This post is going to be a 2 part post. The first is to generalize the way the more reputable mainstream details the Starchild skull. There are so many details being left out and that will be part 2.

The starchild skull came into the possession of Lloyd Pye, a writer and lecturer in the field of alternative knowledge, in February 1999. According to Pye, the skull was found around 1930 in a mine tunnel about 100 miles (160 km) southwest of the Mexican city of Chihuahua, Chihuahua, buried alongside a normal human skeleton which was exposed and lying supine on the surface of the tunnel.

The skull is abnormal in several aspects. A dentist determined, based on examination of the upper right maxilla found with the skull, that it was a child's skull, 4.5 to 5 years in age. However, the volume of the interior of the starchild skull is 1600 cubic centimeters, which is 200 cm³ larger than the average adult's brain, and 400 cm³ larger than an adult of the same approximate size. The orbits are oval and shallow, with the optic nerve canal situated at the bottom of the orbit instead of at the back. There are no frontal sinuses. The back of the skull is flattened, but not by artificial means. The skull consists of calcium hydroxyapatite, the normal material of mammalian bone.

Carbon 14 dating was performed twice, the first on the normal human skull at the University of California at Riverside in 1999, and on the Starchild skull in 2004 at Beta Analytic in Miami, the largest radiocarbon dating laboratory in the world. Both independent tests gave a result of 900 years ± 40 years since death. DNA testing in 1999 at BOLD, a forensic DNA lab in Vancouver, British Columbia found standard X and Y chromosomes in two samples taken from the skull. BOLD was unable to extract any DNA from the maxilla. Further DNA testing at Trace Genetics, which unlike BOLD specializes in extracting DNA from ancient samples, in 2003 recovered mitochondrial DNA and determined that the child had a human mother, though it was not the child of the skull found with it. Its mother did belong to a known Native American haplogroup, haplogroup C. However, useful lengths of nuclear DNA for further testing could not be recovered. Later testing in 2004 at the Royal Holloway Institute at the University of London revealed unexplained "fibers" in the bone of the skull and a reddish residue in the cancellous bone, neither of which are known or recorded to exist prior to the discovery.

Paranormal Interest
Despite criticism from established science, the skull has gathered great interest within the study of UFOs and alien life forms. Some contend that it is the skull of a non-human, or a human/non-human hybrid, based on the shape of the skull bearing similarities to the common grey representation of aliens. Attempts to extract nuclear DNA to confirm or refute this belief were unsuccessful.

Lloyd Pye believes that the starchild skull is the result of genetic engineering by aliens, creating a human-alien hybrid.Other explanations have included the use of cradle boarding on a hydrocephalic child, brachycephaly, or Crouzon syndrome.

The humanoid was first discovered in 2003 in the remote Atacama desert region of Chile, but I did not learn of the existence of the specimen until 2009, when invited to examine the mummy-like remains of the humanoid in Barcelona Spain. In the summer of 2012, Ramón Navia-Osorio Villar, President of Instituto de Investigaciones y Estudios Exobiológicos graciously permitted our team to do further tests on the humanoid.

We traveled to Barcelona Spain in late September 2012 to obtain detailed X Rays, CAT scans and take genetic samples for testing at Stanford University.

Dr. Garry Nolan (Rachford and Carlota A. Harris Professor in the Department of Microbiology and Immunology at Stanford University School of Medicine) headed up the team examining the human-like specimen. He suggested the protocol for taking the DNA samples and, in consultation with Dr. Ralph Lachman, also of Stanford University, suggested precisely which X Rays and CT scan images would be needed for proper evaluation of the skeletal anomalies.

Dr. Lachman, who is a visiting scholar and visiting professor at Stanford University and author of “Radiology of Syndromes, Metabolic Disorders and Skeletal Dysplasias” and is one of the leading experts in the world on skeletal dysplasia and abnormalities, examined the X Rays, CAT scans and photographs of the humanoid.

We obtained excellent DNA material by surgically dissecting the distal ends of two right anterior ribs on the humanoid. These clearly contained bone marrow material, as was seen on the dissecting microscope that was brought in for the procedure. The bone marrow and other material from the skull were obtained under sterile, surgical procedures and placed directly into sterile containers provided by Dr. Nolan.

Using forensic documentation procedures, this evidence was then hand-delivered by me to Dr. Nolan in Washington DC in October, 2012.

Dr. Nolan proceeded to set up a very detailed protocol needed for examining “ancient” or old DNA. This is a highly specialized area of research and the leading scientists in the world with expertise in this area consulted with Dr. Nolan in this endeavor.

The Atacama Humanoid is a 13 centimeter, or 6 inch, body that is very desiccated but completely intact. The CAT scan clearly shows internal chest organs (lungs and what appears to be the remains of a heart structure). There is absolutely no doubt that the specimen is an actual organism and that it is not a hoax of any kind. This fact has been confirmed by Dr. Nolan and Dr. Lachman at Stanford.

The specimen has only 10 ribs, a finding not yet found in humans, and a very unusual cranium. It is noted that the cranial vault is, proportionally, much larger than is found in normal humans. The bones are quite well developed and are not those of a fetus. There are multiple skeletal anomalies seen throughout the specimen. Importantly a mature, not fetal, tooth is seen in the mandible (jaw bone) A fracture of the right humerus (upper arm) is seen as is a concave fracture of the right posterior-lateral skull, which was most likely the cause of death.

Importantly, Dr. Lachman has concluded that the humanoid’s appearance is NOT the result of any known deformity, genetic defect, skeletal dysplasia or any other known human abnormality. However, the most startling conclusion to date is that Dr. Lachman concluded the humanoid lived to be 6- 8 years of age. (See Dr. Lachman’s full report here). This was assessed by examining the epiphyseal plates in the knees and comparing these to normal humans of various ages.

He noted that there is no known form of human dwarfism that has this presentation and set of findings. No human has been known to be able to live for 6-8 years and remain only 6 inches in length.

It should be noted also that Dr. Manchon, of the Manchon Radiology Center in Barcelona, also examined the X Rays and concluded that the specimen was most certainly not a fetus and had lived for a year or more and probably several years.

Previously, there had been false reports published elsewhere that the humanoid was a fetus.

This is clearly not the case as can be concluded from the research of Dr. Lachman and the examination by Dr. Manchon. A comparison of fetus X Rays shows a remarkable difference between human fetus skeletal development and the X Rays of the Atacama humanoid.

Painstaking and expert DNA extraction was done by Dr. Nolan at Stanford University. A very high quality and quantity of DNA was successfully extracted and analyzed.

Only preliminary analysis of the DNA has been done to date, and Dr. Nolan notes that it may be a year or more before full manual analysis and confirmation can occur.

Dr. Nolan notes: “The DNA was of high quality, showing little to no serious degradation.”

Dr. Nolan also notes that: “Sequence analysis definitively rules out the specimen as an example of a New World primate.”

Importantly, Dr. Nolan has found that: “Preliminary results demonstrate no statistically relevant alterations of genes encoding proteins commonly associated with known genes for primordial dwarfism or other forms of dwarfism. Therefore, if there is a genetic basis for the symptoms observed in the specimen the casual mutation(s) are not apparent at this level of resolution and at this stage of the analysis.”

It should be noted that Neanderthals are 99.5% genetically identical to humans, and chimps and apes are 96-97% identical.

As of this date, the genotype does not seem to match the phenotype (meaning physically expressed form of the genetics).

The answer to this mystery will lead in further analysis of the DNA and confirmation of the findings through the peer review process.

Dr. Nolan’s report (see full preliminary comments here — NOTE: DNA testing continues and is not complete) concludes by stating further research is needed:

This preliminary report demonstrates how currently available biomedical technologies can be readily applied to the analysis of archeologically and anthropologically relevant human specimens with genetic disorders of unknown origin. This report is not a formal conclusion on the nature of the mutations or the underlying cause of the disorder in this human specimen. Currently the data represents (conservatively) a 15 fold whole genome reading and as such is insufficient for definitive conclusions. Future plans include continued study of this specimen to establish up to a 50 fold WHS read that could point to targeted sequencing of hypothetical causal mutations. Comparison of the observed sequence variations against recently developed ethnically focused genome databases is planned. Full analysis of the DNA, and attempts to link genetics to morphology, will eventually follow in an appropriately peer-reviewed article in an accredited scientific journal. The results will be independently verified before publication.

Clinically, given that this humanoid lived many decades to centuries ago (exact date remains unknown but it is not a recently living specimen) it is hard to understand how a 6 inch baby or child could have lived to be 6-8 years of age in such a remote and undeveloped part of the world. Even in today’s best Neonatal Intensive Care Unit (NICU) we would hardly be able to keep such a specimen alive. As an emergency physician, I have delivered premature infants, as well as a significantly deformed one with anencephaly, and am struck by how small and fragile this humanoid is. Medically speaking, IF this is merely a deformed human, it does not seem feasible that it would have lived to be 6-8 years of age. Speaking as a clinician, I, as well as other doctors with whom I have spoken, doubt it would have lived 6 hours. It should also be noted that the specimen has a visible, well-developed tooth in the mandible, also not consistent with a human fetus of this size.

Given how long ago he lived and how primitive that area would have been- totally lacking in modern medical technologies and facilities- how would this child have lived? And with whom? Certainly there are many more questions than answers at this juncture.

The mystery is further compounded by the reports from Ramon Navia-Osorio Villar and his associates who traveled to the region and obtained information from local native peoples of sightings of UFOs and very small living creatures fitting the general description of this humanoid. There are also reports that other intact humanoids may be stored in various remote sites and locations. These reports have not been confirmed, however.

It is necessary to do much more thorough research into this case. The DNA work is really in its early stages, and we need to take a scientific expedition to the Atacama desert to see if there are more examples of this humanoid- and to see if indeed there is on-going UFO/ ET activity in that region as reported.

HYPOTHESIS AND THOUGHTS
If the genetics continue to show a human connection to this humanoid, what does this mean? We cannot say the Atacama Humanoid is an ET. Nor is he any known – or clinically conceivable – human that could have lived. So who is he? He remains a mystery, and perhaps- just perhaps- a doorway to discovering much about who we are.

Recently, some scientists (see here) working on DNA and computer analysis found that DNA has been around for over 10 billion years- but Earth has been here for less than half that time. Perhaps life is indeed universal, and contact spreads life from world to world…

I have discussed with other scientists the possibility of epigenetic augmentation of the human genome. Is the Atacama Humanoid a so-called hybrid? Are we all some type of hybrid? Could this have occurred via contact with other extraterrestrial civilizations over millions of years? A source who refuses to be identified stated to me several years ago that he had seen a National Security Agency document that concluded that there had been 64 epigenetic augmentations of the human genome in the past that have resulted in modern humans. Could this be possible?

A Jet Propulsion Laboratory (JPL) scientist once told me that the reason the objects found on and near Mars – like the obelisks that Astronaut Buzz Aldrin wants us to go back to Mars to examine- would show an ancient connection between ETs and humans- and that this is why that information is being kept classified. When I asked why, he said “Because the foundations of every fundamentalist orthodox belief system on earth would be up-ended”.

To pursue science is to pursue the truth of matters. What is needed from this point going forward is an open mind so that, together, we may discover the truth about many things yet hidden.

NOTE:
The DNA research on the specimen is in it’s very early stages and incomplete. Much research remains. There is a paradox between initial DNA tests, which are largely computerized data bases, and the clinical findings in X Rays and CAT scans, and Dr. Lachman’s conclusion that the specimen is 6 years of age and only 6 inches in length. To date, the DNA data cannot explain these perplexing findings. While human-like, it continues to represent an undefined specimen and a least a year of further genetic analysis will be needed by DNA experts. The un-matched DNA (approximately 2 million base pairs of DNA that are un-matched) will need to be carefully explored, and to date this has not been accomplished.

NASA was formed in 1958 and from the very start a number of it's astronauts and test pilots testified to sighting UFOs or craft of undetermined origin.
Initially Joseph Walker was the first to announce a sighting -- he told the National Conference on the Peaceful Uses of Space Research in 1962 that he had an aerial encounter with two disc-shaped objects the previous month. He had actually filmed the encounter.

In April 1962, NASA pilot, Joseph Walker, filmed five cylindrical and disc-shaped objects from his X-15 aircraft.

Another test pilot reported an incident involving a formation of UFOs whilst flying at 314,000 feet.

NASA refused to reveal any evidence that might substantiate the pilots' claims -- photographs or films were never released.

In April 1964, two radar technicians watched UFOs following an unmanned Gemini capsule.

Mercury 7In 1965, the FBI received information from a confidential source that an informant at NASA was secretly divulging information on UFOs to two UFO researchers in Pittsburgh. According to FBI files:

"The source believes that the informant may be classified and had actually seen a film showing a missile separating and a UFO appearing on the screen. "The informant advised prior to the flight of Gemini 4 - watch out for something interesting because the spaceship had devices aboard to detect UFOs."

The FBI files infer that NASA was (is) withholding filmed evidence of UFOs, to which the general public is being denied access and the remarks about Gemini 4 is of special interest because James McDivitt, a pilot with Gemini 4, confirmed that during the mission he did see an "unidentified object."

On 4th December 1965, astronauts Borman and Lovell of the Gemini 7 mission were involved in this communication with Mission Control:

Gemini 7: Bogey at 10 o' clock high.

Mission Control: This is Houston, say again seven.

Gemini 7: We have bogey at 10 o' clock high.

Mission Control: Gemini 7 is that the booster or is that an actual sighting?

Gemini 7: We have several, looks like debris up here. Actual sighting.

Mission Control: Estimate distance or size?

Gemini 7: We also have booster in sight.

On 12 September 1966, Gemini astronauts, Richard Gordon and Charles Conrad reported to Mission Control that their craft was being observed by a UFO estimated at being about six miles away.

Unexplained sighting - Gemini 11

On 13th September 1966, astronauts Charles Conrad and Richards Gordon observed an object that remains unidentified to this day. The object, which they managed to capture on film, traveled so close to Gemini 11 that it would normally be very easy to identify but despite claims that it was, in fact, the Proton 3 satellite or parts thereof (claimed by NORAD) , the object still remains anomalous.

Following the Gemini missions the Apollo Space Program took effect, and on 20th July 1969 the astronauts of Apollo 11 took their first steps on the surface of the Moon. Although it was claimed that nothing unusual was seen by the astronauts, rumors that the crew were "never alone" whilst on the moon began to circulate. The following conversation is alleged to have taken place between Mission Control and the crew of Apollo 11:-

Apollo 11: What was it? What the hell was it? That's all I want to know. These babies were huge, sir... Oh God, you wouldn't believe it...

NASA : What... what the hell's going on?

Apollo 11: They are here, under the surface.

NASA : What's there? Mission Control calling Apollo 11.

Apollo 11: Roger, we're here, all three of us. But we have found some visitors... They've been here for quite a while judging by the installations... I'm telling you, there are other spacecraft out there. They're lined up in ranks on the far side of the crater's edge...

Shuttle UFOHowever, the evidence for the truth of this event is very doubtful, Otto Binder, a former NASA employee, claimed it was overheard by amateur radio enthusiasts who could access a confidential channel.

Neil Armstrong - the first man to set foot on the Moon - denies it. At approximately 6:30 AM on 17th March 1990, a radio ham from Baltimore, Donald Ratsch, was listening to transmissions from Discovery when he heard the following: "Houston, this is Discovery, we have a problem. We have a fire."

Shortly after, Ratsch claims he heard "Houston this is Discovery, we still have the Alien spacecraft under observance."

A former mission specialist with NASA , Bob Oeschler conducted an intense investigation into these events and concluded that the message had in fact been broadcast from the vicinity of Fort Meade in Maryland, an area where the US National Security Agency had its base.

The NSA has long been interested in UFOs, and Oeschler was of the opinion that the transmission was a deliberately set-up hoax for some intelligence purpose.

Shuttle Apollo 15Further evidence later came to light, however, when a senior NASA source informed Oeschler that Discovery was involved in a UFO incident which lasted for eight hours. Also, apparently the electrical system on board Discovery experienced substantial problems during the encounter.

Amid an informative hour-long presentation today about the NASA Gemini Apollo, and Apollo-Soyuz programs, accompanied by some stock visuals, Stafford made several stone-faced quips throughout his presentation - among them: [at about 1:52pm EST]

"Then on to a place you know about... Area 51. That's where we had the dead aliens buried. We used to have them down at Roswell, but that got too much publicity, so we moved them there."

The reaction from the crowd was the expected laugh, while Stafford never flinched during the remarks. It could be stated that he appeared sincere, but the crowd took it as a joke, obviously, and he moved on without a pause and continued to talk about the F-16, the B-1, and B-2 and other aircraft tested at Area 51.

"People have been digging through the files and investigating for years now. The files are quite convincing. The only thing that's lacking is the official stamp," Edgar Mitchell, Apollo 14 astronaut.

The Condon Report: Introduction
The "Scientific Study of Unidentified Flying Objects" (Condon & Gillmor 1969; often referred to as the "Condon Report") presents the findings of the Colorado Project regarding a scientific study of unidentified flying objects. It remains the most influential public document concerning the current scientific status of the UFO issue.

Following is a short chronology of events that led to the Air Force contract with the University of Colorado to initiate the study. This extract is from: "An Analysis of the Condon Report on the Colorado UFO Project," by P.A. Sturrock, Center for Space Science and Astrophysics, Stanford University. Dr. Sturrock's analysis is highly recommended as a comprehensive introduction to the text. Additionally, we have included many relevant links that offer further context for the reader.

The history of the UFO phenomenon in the United States is long and complex. Historian David M. Jacobs has provided a comprehensive account of this history in his book "The UFO Controversy in America," (1975). The book presents a detailed account of the origin of the Colorado UFO Project, of which the following is a brief encapsulation.

The United States Air Force carried out three consecutive studies of the UFO phenomenon over a 22-year period:

1 )Project Sign (1948),

2) Project Grudge (1948 to 1952),

3) Project Blue Book (1952 to 1970).

Although these studies and subsequent reports were initially classified, it appears that all reports (except "Blue Book Special Report No. 13," if it ever existed) have now been declassified and are publicly available. An exception to this general rule is the "Estimate of the Situation" drafted by Project Sign and referred to by Ruppelt (1956) and Hynek (1972). Blue Book Special Report No. 13 may have been an initial draft of the Battelle study. (Special Report 14)

1) For a period of four days in 1953, the Central Intelligence Agency convened a panel of scientific consultants to consider whether UFOs constitute a threat to national defense. This panel included H. P. Robertson (chairman), Luis Alvarez, Lloyd Berkner, Samuel A. Goudsmit and Thornton Page; with Frederick C. Durant and J. Allen Hynek serving as associate members. The panel concluded that there was "no evidence that the phenomena indicate a need for the revision of current scientific concepts," and that "the evidence . . . shows no indication that these phenomena constitute a direct physical threat to national security" (Jacobs, 1975).

2) The Battelle Memorial Institute, under contract to the Air Force from 1951 to 1954, conducted the second study. It was primarily a statistical analysis of the conditions and characteristics of UFO reports, though it also provided scientific services and included transcripts of several notable sightings. The subsequent report was initially classified, though later released as "Blue Book Special Report No. 14" in 1955. It contains a wealth of information and arrives at the notable conclusion that the more complete the data and the better the report; the more likely it was that the report would remain unidentified (Jacobs, 1975).

On February 3, 1966, the Air Force convened an "Ad Hoc Committee to Review Project Blue Book." Its members included Brian O'Brien (chairman), Launor Carter, Jesse Orlansky, Richard Porter, Carl Sagan, and Willis A. Ware. The committee recommended that the Air Force negotiate contracts "with a few selected universities to provide selected teams to investigate promptly and in depth certain selected sightings of UFOs." This led eventually to the Air Force contract with the University of Colorado in October 1966. The project director was Professor Edward U. Condon, a very distinguished physicist and a man of strong and independent character. Work on this contract was carried out over a two-year period with a substantial scientific staff, resulting in the publication of the "Scientific Study of Unidentified Flying Objects" in January 1969.

Consequently, on December 17, 1969, Air Force Secretary Robert C. Seamans, Jr., announced the closure of Project Blue Book. Project Blue Book officially closed on Jan 30, 1970.

In the features Project Sign, and Project Grudge, we saw that, after General Hoyt Vandenburg rejected the conclusions of Project Sign's 1948 "Estimate of the Situation" as being unfounded, the attitude of the Air Force toward UFOs changed. The name change of its official agent for UFO investigation changed on 16 December 1948 from Project Sign to Project Grudge reflected this change in attitude, as did the final report of Project Sign. On 27 December 1949, a year after its creation, Project Grudge was officially closed and its final report was issued shortly thereafter. It was claimed that the 23 percent of UFO reports that could not be explained by ordinary phenomena could be explained by psychological phenomena.

Project Grudge, however, while "officially" closed, was still functioning at a reduced level. This reduced level consisted of a solitary investigator, Lt. Jerry Cummings. The Project might have faded away altogether except for a series of sightings at Fort Monmouth, New Jersey, which resulted in the military itself criticizing the Air Force for its poor investigation of something that seemed to be a threat to national security.

As a result, when Lt. Cummings left the Air Force in 1951, Captain Edward Ruppelt, an Air Force intelligence officer, was appointed to take over the project, which was renamed Project Bluebook. Ruppelt took the task seriously and completely reorganized the project. He established means for speeding the receipt of reports, established liaisons with other agencies, systematized reporting procedures, and obtained the services of a scientific consultant in the person of astronomer Dr. J. Allen Hynek. A standard reporting form was developed by Ohio State University, and the Battelle Memorial Institute was commissioned to do a statistical study known as Project Stork. By April, 1952, after an increase in sighting reports, clearance was given for all intelligence officers at all U.S. Air Force bases to send reports directly to Bluebook by teletype. It seemed that at last the Air Force was truly serious about UFOs. It was just in time for the "flap" of 1952.

The "Flap of 1952" was a huge increase in sightings peaking in July with massive sightings both visual and on radar over Washington, D.C. These sightings were so numerous that they became known as the Washington Nationals. Even the CIA became concerned, so much so that they ordered the Office of Scientific Intelligence to review the data collected by Bluebook and the Air Technical Intelligence Center at Wright-Patterson AFB and to make recommendations based on their findings.

The OSI review of the existing data resulted in a recommendation, predictably, that the phenomena required more study. The main concern of the CIA was not that UFOs were a direct threat to the U.S., but that they were an indirect one. During this period, they heyday of the Cold war, the fear was that the many UFO sighting reports might obscure a very real threat from the Soviet Union. One example was that, during a wave of UFO sightings, a Soviet attack or an overflight by a Russian intelligence-gathering aircraft might not be recognized as such until it was too late.

So, the CIA asked a Cal-Tech physicist, Dr. H.P. Robertson, to assemble a panel of respected scientists to study the UFO phenomenon. These included Dr. Samuel A Goudsmit, a nuclear physicist with the Brookhaven National Laboratories, geophysicist Dr. Lloyd V. Berkner, radar & electronics expert Dr. Luis Alvarez of the University of California, and Johns Hopkins University astronomer Dr. Thornton L. Page. Astronomer and Project Bluebook consultant Dr. J. Allen Hynek and Frederick C. Durant, president of the International Astronautical Foundation, were associate members of the panel.

This distinguished panel, which would become known as the Robertson Panel, spent four days, 14 January, 1953 through 17 January, 1953, reviewing the existing evidence. At the end of this time, they issued a report, known as the "Durant Report", which merely restated that UFOs were not a direct threat to U.S. security , but which reiterated the fears of the CIA that the Soviets might somehow use the phenomenon to mask an invasions of the United States:

We cite as examples the clogging of channels of communication by irrelevant reports, the danger of being led by continued false alarms to ignore real indications of hostile action, and the cultivation of a morbid national psychology in which skillful hostile propaganda could induce hysterical behavior and harmful distrust of duly constituted authority.

Further, the Panel recommended a policy of debunking UFO sightings in order to quell the growing public preoccupation with the phenomenon:
..the national security agencies take immediate steps to strip the Unidentified Flying Objects of the special status that they have been given and the aura of mystery they have unfortunately acquired;

The conclusions of the Robertson Panel, as hasty and obviously disinforming as they were, dampened military and government enthusiasm for the study of UFOs. Captain Ruppelt left active duty in August, 1953, and Project Bluebook was turned over to an enlisted man, Airman First Class Max Futch. Additionally, an order called JANAP-146 was issued in December, 1953, which made the reporting of unidentified flying objects by military personnel a National Security Issue, with possible prosecution for its violation. The Air Force was publicly debunking UFOs, while privately drawing a veil of secrecy around their investigations. Personnel changes at Bluebook over the years reflect the decline in interest of the Air Force.

In March of 1954, Major Charles Hardin was put in charge of Project Bluebook, and the 4602nd Air Intelligence Service Squadron began training as field investigators. In 1955, the results of the Battelle Memorial Institute study were finally released as Bluebook Special Report Number 14. The study had a number of flaws, and concluded that improved methods of investigation and reporting would result in all UFO sightings being explained as ordinary phenomena.

In April, 1956, Captain George T. Gregory took over the helm of Bluebook and he began a concerted effort to "explain" every sighting, even if he had to make wide stretches to fit a sighting into an "explained" category.

In July, 1957, the 4602nd Air Intelligence Service Squadron was disbanded, and the 1006th AISS took over investigation duties. In July, 1959, investigative responsibilities were passed on again, to the 1127th Field Activities Group.

In October, 1958, Gregory was replaced by Major Robert J. Friend. By this time, the Air Force considered Project Bluebook to be a burden, and tried to find a way to either transfer it out of the intelligence section or to close it down altogether.

In 1963, Friend was replaced by Major Hector Quintanilla. Bluebook personnel had dropped to just two:, Quintanilla and an enlisted man.

The death knell for Project Bluebook was heard in April, 1966, when the House Armed Services Committee recommended that the Air Force contract with a University for a scientific study of UFOs. On October 7, 1966, the Air Force announced that a program to study UFOs would be conducted by the University of Colorado and headed by Dr. Edward Condon. In reality, the Condon Committee, as it was called, had one task, and that was to provide a reason for the Air Force to end its official investigation of UFOs.
A speech given at the Corning Glass Works by Dr. Condon soon after the study began is revealing:

"It is my inclination right now to recommend that the government get out of this business. My attitude right now is that there's nothing to it.""...but I'm not supposed to reach a conclusion for another year."

That final conclusion of the "Condon Report", released 9 January, 1969 was:

Our general conclusion is that nothing has come from the study of UFOs in the past 21 years that has added to scientific knowledge. Careful consideration of the record as it is available to us leads us to conclude that further extensive study of UFOs probably cannot be justified in the expectation that science will be advanced thereby.

On December 17, 1969, Project Bluebook was closed and the veil of secrecy had been completely drawn around whatever investigation of UFOs was being conducted by the military.
