Do you treat Drop-services as a two step process so the judge can clearly see its them, and not you. You fill out a proof/affidavit of service listing the defendant's name with DESCRIPTION, and in parentheses list (UNCOOPERATIVE, DROP-SERVE ---- I WILL ALSO FINISH OUT THE REQUIRED ATTEMPTS TO RE-SERVE, THEN SUBMIT AN AFFIDAVIT OF ATTEMPTS REQUESTING AN ORDER ALLOWING ALTERNATE SERVICE (TO POST & MAIL), if service cannot be accomplished cooperatively. Then you have a second service/second fee when turning in the affidavit/additional attempts. In the affidavit be sure to detail the drop-serve on the date it happened.
