Increased chance for periods of Atmospheric River Activity to Impact the West during the Busy Holiday Travel Season

Periods of increased atmospheric river activity is predicted to bring heavy rain to parts of the West Coast in addition to heavy snow at higher elevations and high winds to parts of the West.

Moderate risks (40 to 60% chance) of heavy precipitation and high elevation snow are predicted for parts of the Pacific Northwest and northern California, Dec 24 and again Dec 26 to 27.

A moderate risk of heavy snow is forecast across high elevation areas of the Northern Rockies and Northern Great Basin, Dec 25-28.

There is a moderate risk of episodic high winds across parts of the West, Dec 24 to 28.

Heavy precipitation and high winds could lead to localized flooding and landslides, particularly in regions that have recently received heavy rain.

Travel conditions may be negatively impacted by unsettled weather.

Please stay tuned to shorter-term forecasts*, as specific impacts remain unclear for any given location at this extended forecast range.

CHP - Oroville Handles Incident Involving 11-Year-Old Reckless Driver

Oroville, CA โ€“ On December 14, 2024, at approximately 10:42 a.m., the California Highway Patrol (CHP) Oroville Area office received multiple reports of a reckless driver on southbound State Route 99 (SR-99) just north of State Route 149 (SR-149). Callers advised CHP dispatch the driver of a silver minivan was traveling at varying speeds and weaving within all lanes. Officers from the Oroville CHP Office located the vehicle on southbound SR-149 and attempted to stop the vehicle , but the driver accelerated and failed to yield as it transitioned to southbound SR-70. Due to adverse weather conditions, the pursuit was aborted after approximately 30 seconds, in the interest of public safety.

At 11:40 a.m., CHP Dispatch was contacted by the Chico Police Department and were notified that the driver of the vehicle was an 11-year-old minor, as reported by the minorโ€™s guardian. Shortly thereafter, at 11:47 a.m., additional calls were received stating again that the minor was back on the road, traveling southbound again on SR-149, towards Oroville.

Officers positioned themselves at Garden Dr and SR-70. When the vehicle exited at Garden Dr., Officers attempted to communicate with the minor on the off-ramp. The minor momentarily stopped but sped away again. Officers then began to follow the vehicle at speeds of approximately 50 miles per hour. It should be noted that officers did not activate their lights and sirens to avoid alarming the minor and provoking a high-speed flight. Additionally, officers were not actively pursuing the minor in the interest of their and the publicโ€™s safety and were only following to monitor the minorโ€™s whereabouts as there was no possible way at the time to communicate with the minor.

The vehicle continued westbound on Nelson Avenue for several miles, eventually driving through a heavily flooded section of roadway at approximately 60 miles per hour. The minor lost control of the vehicle, later overturning north of the roadway.

Officers immediately assisted in removing the minor from the vehicle by removing the front windshield. Luckily the minor was wearing a seatbelt and had no visible injuries, but was transported to a local hospital as a precaution.

The CHP Oroville Area Office is the lead investigating agency.
