoff. But according to the VFF, the rules fall under OFC jurisdiction. If the journalist and frustrated club had simply contacted the VFF first to clarify questions around eligibility requirements, the VFF would have referred them to the Oceania Football Confederation since they are the governing body in charge of the National playoff event. The Secretary went on to state that airing any criticism without first having all the pertinent facts was an irresponsible course of action by the journalist and media outlet. The irony of this entire situation is that the tournament regulations were already sent to all participating clubs well in advance. Somehow the eligibility rules were overlooked or not thoroughly read by the clubs now causing this unnecessary drama. The question to ask now is that how can you agree to take part in a tournament and not properly go over the rules sent to you directly? The on
MP Terry Alick talks about how Vanuatu's politics work. When a motion is registered, MPs go to camps for 1-3 months just wasting their time. But a vote YES in the 2024R, there won't be so many camps. Presidents of the party can do the negotiations while other MPs and Ministers can focus on serving the people.
