TWIN TROPICAL SYSTEMS THREATEN VANUATU

As Vanuatu continues its recovery efforts from the powerful magnitude 7.3 earthquake that struck on December 17, 2024, the island nation now faces new challenges from two developing tropical systems in the South Pacific.

The most immediate system, 05F/Invest91P (potential Cyclone Rae), has triggered a Tropical Cyclone Formation Alert. While forecasts suggest the system will likely track south of Vanuatu's main islands, the nation remains vulnerable given its recent earthquake recovery phase. The system still poses risks of flooding and mudslides, particularly concerning for communities already dealing with earthquake damage.

Adding to the situation, a second system, 16U/Invest92P (potential Cyclone Seru), is developing south of the Solomon Islands. This system also shows a tendency to track south of Vanuatu, maintaining a 30% chance of cyclone development within seven days.

While both storms are expected to pass south of Vanuatu - which is good news for areas still recovering from the earthquake - local authorities are asking everyone to: stay alert and watch for updates, keep preparing just in case, watch out for flooding in low areas, and keep checking if the storms change direction.

Neighboring territories including New Caledonia, Fiji, and Tonga should also remain alert as these systems develop. Emergency services across Vanuatu remain on standby, particularly mindful of communities still recovering from December's seismic event.

This developing weather situation requires close monitoring, though the current forecast paths offer hope that Vanuatu may be spared the worst impacts of both systems.

FIVE PARTIES REAFFIRM UNITY FOR FEBRUARY 11 GOVERNMENT

The Secretary Generals and Vice Presidents of five major political parties in Vanuatu have assured the public that there will be no obstacles in establishing a new government.

During a media conference today, key party representatives - including Reunification Movement of Change (RMC) Vice President Marco Mahe, Iauko Group (IG) Secretary General Xavier Harry Iauko, Leaders Party of Vanuatu (LPV) Secretary General Job Andy, Graon mo Jastis Pati (GJP) Vice President Andrew Solomon Napuat, and Vanua'aku Party (VP) Secretary General Fred Samuel - dismissed claims about additional outside MOUs being signed as false.

The five political parties - Leaders Party of Vanuatu, Graon mo Jastis Pati, Vanua'aku Party, Reunification Movement of Change, and Iauko Group - have reaffirmed their commitment to the first and original MOU signed by the party presidents on January 27, 2024, and declared their readiness to form a government on February 11th.

They emphasized the significance of the recently passed referendums 17A and 17B, which will restrict party members from political maneuvering as was common in the past. The new laws are now in place to prevent members from switching parties, with the penalty of losing their seats.

This unified statement from the party officials suggests a coordinated approach to the upcoming government formation process, with all five parties presenting a united front regarding their intentions.

Vanuatu Court of Appeal Upholds Parliament Dissolution, Dismisses Challenge Against President

PORT VILA - The Vanuatu Court of Appeal has dismissed a legal challenge against President Moli Nikenike Vurobaravu’s decision to dissolve Parliament in November 2024, ruling that the dissolution was constitutional.

In a judgment delivered on January 28, 2025, the five-judge panel upheld the President's actions, finding that he acted within his constitutional powers when he dissolved Parliament on November 18, 2024, following advice from the Council of Ministers.

The case was brought by several appellants, including Gracia Shadrack and former politicians, who argued that the President had a conflict of interest due to a pending impeachment motion against him at the time of dissolution.

However, the Court found that the impeachment motion itself was invalid, as it failed to meet the constitutional requirement of having support from at least one-third of the Electoral College members. The motion had only 19 signatures when it needed at least 20.

The Court emphasized that the President's power to dissolve Parliament under Article 28(3) of the Constitution is "wide and extensive," and challengers face "a heavy burden" in proving any improper exercise of this discretion.

"We agree with the Chief Justice's determination that it cannot be said that the President acted irrationally or unsustainably in deciding to dissolve Parliament," the Court stated in its judgment.

Tagabe Mall Takes Shape as a New Hub for Affordable Shopping in Port Vila

Port Vila is set to welcome a groundbreaking addition to its retail landscape with the development of Tagabe Mall. Designed to cater to low-income earners and entrepreneurs with low budget, while incorporating the convenience and variety seen in malls abroad, the mall is positioned to become a game-changer for the community.

Unlike Tana Russet Plaza, which is known for targeting customers with bigger wallets—except for its fast food counters—Tagabe Mall aims to provide an inclusive shopping experience for people from all walks of life. The mall will feature an array of shops housed under one roof, offering everything from groceries and clothing to home goods and dining options, all at affordable prices.

Construction is progressing steadily, and the project is already generating excitement among locals. Residents have expressed optimism that the mall will not only provide much-needed access to affordable shopping but also create employment opportunities for the community.

With its modern layout and focus on affordability, Tagabe Mall is poised to redefine the shopping experience in Port Vila and set a new standard for how retail spaces can serve the diverse needs of the population.

Five Political Parties Sign Agreement to Form the Next Government

This afternoon, five major political parties—Leaders Party, Graon mo Jastis Party (GJP), Vanua’aku Party (VP), Iauko Group, and the Reunification Movement for Change (RMC)—came together to sign an agreement to form the next government. The signing ceremony marks a significant step in solidifying a coalition that will guide Vanuatu's governance following the snap election.

The coalition represents a continuation of the government that was in place prior to the dissolution of Parliament late last year. This group also led the caretaker government, ensuring stability in the interim. With the same key players remaining united, the new administration promises to maintain momentum in addressing the country’s pressing needs.

One of the coalition’s top priorities is the rebuilding of Port Vila, which suffered extensive damage from the devastating earthquake of December 17, 2024. Leaders emphasized their commitment to fast-tracking reconstruction efforts and providing relief to affected communities.

The coalition agreement signals a strong majority in Parliament, with the parties collectively representing diverse constituencies across Vanuatu. As the official election results are finalized, the newly formed government is already preparing its agenda to lead the country into recovery and growth.

A New Yam Sprouts in Ifira Island

MP-elect Mr. Stephen Dorrick Felix recently visited the people of Ifira Island to personally thank them for their support during the recent election. Accompanied by his wife and children, Mr. Felix was warmly welcomed at the island's jetty by young girls, mothers, and other community members who adorned him with salusalu (traditional garlands). The welcoming party then escorted him to the main venue, where a special shelter had been prepared for the occasion, with families, youth, and elders in attendance.

Among those present to celebrate the occasion was former Prime Minister and veteran politician Barak Tame Sope, who shares the proud Yam heritage of Efate with Stephen Dorrick Felix. Sope, a respected statesman deeply rooted in this cultural legacy, joined the event to welcome the newly elected MP. In his address, Sope offered words of wisdom, reminding Felix of his roots and encouraging him to keep God at the center of his leadership journey. He emphasized the values of unity, humility, and service to the people, principles that are at the heart of their shared Yam heritage.

Barak Sope also shared a brief history of his connection with Jotham Napat, the President of the Leaders Party, and highlighted key developments he had spearheaded during his 25 years of service as an MP for Efate Rural.

In his response, MP-elect Felix expressed his deep appreciation to the community and encouraged the youth to unite and work together for positive change. He acknowledged the divisive nature of politics in the past and urged the people of Efate to use politics as a tool for unity and progress.

Felix emphasized that Efate is home to all Ni-Vanuatu, saying, “Efate is the house of the whole of Vanuatu. To achieve development in other islands, it must start here on Efate because Efate has become a second home for everyone.”

The event concluded with Mr. Felix and his family expressing their gratitude to the people of Ifira and assuring them that his work has only just begun. He promised to return to the community once officially sworn in as a Member of Parliament.

Long Queues and Frustrations Spark Calls for Reform in Vanuatu's Public Services

Long queues at banks, hospitals, and government offices have become a daily struggle for citizens across Vanuatu. These scenes highlight outdated systems and limited resources failing to meet the growing population's needs.

While initiatives like ICT Days promote technology integration, many feel these efforts lack proper implementation. The strain on essential services is compounded by inflation, unemployment, and infrastructure challenges.

There are concerns that without urgent reforms in banking, healthcare, and public services, the situation could escalate, leading to severe economic and social consequences.

The public is calling on the government to address these challenges before they worsen.

Vanuatu Attorney General Slams Trump’s Paris Agreement Withdrawal as 'Troubling Precedent'

Vanuatu’s Attorney General, Arnold Loughman, has criticized U.S. President Donald Trump's second withdrawal from the Paris Climate Agreement, calling it a "troubling precedent." Loughman, who led Vanuatu's climate case at the International Court of Justice, argued that this move hinders global action on climate change, especially as the U.S. is a major emitter. He warned it could undermine the accountability of wealthy nations in addressing climate impacts. Pacific leaders, including Fiji’s Prime Minister, expressed concern, noting the withdrawal could force a reassessment of international climate strategies. This action also ends U.S. financial support for climate adaptation in vulnerable Pacific nations, exacerbating their struggles against rising sea levels and extreme weather. The withdrawal comes amid rising global temperatures, with 2024 being the hottest year on record.
