A spending bill U.S. House appropriators released Tuesday evening to keep the government open into next spring includes a provision to allow sales of a gasoline blend that includes up to 15% ethanol nationwide throughout the year, a major win for corn producers and their allies in Congress from both parties.

Supporters of ethanol, which is derived from corn, say it boosts U.S. production and lowers gas prices.

The ranking Democrat on the House Energy and Commerce Committee said the measure would reduce gas prices and bolster U.S. energy production.

An independent report provided to federal officials overseeing the recovery from the largest wildfire in New Mexico history calculates more than $5 billion in expected liability for the losses suffered in the fire, even though Congress has awarded only about $4 billion so far.

The 16-page report was completed in October and released publicly this month as Congress is considering an additional $1.5 billion for fire victims. The extra funding is wrapped into a nearly $100 billion ask by President Joe Biden to fund the country’s disaster response agencies. Congress is expected to vote on that this week.

The report details the fire's present and future costs amid a push by FEMA and New Mexico’s congressional delegation to get extra funding.

The most prominent civil rights organization in the United States has included the New Mexico Supreme Court among a list of state supreme courts falling far short of providing meaningful public access to their pending cases.

The organization assigned tiers to each state and the District of Columbia based on whether they adhere to four practices which “help ensure the public and the press are able to learn about, monitor, and — where appropriate — meaningfully participate in ongoing cases.”

New Mexico is among 26 state supreme courts following only one or two practices. Six state supreme courts practice all four transparency measures, while another six don’t follow any of them.

The ACLU gave New Mexico’s highest court the second-worst rating in its review of all state supreme court websites.

Missouri Sen. Josh Hawley says the U.S. House of Representatives is attempting to include a slimmed-down version of the Radiation Exposure Compensation Act in the spending bill that would extend coverage to “just a few counties” in Utah.

On the Senate floor Tuesday, Hawley vowed to reject the proposal, calling it “a backroom deal, rigged for only a few insiders, excluding most of the country.”

Hawley says the House is attempting to include a slimmed-down version of RECA that would extend coverage only to parts of Utah.

The New Mexico state government's proposed budget for the upcoming year would be the biggest in history. The governor touted her proposal as a way to expand needed services for children and those suffering with homelessness, drug addiction or mental illness, while also spurring a transition to cleaner energy and increase infrastructure investments.

The budget would be the biggest in state history and a 7% increase over the $10.2 billion budget lawmakers enacted earlier this year.
