Status:

US citizens? Maybe.
State's Rights? Not according to SCOTUS.

On May 12, 2021, President Joe Biden named Judge Gelpi to the Boston-based appeals court. Judge Gelpi would be the second Puerto Rican to be seated in said court in US history.
