Just wanted everyone to know that the Wonderful State of Connecticut drops all types of protective orders when a person is found Not Guilty by Reason of Insanity. This means all victims are no longer protected by orders and someone can knock on my sister's door or any victims door and finish what they started.
THIS MUST BE CHANGED. I NEED YOU TO CONTACT YOUR REPS AND HAVE THEM SUPPORT A CHANGE TODAY! IF YOU DON'T KNOW YOUR REPS NAMES LET ME KNOW I CAN GIVE THEM TO YOU

Apparently since those found not guilty by reason of insanity are not guilty those who are victims are not victims and are not entitled to victims services, advocates as well not able to have a restraining orders or protective orders and more. We need your help!

My next battle will be to change the law in Connecticut from Not Guilty by Reason of insanity to Guilty by Reason of insanity. The reason I post this here is I would like everyone to share what their State has for a law regarding the Insanity defense? Several states have the Guilty by reason of Insanity defense as other states have not guilty. I need to study the laws of other states so I can present coherent reasons for the change. For my case of my 9 year old niece being stabbed 37 times and killed. The murderer was found not guilty

Hello, my niece was stabbed 33 times by an escapee from CVH when she was only 9.
I'm writing you for two reasons my strong opposition to SB926 which negativity changes the way those found not guilty by reason of insanity are managed removing the Superior Court and the PSRB from reviewing cases and protecting victims which includes no notification and danger.
Also last year there is a public act resulting from SB450 which creates a working group reviews the PSRB. Why break that law before the report is released.
There are many other items in the bill that calls for a vote of no to it.
It removes the right for the State Attorney to request continued commitment and proposes a civil commitment clause. Commitment to the jurisdiction of the PSRB is the ONLY way a person can be ordered to comply with treatment and the ONLY way one can ensure access to services.
Secondly I would like your support of a month designating Survivors of Homicide. I have attached it the bill number.
I want to thank you for support of victims and maintains the current status of the PSRB, District Attorney and Superior Court.

In regards to SB926 not only does it take away from victims rights again but PA 22-45 Sec 6 a study group for the existence of changes to the PSRB overwrites any changes to the new bill which changes it before the report is finished. I'm counting on you to fight against the new bill.

I went to a hearing today at CVH. An animal had stabbed a police officer several times including cutting her trachea in half. The new law allowed the hospital staff to transfer the assailant without notice to a less secure facility than Whiting. The hearing was to determine if it was the correct choice by the board who should have made the decision in the first place. The assailant had already been moved prior to the hearing. That means Jessica's killer with the new system can be moved to a less secure facility without notifying us or oversight. We must change the law.

I am a member of a committee that is reviewing the PSRB. The PSRB holds hearings on whether a person found not guilty by reason of insanity is transferred from Whiting Forensic Institute to a less secure building Dutcher or allowed leave or release.
There was a new law passed that formed the committee I'm on to review if the PSRB. The new law also allowed Whiting doctors and administrative to transfer people to Dutcher without the PSRB authorization.
You might have heard that a person who stabbed a young police officer was transferred to a less secure facility within 18 months without notifying the victim or the PSRB.
THE GAP IN NOTIFICATION traumatized her and also caused a gap in a hearing by the PSRB of the person who stabbed her.
With the new law David Peterson who stabbed my niece Jessica 33 times can also be transferred without the PSRB involvement for a lengthy gap in time and a delay of notification.
Naturally I am in full support of the PSRB that used to govern a review of any actions and also gave full notice to victims and allowed them to speak at the hearings.
Today at the committee I'm on we watched a documentary on a young lady who was stabbed multiple times and although she survived her assailant has full freedom to walk around town and other privileges.
I bring all this up so you can help me change the flawed law that was just passed.
I will be contacting several representatives and senators from the state to change it and when the time comes I would like your support in letters and phone calls to yours. I will let you know when.

There is a lawsuit just filed that would release those found not guilty by reason of insanity. The lawsuit claims they are not guilty even though they committed murder, r**e, assault and more. I need your help to make sure this does not come to pass.
