A Paris Officer received a report of an aggravated assault with a motor vehicle. A victim living in the 2900 block of Mahaffey advised that a known suspect intentionally drove their vehicle in to the victim’s residence. Officers observed damage to the victim’s residence. Officers spoke with a witness who had been in the vehicle with the suspect immediately prior to the incident. The suspect, Shania Markell Alexander (20), was later located and was arrested for outstanding warrants. The investigation on this incident is pending.

Paris Officers responded to a Motor Vehicle Accident in the 3500 block of NE Loop 286 and made contact with Isabell Jordan Rodgers (25) Rodgers had lost control of her vehicle and had run through a fence on the property of Paris Lumber. Rodgers was found to be extremely intoxicated and admitted to having been drinking and taking prescription medications. Rodgers was arrested for DWI. It was found that she had one previous conviction for Driving While Intoxicated. She consented to a blood draw and was transferred to Lamar County Jail.

Paris Officers responded to a motor vehicle accident in the 100 block of East Sherman St. The arrived and made contact with Shaqualm Demond McGrew (31) who they found to be intoxicated. McGrew refused to perform any sobriety testing and so was placed under arrest for DWI. A blood draw warrant was obtained and performed. McGrew was found to have one previous arrest for DWI. He was booked without incident and transferred to Lamar County Jail.

Paris Officers received a report of an intoxicated driver in the 4200 block of N. Main St. Officers responded to the location and observed the suspect vehicle failing to drive in a single lane of traffic by crossing a white line. They stopped the vehicle and made contact with Jonathan Bruce Martin (41) who was found to be highly intoxicated. A search warrant was obtained for a blood draw, which was performed by PRMC personnel. A criminal history check revealed that Martin had two previous convictions for driving while intoxicated. He was charged with DWI 3rd or More, a felony, and transported to the Police Department where he was booked without incident.

Dearius Grigsby Hawthorne (31) was stopped for a traffic violation in the 500 block of East Houston St. A consensual search of his vehicle located narcotics. Hawthorne was detained and a larger quantity of narcotics was located on Hawthorne’s person. He was arrested for Possession of a Controlled Substance, booked and transferred to Lamar County Jail.

Officers contacted Marcus Wayne Hampton (51) in the 2500 block of Lamar Avenue. He was known to have outstanding warrants. Hampton was detained, checked for warrants and placed into custody for a Parole Violation warrant stemming from a charge of Assault of a Family Member with previous convictions. He was booked without incident.

Friday, July 26 at 4:08am; Paris Officers initiated a stop on a suspicious person walking in the middle of the street in the 100 block of Southeast 16th, when a side walk was available. The subject identified himself as 62-Year-Old Ronald Dale Jacobs. Jacobs was placed under arrest for two outstanding Paris Municipal Court misdemeanor warrants (Possession Drug Paraphernalia & Failure to Maintain Financial Responsibility). Incident to the arrest, during a search, a clear plastic baggie containing co***ne was located in Jacob’s right sock. Jacob was additionally arrested for 3rd Degree Felony-Possession of a Controlled Substance-Cocaine and booked into the Paris Jail.

Thursday, July 25 at 11:09am; a complainant stated that his next door neighbor, who is also his tenant was breaking out house and vehicle windows. When officers arrived, the suspect could not be located. About one hour later (12:12pm), Paris Officers arrived a second time in the 1600 block of East Price Street to similar criminal acts. Paris Officers observed the suspect displaying erratic behavior, sweating profusely, pacing by the side of the house, brandishing a machete and yelling about “the voices” that he was hearing. He ignored Officer’s verbal command to drop the machete and retreated inside the residence, where he continued to damage more items. A short time later, 56-Year-Old Allan Ray Haggerty exited the residence unarmed and surrendered to officers. Haggerty was booked for State Jail Felony-Criminal Mischief. He had broken 14 residence windows.

Thursday, July 25 at 9:11am; a Paris Officer conducted a traffic stop for a defective brake light in the 200 Block of Northwest 1st Street and identified the front passenger as 48-Year-Old Barbara Ann Elrod. Elrod was arrested and booked for an outstanding Felony Violation of Probation- Interfere with Child Custody Warrant from Red River County and booked into the Paris Jail.

Paris Police Officers were dispatched to meet a victim in the 2500 block of Bonham St. The victim said he had been assaulted by a white male named “Billy”. While enroute to the incident a Lamar County Deputy made contact with Billy Wayne Gray (46) in the 2100 block of Bonham St. Paris Police officers arrived and took control of Gray, who was identified as the suspect. The victim said he had been at the park all day and that Gray had also been at the park. The victim said their only contact was when Gray asked for a cigarette. The victim did not have one. Later, the victim had fallen asleep on a park bench at about 9PM and had awakened to Gray striking him in his head and mouth with his fist and telling him he would kill him. Gray also took the victim’s cane which he used to strike the victim in the back and head. The victim got away from Gray and got into his vehicle where he called police. The victim had multiple visible injuries including tooth loss. Gray had marks on his hands indicative of assaulting someone. Gray was taken into custody and charged with Aggravated Assault with a Deadly Weapon, a Felony. He was booked without incident.

Paris Police Officers were dispatched to meet a victim in the 200 block of SE 16th St. The victim, who was visibly upset and shaken, advised officers that an ex-boyfriend, Justin Kenny Horne (29) had physically assaulted her and had intentionally rammed her vehicle with his own multiple times. The victim had been leaving a parking lot in the 1600 block of Lamar when Horne had boxed her in and
attempted to take her car keys. As the victim struggled with Horne, he bit her on the shoulder. Victim was able to leave the scene but once she arrived at her home, Horne had come there and began ramming her vehicle with his own, causing damage to the vehicle and causing distress to the victim. Horne left the scene prior to officers arrival. Horne was located at his residence where he was
taken into custody and charged with Aggravated Assault with a Deadly Weapon, a Felony. He was booked without incident.

A traffic stop in the 700 block of W. Houston Street brought Paris officers into contact with Cogan Elijah Dale Houle (19), and Corbin James Wooten (24). And two more individuals. Houle had outstanding misdemeanor warrants out of municipal court and was detained on the warrants. After the detention, permission was granted for the officers to search the vehicle by the driver/owner. Two containers of narcotics were found under seats in the vehicle. One container was identified as belonging to Houle, a front seat passenger. Ownership of the other was claimed by Wooten, who was seated in the seat where the container was located. Both were arrested for Possession of Controlled Substance and processed without incident.

Jairus Naqwell Garnes (20) was contacted by an officer in the 1000 block of NE 8th St. due to knowledge that Garnes had outstanding warrants for his arrest. After contact, Garnes admitted to possession of a handgun in his backpack. Paris Officers recovered the handgun, finding it to have the serial number tampered with. Officers discovered that Garnes was also a convicted felon. Garnes was charged with warrants for Aggravated Assault with a Deadly Weapon X 3; Felon in Possession of Firearm warrant X 1 and on view charges of Felon in Possession of Firearm “On View” as well as Tampering with Identifying Numbers, on view. He was booked and transported to Lamar County Jail. This arrest stemmed from a July 9 incident in which Garnes was involved in a shooting in the Booker T
Washington Apartments.

An officer responded to the 3900 block of Bonham St reference to a subject being on the property who had been warned away previously. Officers located Eric Dowdy (45) on the parking lot. Dowdy was found to have outstanding warrants from Lamar County Sheriff’s Office. He was arrested on the warrants. Prior to being placed in a patrol car Dowdy was searched and numerous credit and debit cards were located in his pockets. These cards had multiple other people’s names on them. Dowdy was charged with the two warrants: (Delivery of Controlled Substance and Possession of Stolen Credit Cards). He was also charged with Fraudulent Possession or Use of Identifying Information on the four additional cards he had in his possession. He was booked without incident.

Paris Police Officers were called to a disturbance in the 2200 block of Lamar Avenue. Officers arrived and made contact with Quintarrius Marshaw Dillard (24) and the victim. The victim advised that Dillard had assaulted them by choking or strangulation with his hands. Officers observed supporting evidence to the victim’s claims and placed Dillard under arrest for Assault Family Member by Impeding Breath or Circulation, a Felony. He was transported without incident.

An officer responded to the Lamar County Sheriff& #39;s Office after receiving a call that a female suspect, later identified as Tamaron Dayshawn Robinson (29) had entered the lobby at approximately 2109 hours and stolen a framed picture of Sheriff Scott Cass from the wall of the lobby. The officer went to the area and located Robinson walking in the 200 block of W. Washington. She was still in possession of the stolen picture. The officer recovered the picture and returned it to Lamar County Sheriff's Office Staff. Robinson was arrested and charged with Theft of Property under 100.00 with previous convictions. She was booked and placed in county jail.

A Paris Police Officer made contact with Allen Ray McFarland (64) for a city ordinance violation (leash law) McFarland was found to be intoxicated. He was belligerent with the officers and refused to identify himself. McFarland became aggressive and was placed under arrest for Public Intoxication. He resisted arrest by pulling
away and resisting handcuffing. McFarland had to be physically carried to the patrol unit and also resisted being placed in the unit. He was charged with Public Intoxication and Resisting Arrest.

Tuesday, July 16 at 3:30am; a Paris Officer observed a male subject walking through Bywaters Park. The subject looked towards the officer and then quickly enter into a porta potty and remained inside for approximately one minute before peeking out, again seeing the patrol unit, and again quickly re-entering the porta potty. Due to the park being closed, contact was made with the subject and 42-Year-Old Andrecas Bauntez Morgan was arrested by Possession of a Controlled Substance Methamphetamine and booked into the Paris Jail.

On Monday, July 15 at 5:18pm; a Paris Officer was dispatched to a disturbance at the George Wright Homes apartment complex and arrived, observing another Paris Officer making contact with a subject. During contact, 24-Year-Old Jaqualin Randy Bailey ran from the officer and was soon detained and arrested for an outstanding Lamar County Sheriff’s Office State Jail Felony- Unauthorized Absence from Community Correctional Facility Warrant, Paris PD Violation of Bond/ Protective Order Warrant from an August 2023 incident and on-view Evading-Arrest Detention. Baily was booked into the Paris Jail.

A Paris Officer was dispatched to the 1400 block of Fitzhugh Avenue to a Burglary of a Habitation. The victim stated that he arrived home and noticed a bug inside his residence and discovered that a window had been smashed in a southeastern room. A pelican pistol case and a backpack style black bag containing handguns were missing. A 9mm Beretta, a Sig Sauer, a R***r American Bolt Action Rifle, a .45 Caliber FN FNX-45 handgun, 10 AR-15 P-mags loaded with 30 FMJ rounds, and suppressors were among some of the stolen items. The victim is estimating over $12,000 for all of the stolen items. Evidence was collected and the incident is under investigation.

Paris Police Officers responded to the 900 block of East Austin Street in reference to a subject with a handgun call. Contact was made with a Juvenile Subject, who began fleeing on foot when officers reached to secure the gun. The Juvenile was eventually detained and arrested without incident for Felony-Theft of a Firearm, Class A- Evading Arrest Detention & Class A-Unlawfully Carrying Weapon. The Ta**us handgun was reported stolen in June from a vehicle in the 3000 block of Meandering Way. Juvenile Probation authorized the Juvenile to be released to a guardian.

Officers were notified of the theft of a 2014 Honda Motorcycle and an aluminum trailer that the bike was being hauled on from the 300 block of NE 8th Street. The theft occurred around 2130 on the date reported. The trailer and motorcycle were entered as stolen in the TCIC/NCIC system. The investigation is ongoing.
