is dedicated to supporting premature babies, NICU nurses, and their moms—a cause that's deeply personal to her. Taylor was born 3 months early, weighing just 1 pound and 10 ounces, and spent 4 months in the NICU. She is grateful for the incredible care she and her mother received. Taylor's passion for giving back to the community is inspiring. She has participated in two March for Babies walks, one in Columbia and one in Spartanburg. She has shown her appreciation for NICU nurses by delivering donuts to Baptist Hospital in Columbia and gifting a special basket to nurses at Spartanburg Regional. Additionally, Taylor organized a bake sale with Gamecocks4Babies, raising funds for the March of Dimes. Taylor is a student in the Darla Moore School of Business at the University of South Carolina.

The Spartanburg County Sheriff’s Office is issuing a public reminder about the critical importance of South Carolina’s mandatory reporting laws following an incident involving a failure to report by an educator at Clifdale Middle School.

On February 7, 2024, a concerning incident was reported involving a juvenile who disclosed being sexually assaulted by another juvenile during their time at Clifdale Elementary School. The student revealed that the sexual assault had been previously reported to Ms. Joy Allen, a guidance counselor at Clifdale Middle School, on two separate occasions. Despite these disclosures, Ms. Allen failed to report the matter to the Department of Social Services (DSS) or law enforcement, as required by law. Ms. Allen failed to report between August 2021- February 2024.

The matter came to light when the student spoke to a School Resource Officer (SRO) Deputy at Daniel Morgan Applied Technology Center. Further inquiry revealed that the juvenile had been seen at the Children’s Advocacy Center, where they confirmed the sexual assault and reiterated that Ms. Allen had been informed. According to the student, Ms. Allen had indicated that too much time had passed to take action.

The Spartanburg County Sheriff’s Office interviewed Ms. Allen on April 24, 2024. During the interview, she confirmed that she did not report the incident and expressed her belief that she had not violated any laws. Ms. Joy Allen’s training records indicated that she has, in fact, had mandated reporter training multiple times throughout her career.

Ms. Joy Allen, 61, has turned herself into the Spartanburg County Detention Center, For failure to report child abuse/neglect (63-7-310), warrant number 2024A4210100691. On Wednesday 06/26/2024 at 08:11 AM, Ms. Allen is still awaiting a bond hearing. (Copies of the original warrant are not available at this time).
This incident underscores all mandated reporters' need to understand and fulfill their legal obligations, particularly in educational environments. The safety of our children is paramount, and all suspicions of abuse or assault must be reported promptly to ensure the welfare of all students.

The Spartanburg County Sheriff’s Office takes this matter seriously and is dedicated to enforcing all laws designed to protect our community's most vulnerable members. We are committed to thorough investigations and supporting the victims of such offenses in every way possible.

Here is the statement from Spartanburg School District Three. Please attribute to: Taggart Houck, Public Information Officer for Spartanburg School District Three.

Spartanburg School District Three has been notified that, on June 25th, one of our guidance counselors was charged by the Spartanburg County Sheriff’s Office with a misdemeanor pursuant to the SC state law regarding the mandatory reporting of child abuse and neglect. In accordance with District practice, that employee has been notified that placement on administrative leave effective at the start of the 2024-25 school year will be enacted if the matter is not resolved prior to that date. As this is a personnel issue, the District will not comment further at this time.
