Lapwai, Idaho: Idaho Governor Brad Little flew in a black hawk helicopter over the Gwen and Texas fires Thursday, August 15. The aerial tour provided a firsthand view of the fire damage and included areas of both success and loss.

After seeing the fire from the air, Governor Little participated in a community greeting/fire briefing/press conference. The gathering was a chance to recognize the collective efforts of local farmers, state, communities, tribal agencies, and others in battling the fires, and to discuss the ongoing recovery efforts, needs and resources. The visit underscores the importance of continued support for these communities as the process of rebuilding and healing from this historic combination of fire events continues.

On August 12, 2024, at about 12:08 PM, Idaho County Sheriff’s Office was notified that Zachary Demoss, age 24, from the Missoula, Montana area was a missing person. The caller stated he was Zachary’s employer and had seen a Facebook post stating Zachary was missing somewhere between Kooskia, Idaho and his
residence in Montana. It was stated that Zachary was riding his black 2000 Kawasaki Vulcan motorcycle during the time of his disappearance and his last known location was about milepost 135 on Highway 12. Zachary’s motorcycle was seen parked at that location at about 4:30 PM on August 11, 2024, by two individuals riding on another motorcycle who were traveling with Zachary. The two individuals rode past Zachary and parked farther east on Highway 12 and after Zachary did not show up, they went back to look for him and he was not there.

Idaho County Sheriff’s Dispatchers began gathering information on Zachary’s motorcycle as well as Zachary’s physical description, which was relayed to an Idaho County Deputy who went to milepost 135 on Highway 12 and began a search of the area. For the rest of that day, Idaho County Deputies and the Idaho
County Sheriff’s Posse, along with Zachary’s family and friends, searched the area for Zachary.

On August 13th and August 14th, the Idaho County Sheriff’s Office, along with the Idaho State Police, the Idaho County Sheriff’s Posse, the Idaho County Sheriff’s Office drone team, Idaho Fish and Game Officers, Missoula Life Flight, family, friends, and coworkers of Zachary searched the Highway 12 river corridor from milepost 75 through milepost 174 at Lolo Pass or the Idaho/Montana state line. The majority of the 99- mile search was done by breaking up into multiple teams and searching on foot on both sides of Highway 12,
as well as the drone being used overhead to view the areas with harder to view access, and as Life Flight was flying the river corridor.

Idaho County Sheriff’s Office Dispatchers worked with Zachary’s cell phone company to ping his cellphone and were told it was not hitting a cell tower. All the ITD weather cameras through the upper end of Highway 12 take photos every 15 minutes and after this information was accessed, it was determined there was no
usable information obtained. There was also no evidence located indicating a crash had occurred.

Over the coming days, the Idaho County Sheriff’s Office will be downsizing their search but will continue to have deputies monitor specific areas. Even though no debris has surfaced on the Lochsa and Clearwater River, some of the deeper holes along the river will have diving activity.

The Idaho County Sheriff’s Office would like to sincerely thank the Idaho State Police, Idaho Fish and Game, the Idaho County Sheriff’s Posse, Missoula Life Flight, the Idaho Transportation Department,
Finley’s Tree Service, and the friends, coworkers, and family of Zachary who have assisted with the search. We would also like to share our deepest sympathy for Zachary’s family for what they are currently experiencing.

Boise, Idaho: Idaho Governor Brad Little plans to be in Lapwai, Idaho, Thursday, August 15. The Governor’s schedule includes flying in a black hawk helicopter over the Gwen and Texas fires. This will provide a firsthand view of the fire damage and include areas of both success and loss.

Immediately after the flight there will be a briefing for the Governor in Lapwai. The briefing will offer a chance to recognize the collective efforts of local farmers, state, communities, tribal agencies, and others in battling the fires, and to discuss the ongoing recovery efforts, needs and resources. The Governor’s visit underscores the importance of continued support for these communities as the process of rebuilding and healing from this historic combination of fire events continues.

Media and Community: There will not be media access on the fire tour in the helicopter. The helicopter will land in Lapwai for the briefing. There will be feed video and photos available of the aerial tour for media use immediately after as well as content from the briefing. The media and members of the community are welcome to attend the briefing. There will be opportunities for questions. There is parking around the field where the briefing will take place, but no formal parking area.

The Idaho State Police is investigating an injury crash that occurred on 8/13/24 at 3:03 pm. A white 2008 Ford F350 pickup pulling an enclosed trailer driven by an 85-year-old male from Boise, ID, was travelling westbound on SH14 at milepost 16.6, approximately 26 miles southeast of Grangeville, ID. The vehicle struck a large rock on the right side of the road causing the driver to lose control and overturn the pickup. The pickup landed on its top blocking both lanes of travel. Extrication was needed to remove the driver and the passenger, an 85-year-old female from Boise, ID. Both occupants were transported to a local hospital by ambulance. The highway was blocked for approximately 3.5 hours.

On August 11, 2024, at approximately 6:21 PM, the Idaho County Dispatch center received a call of a road rage incident where a male subject had shot multiple rounds into the reporting party’s
vehicle.

Idaho County Deputies were dispatched to the area. Upon arrival, deputies met with the reporting party and several witnesses where it was discovered that the reporting parties had been driving on Big Salmon Road when the suspect pulled out in front of them. The reporting party honked her horn at the suspect vehicle and the male in the suspect vehicle leaned out the driver’s window with
a black pistol in his hand, pointed the pistol in the direction of the two females and discharged the firearm. The suspect then stopped his vehicle, exited his vehicle and discharged several more rounds into the vehicle while threatening the two females.

Upon arrest, the suspect gave a false name. He refused to cooperate with detention staff and they were unable to complete the booking process. On the morning of August 12, 2024, the suspect gave different information and his identity was then confirmed by tattoos and booking photos.

Thomas C. Ferrari, age 54, of San Deigo, California, was arrested for felony aggravated assault X4, felony unlawful discharge of firearm at an occupied vehicle, felony malicious injury to property, felony unlawful possession of a firearm by convicted felon, felony altercation or concealment of evidence and misdemeanor providing false information to law enforcement. Ferrari was also arrested on a felony warrant out of San Diego County, California.

On 08-08-2024 at about 1141 PM, the Clearwater County Sheriff's Office, Medic One, Rescue One, and Evergreen Fire responded to a report of a single-vehicle rollover accident on Freeman Creek Road and Lynx Road. Sasha Miller, 36, of Bosie, failed to navigate a curve in the road, causing her vehicle to go off the road and hit a tree
before coming to rest on its roof. Sasha suffered minor injuries in the accident and refused medical treatment at the scene but was later transported to Clearwater Valley Hospital for her injuries. Johnboy's Towing recovered Sasha's vehicle.

On August 6, 2024, at approximately 8:26 PM, an Idaho County Deputy made a traffic stop in Kooskia, Idaho. The deputy was working an extra shift for the Office of Highway Safety
mobilization for aggressive driving.

During the traffic stop, the male driver took off at a high rate of speed headed south on Highway 13 out of Kooskia. Deputies followed the vehicle with speeds exceeding 100 MPH. The vehicle continued into Stites, and then turned off Highway 13 onto Stites Grade Road, where the vehicle then turned into the alleyway.

After a brief struggle, the male was taken into custody.

Daniel Steadman, age 24, of Stites, Idaho was arrested for felony eluding, misdemeanor excessive driving under the influence, misdemeanor driving without privileges, misdemeanor resisting and obstructing, and misdemeanor contempt of court.

Lightning Fires Brought Under Control



(Craigmont, ID) – The fires started by yesterday’s (Monday's) lightning storm have been largely brought under control. The two larger fires are in the Salmon River breaks in the Eagle Creek drainage. The Fourth Creek Fire is expected to be contained by the end of the day. The First Creek Fire is also expected to be contained and controlled by the end of the day.



The two other fires mentioned in yesterday’s (Monday's) report are at the upper end of the Big Canyon drainage. The Fisher Fire is being mopped up and expected to be contained and controlled by the end of the day. The Blakeman Fire is considered out. No additional fires were located on the Craig Mountain Forest Protective District from yesterday’s lightning storm.

Current Situation:

Firefighters were able to make good progress on the northwest corner of the fire. Crews will continue to extinguish hotspots along the fire perimeter to secure that line today.
Dozer line was completed on the northwestern portion of the fire yesterday. Today, hotshots will secure this line by reducing the fuel loading between the dozer line and the active fire. This action will increase the probability of the fire staying west of Pine Creek drainage.
As fields are harvested, farmers are discing along the edge of their fields creating a very effective fireline. This is aiding in the fire suppression efforts on the south and west portions of the fire.
The structure protection group is securing structures within the fire perimeter by extinguishing any residual heat in the unburned pockets of fuel that have the potential to reburn and threaten values at risk.
The night shift engines will be patrolling and monitoring the fire area for any threats to the values at risk.
Team Three continues to work with the local law enforcement agencies in evaluating road closures and evacuations. All closures and evacuations are in place for the safety and well-being of the public and the firefighters. As soon as it is safe to do so the roads will be opened, and the evacuations levels will be reduced.

Temperatures over the fire will reach up to 90 degrees with humidities ranging from 22-27 percent. Northwest winds from 2-7 mph in the morning, shifting west to northwest this afternoon at 10-18 mph with gusts to 25 mph in the upper slopes/ridges, and 5-10 mph with gusts up to 20 mph mid-slope/valley. Rain showers in the late evening continuing overnight with a slight chance of thunderstorms that could bring 30-40 mph wind gusts.

The Idaho Transportation Department opened Highway 3 last night - EXISTING EVACUATIONS REMAIN IN PLACE. Highway 12 corridor is closed between Spalding and Lenore.

RM CIMT Three and the cooperating agencies for the Gwen Fire are planning a community meeting on Monday, July 29, 2024. Time and place for the meeting are to be determined and provided later today.



Current Situation:

• Operations are integrating with the local and current firefighter resources today to reinforce the great work begun by the local landowners and emergency responders.



• Public and firefighter’s safety remain a top priority while crews work to protect values at risk including homes, farmland, and cultural sites.



• The Idaho Panhandle Hotshots are working in conjunction with heavy equipment to construct direct and indirect firelines to keep the fire east of Spalding, and Catholic Creek, and south of the communities of Julietta and Kendrick, and west of the communities of Amos Bench and Bedrock Canyon.



• Team Three is working diligently with local law enforcement and Idaho Department of Transportation to reopen Highway 12 as quickly as possible.



• Team Three will also be assisting Rockcreek Fire crews with logistical and operational support. Rockcreek Fire is a very remote fire located approximately 16 miles southwest of Keuterville ID.

Road Closure Update:

The US12 highway closure milepost 10 to 35, Spalding to west of Orofino, Idaho has moved. Instead of the closure going all the way to Peck, it is now closed only to the Lenore Rest Area near Mile Post 28. Anyone using US12 can now get to Lenore from the east/Orofino side on US12.

GWEN FIRE EVACUATION UPDATE – KENDRICK NOW LEVEL 2

With changing fire behavior, all of Kendrick is now on a level 2 evacuation. Fires are south of Kendrick and moving east at this time. Level 2 evacuations are in effect for the following areas:

Eastern border of Zone 2 by major roadway:
- State Highway 3 at Cedar Ridge Road.

Northern borders of Zone 2 by major roadway:
- State Highway 99 at American Ridge Road.
- Little Bear Ridge Road at Brocke Road.

All those now being placed in a level 2 evacuation should be ready to leave at a moment’s notice and this may be your final notification.

Level 3 evacuations have not changed for Juliaetta at this time.

Evacuations and Road Closures Continue – Gwen Fire

As of 1645, there have not been any changes to evacuations or road closures regarding the Gwen Fire. The City of Juliaetta to the county line is still under level 3 evacuations and it is not advised to return to residences. Current road closures affecting Latah County are: State Highway 3 from McGary Grade Road to the Junction with US Highway 95, at milepost 0.

Citizens that choose to ignore this evacuation and roadblock may be subject to law enforcement action.

We would like to remind citizens to remain off the roadways in these areas to allow for responders and fire crews to fight this fire without hazards.

Road closures remain on SH-3 and US-12 due to wildland fire response

Sections of State Highway 3 and U.S. Highway 12 remain closed as part of the ongoing emergency response as several wildfires sparked by Wednesday’s lightning storm continue to burn across North Central Idaho. All lanes on SH-3 are closed from Julietta to Arrow. US 12 remains closed from Spalding to Peck at the time of this release.
