Bomb threat prompts evacuations in midtown Ruidoso

At approximately 2pm Sunday afternoon, Sudderth Drive between Eagle Drive and Country Club was evacuated due to a bomb threat. The Village of Ruidoso posted on social media that the Ruidoso Police Department responded to the threat. The Lincoln County Sheriff’s Department and New Mexico State Police also responded to the area in the 2300 block of Sudderth Drive.
At approximately 5:15pm the Village of Ruidoso and Lincoln County Sheriffs department posted on social media that law enforcement completed a sweep of the area, and no bombs have been found. Citizens were allowed back in the area to retrieve their vehicles as law enforcement allowed vehicles left during the evacuation to be retrieved. By 6pm, Midtown Ruidoso had been cleared and Sudderth drive reopened.

We are one step away from insurance relief for Lincoln County residents affected by last year’s fires. Contact the Office of Superintendent of Insurance at 855-427-5674 and ask the Superintendent to approve the NM Fair Plan Board proposal.

I was pleased to see the Governing Committee of the New Mexico Property Insurance Program (the Fair Plan) approved insurance coverage limits yesterday that closely align with your November 2024 request to the Committee. With your immediate approval, this decision will provide the quickest relief to Lincoln County residents and other vulnerable New Mexicans who have struggled to secure
affordable commercial insurance coverage due to wildfire, hail, and wind damage.
I fully support the Committee's decision, which will positively impact homeowners in Lincoln County and other communities across the state. The Fair Plan serves as a crucial safety net for homeowners who are unable to obtain coverage through the private market. Given last year's wildfires and the ongoing risks associated with wildfires in the region, I have been advocating for Fair Plan coverage of $750,000 for residential homes since August 2024. This coverage level far exceeds the average home price in New Mexico - which is well below $350,000- and will allow Lincoln County residents to secure insurance and return to their homes.

At the same time, the long-term sustainability of the Fair Plan must be carefully considered and appropriately balanced. Without prudent rate adjustments, the financial viability of the Fair Plan
could be compromised, ultimately leaving homeowners without coverage. While I understand there may be other areas of the state with significantly more costly homes where commercial insurance
carriers are not writing policies, establishing a Fair Plan policy limit too high will ensure insolvency of the fund and result in significant surcharges against commercial carriers. These surcharges will ultimately be passed on to policy holders and will likely encourage commercial carriers to leave the state.
The rate adjustments approved by the Committee yesterday strike a balance between the needs of Lincoln County residents and other New Mexicans and the long-term sustainability of the plan.
Furthermore, adequately priced insurance coverage will help stabilize the housing market and provide property owners with the assurance they need to reinvest in their communities. While we
must continue exploring broader mitigation efforts to reduce fire risks, ensuring appropriate insurance mechanisms are in place is a critical step toward resilience and recovery.

I commend your leadership on this issue. I urge you to promptly approve the Commission's proposal so that Lincoln County residents can secure policies as soon as possible and begin rebuilding and return home. Your immediate approval of the Board's proposal will provide the quickest possible relief for Lincoln County residents who are still displaced, allowing policies to be issued within the next month or two.
I look forward to your response and appreciate your efforts in addressing this important issue.

Quarter Horse trainer Toby Keeton has been summarily suspended by the New Mexico Racing Commission after post-race drug tests revealed horses he trained, including All-American Futurity winner Hezgothelook Z, were under the influence of illegal substances in races run on the 2024 All American Futurity card Sept. 2 at the Downs in Albuquerque.

The races were run in Albuquerque because of flood damage at Ruidoso Downs Race Track, which otherwise would have hosted the Quarter Horse industry’s signature event.

At approximately 3AM Wednesday the Village of Ruidoso Fire Department responded to a fully engulfed structure fire at 215 Jack Little Drive. The Village of Ruidoso reports that the first responders were able to safely evacuate everyone in the residence with no injuries reported.

As of 5AM, the Village of Ruidoso reported on its page that the Office of Emergency Management and Ruidoso Fire Department have confirmed that the fire is out, and extra crews are being released. The on-duty shift will be conducting onsite mop up operations. Jack Little Dr remains closed

There is no determination at this point as to how the fire started.

This is a developing story with more information to follow.

Quarter Horse trainer Toby Keeton has been suspended by the New Mexico Racing Commission in a reciprocal response to his summary suspension by the Texas Racing Commission after 23 horses in his barn tested positive for banned substances.

“In reference to the ruling from the Texas Racing Commission ... and in accordance with .... reciprocity,” the New Mexico ruling stated, “the Owner/Trainer licenses issued to Toby Keeton ... are hereby suspended until such time the ruling has been cleared and is in good standing with the Texas Racing Commission.”

The Texas commission’s ruling, issued Jan. 30, said “Twenty-three horses under Mr. Keeton’s training supervision during the Lone Star Park Quarter Horse meet had positive drug tests for the Class 1A substances Carmoterol, and d-Methamphetamine, which allegedly influenced the outcome of multiple races.”

Triple murder in Bent leads to charges for step-siblings

A burning Subaru led police to the bodies of three murdered family members in Bent and led to first-degree murder charges against two step-siblings who police say burned the victims’ remains to get rid of the evidence.

Kane Mayes, 27, and his stepsister Cassandra Douglas, 28, both were charged with three counts of first-degree murder. Mayes was also charged with three counts of conspiracy to commit first-degree murder, three counts of tampering with evidence, two counts of car theft, and a count each of arson, aggravated burglary with a deadly weapon, conspiracy to commit aggravated burglary and conspiracy to commit car theft.

In addition to the murder charges, Douglas faced a count each of conspiracy to commit murder and tampering with evidence.

Douglas was arrested Jan. 27 and made her first appearance on Jan. 31, court records show. She was scheduled for a preliminary hearing Feb. 12 before Alamogordo Magistrate Judge John Secrest.

Mayes was arrested Jan. 29 in Hernando, Mississippi, and a warrant was issued for him to be extradited to New Mexico to face the charges.

The Otero County Sheriff’s Office and 12th District Attorney’s Office investigated the case.

Silver City adobe plant helps rebuild Ruidoso

SILVER CITY — When wildfires raged through the village of Ruidoso last summer, approximately 500 homes — and 1,400 structures in all — were destroyed. With the flooding and mudslides that followed during the monsoon season, the entire community has been thrust into rebuilding mode ever since.

One business that has been pressed into action to help with the recovery is Silver City’s own Adobe Techniques, owned by Rohan Stites.

“We have been manufacturing adobe block that exceeds United States building code standards for over 20 years,” said adobe plant operations manager Johnny Sudak in an email to the Daily Press. “We are currently helping rebuild Ruidoso to help build modern sustainable homes.”
