The Cheyenne County Commissioners met on Friday, Oct. 30. At the meeting, it was announced that the county’s road and bridge department is hiring for an open position. They also heard from the county’s senior living task force and agreed to pay some of the expenses that are accruing with the development of an assisted living facility.
Public works director Dave Flemming told the commissioners that employee JW Milliken has submitted his resignation letter. Following a closed session discussing his resignation, it was announced that the department will be hiring an equipment operator to replace him. Look for an ad in this week’s paper for more information on the open position.
Mr. Flemming also reported to the commissioners that bridge work has begun around the county. The Barnhart bridge has also recently been inspected because of cracks that exist. It is estimated that the bridge will need to be replaced, which is not a surprise to the county, he said.

In what may be fortuitous timing with a pending winter storm, more than 60 area responders came together on Monday, Nov. 9, to practice a collaborative response to winter storm hazards. Cheyenne County Emergency Management hosted the functional drill that involved participants from Cheyenne, Sherman, and Rawlins counties.
“The exercise was a great opportunity for all three counties to come together as a team and test our current plans and procedures,” said Ryan Murray, emergency management director for Cheyenne, Sherman and Rawlins counties. “We were able to identify what worked well and any gaps that we can improve. The live scenario portion also facilitated relationship building between various counties and functional teams.”
The scenario was a winter storm watch that evolved to a winter storm warning resulting in power loss and hazardous travel conditions. A mock Emergency Operations Center (EOC) was setup at the St. Francis Emergency Services building to monitor conditions. The team created an incident action plan around communication, sheltering, and addressing special needs.

The Cheyenne County Fair Board has a new president. After about 15 years, long-time president Dick Bursch has stepped down and handed over the position to Margo Douthit. In addition to the new president, three new members have also joined the board.
Mr. Bursch has been a member of the fair board for many years. However, he took over as president about 15 years ago, and just this year has handed over the reigns to Ms. Douthit. He will continue to serve on the fair board, he said.
With the departure of Sarah Kinzer as a board member, there were three open positions. Cara Hunt, Trevor Hilt and Ethan Zweygardt all expressed an interest in serving on the board, and were nominated and confirmed by the board last month. All three were in attendance at the November meeting held last Thursday.

The McCarty Dairy in Bird City and McCarty Family Farms are helping area schools by donating Dannon Yogurt products to their food programs. The St. Francis and Cheylin schools are among 11 schools benefitting from the Yogurt for Youth program.
Mike McCarty said the family was concerned about the healthy snack programs being cut from school programs along with overall funding situations of the area schools. Utilizing their unique relationship with Dannon has allowed them to provide Dannon yogurt at no cost to the surrounding schools.
McCarty Family Farms are able purchase yogurt at a reduced cost from Dannon. This cost is then offset by a combination of McCarty Family Farm funds and their checkoff dollars that Southwest Dairy Farmers allows them to use for support of a program that benefits multiple schools and children.

The St. Francis City Council met last Monday, with all city council members present. Following the decision to hire an additional city police officer, they went on to discuss different properties around town and hear a report from the city superintendent.
As was reported previously, the city council is down to one police officer, Shane Guggenmos. Officer Guggenmos told the council that he suggested hiring at least two additional police officers. The council unanimously agreed to start accepting applications and hire one additional officer at this time.
In addition, the council discussed the number of vehicles that the police department currently has. The city police department has a couple of extra vehicles that they do not use right now, and Officer Guggenmos suggested either selling one or giving one to the Sheriff's Department. After some discussion, the council decided that he should try to sell the higher mileage vehicle. They will store the other vehicle in garage space that city superintendent JR Landenberger said he has available.
