GOVERNOR HOCHUL APPOINTS ERIKA MALLIN TO SERVE AS EXECUTIVE DIRECTOR OF THE NEW YORK STATE COUNCIL ON THE ARTS

Nationally Recognized Arts Leader to Champion New York’s Creative Industries and Advance Arts and Culture for All

Governor Kathy Hochul yesterday announced the appointment of Erika Mallin to serve as Executive Director of the New York State Council on the Arts. An experienced and nationally recognized arts and cultural leader, Mallin recently led the Aspen Institute Arts Program and served for over a decade as Executive Director of New York’s Tony Award® winning Signature Theatre.

“New York State’s arts and culture sector is a powerful economic driver, a contributing force to our health and well-being and a keystone of our community strength,” Governor Hochul said. “We welcome Erika's leadership, experience and innovative work in the field. Under her direction, we will continue to grow our creative economy and its impact on all of our communities.”

Use The Legislative Process
--------------------------
Step 1: Bill introduction
Council Members work with the Legislation Division to craft a bill that is introduced at stated meetings, where it is assigned to the appropriate Committee.

Step 2: Public hearings
The Committee will hold a public hearing on a bill to obtain feedback from the public and other government entities who may be affected by the bill. This may result in amendments to the bill.

Step 3: Voting
The Committee votes on the bill. If the bill passes the Committee by majority vote, the bill is then sent to the full Council where it will be considered and voted on at a Stated Meeting. The bill must again pass by majority vote.

Step 4: Mayoral decision

After a bill is passed by the Council, it is presented to the Mayor, who has 30 days to either sign the bill into law, veto the bill or take no action. If the Mayor vetoes the bill, it is sent back to the Council. If this happens, the Council can override the Mayor’s veto with a 2/3 vote. If the Mayor doesn’t sign or veto the bill within 30 days, it becomes law.

Step 5: Bill becomes law
Once a bill is signed by the Mayor (or its veto has been overridden by Council), it’s then added to the New York City Charter or Administrative Code.

Lyda D. Newman born in 1865 (no exact date known) was a patented inventor and involved activist for women's suffrage. She is known for the invention of the first synthetic hairbrush. Lyda spent the majority of her life living and working in New York City.

Newman's primary occupation was hair care as she listed “hair specialist” or “hairdresser” in various New York City Directories and US Government Federal and New York City censuses.
In the late 1800s, Newman invented a hairbrush that could be taken apart easily for cleaning because it contained a compartment at the bottom that could be removed from the back and be cleaned. The U.S. Patent 614,335 was filed on July 11, 1898 and granted on November 15, 1898.

Even more important than creating her patented invention, Newman was an active community member and organizer for women's suffrage in the early 20th century. The suffrage movement was a push for women's right to vote in elections. As a suffragist, she spent her time canvasing neighborhoods in New York City, hosted street meetings to educate passing people and to support the Woman Suffrage Party, Newman started the Negro Suffrage Headquarters in Manhattan.

On August 29, 1915, the New York Times noted under "Suffrage Centre for Negroes", "The Woman Suffrage Party is to open a suffrage headquarters for colored people at 207 West Sixty-third Street on Wednesday. This will be in charge of Miss Lyda Newman, who is doing excellent work for suffrage among her own people. The headquarters will be gayly decorated with suffrage posters, flags and streamers.”

Unfortunately, just as in her birth there is no record of what year in which died, however what is undeniable is that she used her money and resources to advance the cause for all women's rights.
