7JURY RETURNS GUILTY VERDICT FOR

DRUG DISTRIBUTION CRIMES



Wise, VA – Dennis Wayne Russell, age 60, of Appalachia, Virginia, was found guilty on Friday, June 28, 2024, by a 12-member jury at the conclusion of a 1-day jury trial in Wise County Circuit Court with the Honorable Judge Thomas Baker presiding.

After listening to evidence, the jury returned a verdict that found the defendant guilty of Distribution of a Schedule II Controlled Substance and Distribution of a Schedule II Controlled substance within 1,000 feet of school property. These drug convictions stem from crimes Russell committed on May 22, 2019, when he sold methamphetamine in the Walmart parking lot in Norton, Virginia, within 1,000 feet of Central High School.

Commonwealth’s Attorney Brett Hall would like to thank all the law enforcement officers and witnesses who assisted in the successful prosecution of this case. He would also like to commend the steadfast efforts of prosecutors Corey Salyers and Daniel Fast on their dedication to seeing this case through.

Dennis Wayne Russell is currently being held at the Southwest Virginia Regional Jail in Duffield, Virginia. A sentencing hearing has been set for September 4, 2024, at 9:00 a.m. in the Wise County Circuit Court.

6.12.24 Eluding Incident

The Wise County Sheriff's Office and other local agencies were dispatched to a Be On the Look Out (BOLO) call concerning a vehicle pursuit originating from Hazard, Kentucky. The BOLO call alleged that the occupants of the vehicle were involved in a theft prior to the pursuit in Kentucky. The vehicle was described as a silver Audi vehicle with North Carolina license plates. Kentucky law enforcement agencies terminated their pursuit at the VA/KY state line.

Responding deputies observed the described vehicle traveling on US 23 South in the Pound, VA area. When deputy vehicles were observed by the suspect vehicle, it immediately began to accelerate at a high rate of speed, weaving through traffic. Due to the BOLO and reckless driving observed by responding deputies, a vehicle stop was attempted, which resulted in the suspect driving between cars on US 23 at high rates of speed and in a reckless manner. Shortly after the pursuit started, the suspect vehicle crossed the median and began to drive into opposing traffic, traveling south in the northbound lane on US 23. The vehicle narrowly avoided several civilian vehicles, causing a deadly threat to the public and all motorists on the roadway and at times traveling south on the northbound gravel shoulder.

The pursuing deputy immediately indicated that he was going to attempt to end the pursuit, due to the deadly threat. The pursuing deputy then used his patrol car as a force option, briefly striking the suspect vehicle, in an attempt to end the deadly threat. The suspect vehicle was not stopped, and the driver was able to maintain control, continuing to travel in the opposite lane.

Law enforcement officers then attempted to deploy spike strips at two separate locations, but the suspect vehicle crossed the median avoiding the spike strips. Law enforcement was able to divert the suspect back into the south bound lane briefly, but the suspect then crossed to the opposing lane again on US 23 in Wise, VA. The vehicle then struck a passenger vehicle head-on.

Deputies and other responding law enforcement officers took occupants of the suspect vehicle into custody and rendered aid to occupants of both vehicles involved. The collision resulted in the death of one individual. Four subjects, including the suspect, were transported to local medical facilities for treatment of injuries sustained in the crash. Virginia State Police were called to investigate the accident. It is still an ongoing and active investigation. Charges are pending against the driver of the suspect vehicle.

Due to the ongoing investigation, the identities of all those involved are being withheld at this time.

Wise, VA – Michael Donivan White, age 36, originally of Cross, South Carolina, pleaded guilty today to first degree murder of Big Stone Gap Police Officer Michael Chandler in the Wise County Circuit Court before the Honorable Judge Ronald Elkins. White faces a sentence of 40 to 100 years of active imprisonment for this heinous crime committed on one of our local law enforcement officers that resulted in his death.

This guilty plea stems from the crimes White committed in the late fall of 2021 in the Town of Big Stone Gap, Virginia. Around 4:00 a.m. on November 13, 2021, Officer Michael Chandler of the Big Stone Gap Police Department responded to a welfare check at 2505 Orr Street within the town limits of Big Stone Gap, Virginia. This house was known locally as “the red house,” and was often the subject of law enforcement calls for civil disturbances, warrant service, welfare checks, overdoses, complaints of assaults, and drug-related activities. Upon arrival at the Orr Street address, Officer Chandler encountered a vehicle outside the residence, from which White fired eight rounds from a Ta**us 9mm, striking Officer Chandler twice. Officer Chandler was able to return fire, but unfortunately died later that evening from the injuries he sustained from the shots fired by White.

Following the shooting, law enforcement identified Michael Donivan White as a suspect. White was later apprehended at a motel in Kingsport, Tennessee. A subsequent search of the motel room revealed the Ta**us 9mm pistol. Further testing ultimately proved this firearm to be the same one that fired the shots that killed Officer Chandler.

Commonwealth’s Attorney Brett Hall and Chief Deputy Commonwealth’s Attorney Steven Davis collaboratively prosecuted this case along with Special Counsel M. Suzanne Kerney-Quillen, a Senior Assistant Attorney General assigned to the Virginia Attorney General’s Major Crimes and Emerging Threats Section.

Wise County Sheriff’s Office Investigator Natasha Chandler, widow of the late Big Stone Gap Police Officer Michael Chandler, would like to convey her sincere appreciation for the extensive effort and endless support during the investigation of this case. Chandler says, “Michael’s death has left an irreplaceable void in our lives, a void that words cannot adequately describe. The pain of his absence is immeasurable, and every day without him continues to present challenges for myself, our families, and our loved ones. No process can bring Michael back to me, but today’s plea helps bring a sense of closure. I will continue to fight to ensure this murderer spends the rest of his life behind bars where he can never hurt nor devastate any other family the way he did mine. I am thankful for the continuous support from the community, my family, my church family, my work family, my close friends, and the love and strength I have received from our Lord, Jesus Christ. I will be forever grateful for every agency that played a role in this case. A special thank you to the Wise County, Scott County, Lee County, Washington County, Smyth County, and Harlan County KY Sheriff’s Offices; Norton, Wise, Big Stone Gap, and Kingsport Police Departments; UVA-Wise Campus Police, Virginia State Police, the Wise County and City of Norton Commonwealth’s Attorney’s Office, ATF (Bristol, VA Office), United States Marshal Service (Abingdon, VA Office), the Drug Task Force, the Office of the Virginia Attorney General, and the Office of the U.S. Attorney for the Western District of Virginia.”

White is being held at Western Regional Jail in Salem, Virginia, as he awaits sentencing on these charges. A sentencing hearing has been set for August 21 – 21, 2024.
