FOUR ARRESTED AFTER FIGHT ERUPTS AT MIDDLE SCHOOL
March 26, 2024
The Bay County Sheriff’s Office announced the arrest of three juveniles and an adult after a fight broke out at Jinks Middle School today between two students.
The School Resource Deputy (SRD) responded to the fight and arrested the aggressor, leading her out to his vehicle. Another student had phoned the aggressor’s mother who quickly responded to the school with a baby in her arms and additional juvenile family members.
The family confronted the SRD and another deputy who had responded to the school to assist. Family members of the arrested student jumped the SRD as he was putting the arrested student into his vehicle. The other deputy stepped in to help.
The SRD radioed for additional help and about 12 BCSO deputies and officers with the Panama City Police Department responded to the scene. Arrested were Phyllisia Causey for Battery on a LEO and Resisting Without Violence and Jewel Moore, age 13, for Disruption of a School Function and Resisting with Violence. Two other juveniles, both age 16, were arrested and charged with Trespassing on School Property, a misdemeanor.

**BAY COUNTY MAN ARRESTED AFTER FLEEING POLICE IN A U-HAUL**
Joshua Wayne Burrell, of Panama City, FL was arrested in the early morning hours of Tuesday after he fled from Springfield Police while driving a U-Haul box truck.
Burrell led police on a pursuit around the Springfield area after failing to yield to police emergency lights and sirens. The suspect came to a final stop at Panhandle Marine & Boatyard, just West of the Papermill. Once coming to a final stop, Burrell exited the U-Haul and led officers on a foot pursuit. Shortly into the foot pursuit, Burrell jumped into the chilly bay waters where he was held at gunpoint by police.
Law Enforcement did search the back of the U-Haul while on scene, but nothing was found other than clothes, furniture, and a mannequin wearing a striped dress.
Joshua Wayne Burrell was placed into custody and booked into the Bay County Jail by law enforcement officials and is being charged with the following:
-Driving While License Suspended or Revoked
-Fleeing/Eluding Police without Regard for Public Safety
-Possession of a Controlled Substance without a Prescription
-Possession of Ma*****na over 20 grams
-Possession of Drug Paraphernalia
The U-Haul was not believed to be stolen.
However this story seems quite unusual, this is all too familiar for Joshua Barrell.
In 2020 Burrell was sentenced to 18 months in prison for Fleeing/Eluding a Marked Police Car.
