It’s an announcement encouraging the people to get up, get out and participate! Not just in the music & arts scene, but in the community; helping define it’s culture. It also references the street/graffiti/urban art scene which uses ‘gettin’ up’ as a term that invokes a sense of pride, status and endearment. The last is reference to the phrase ‘getup’ (which dates back to 1847) which refers to your outfit, attire or clothing.
