In a massive class action lawsuit that has been pending in federal court the last several years, the Oregon Dept. of Human services agreed Thursday to settle with a group of foster children and their attorneys. A key point of the settlement includes a neutral party being hired to examine and recommend changes in the years to come for ODHS to better serve foster children
