SECURITY ALERT: Level 4 – Do Not Travel Due to Crime and Kidnapping

Location: Reynosa, Rio Bravo, Valle Hermoso, San Fernando, Tamaulipas, Mexico

Event: The U.S. Consulate is aware of increasingly frequent gun battles occurring in and around Reynosa in the late night and early morning hours. Separately, the state of Tamaulipas has issued a warning to avoid moving or touching improvised explosive devices (IEDs), which have been found in and around the area of Reynosa, Rio Bravo, Valle Hermoso, and San Fernando along dirt and secondary roads. IEDs are being increasingly manufactured and used by criminal organizations in this region. An IED destroyed a Government of Mexico (Conagua) official vehicle in Rio Bravo and injured its occupant on January 23. As a precaution, U.S. government employees have been ordered to avoid all travel in and around Reynosa and Rio Bravo outside of daylight hours and to avoid dirt roads throughout Tamaulipas. The State Department’s Travel Advisory for Tamaulipas is Level 4 – Do Not Travel Due to Crime and Kidnapping. Sea Turtle Inc. to Host a Public Release after Mobilizing the Rescue of Hundreds of endangered Sea Turtles Amid Back-to-Back Cold Fronts

Over the past two weeks, Sea Turtle Inc., along with its dedicated staff and volunteers, has been working
around the clock tirelessly to rescue and rehabilitate nearly 600 endangered sea turtles impacted by two
back-to-back cold stun events. For over 15 relentless days, our team has faced the challenges of these
unprecedented cold fronts, ensuring these vulnerable creatures receive the care they need to recover and
return to their natural habitat.
Sea Turtle Inc is excited to concluded this cold stun by hosting a public release on Sunday January 26th
"January has been an incredibly challenging month for all of us at Sea Turtle Inc. as we’ve worked
tirelessly to respond to back to back cold stun events,” said Wendy Knight, Chief Executive Officer of Sea
Turtle Inc. “In moments like these, we are reminded of just how vital our volunteers and community
partners are in tackling large-scale emergencies. Despite the hardships,it does give us another
opportunity to celebrate the resilience, dedication, and collective effort that made it possible to respond to

BREAKING NEWS: Two of Texas’ Most Wanted Criminal Illegal Immigrants Arrested in Houston, Mesquite

Today, the Texas Department of Public Safety captured two more fugitives from Texas’ 10 Most Wanted Criminal Illegal Immigrants List — Jorge Dionicio Hernandez and Omar David Zavala. Both men were arrested earlier today, and a Crime Stoppers reward will be paid in Hernandez’s arrest.

Law enforcement took Hernandez, 33, a criminal illegal immigrant from Mexico, into custody in Houston. He had been wanted out of Harris Co. since Jan. 2022 for indecency with a child by sexual contact.

Zavala, 30, a criminal illegal immigrant from El Salvador, was arrested by law enforcement in Mesquite. Zavala had been wanted out of Harris Co. since 2022 for sexual assault, terroristic threat and obstruction/retaliation.

SOLVED: DPS Crime Laboratory Cracks 1996 Cold Case Murder

AUSTIN – Using modern evidence testing, DPS' Crime Laboratory Division has now identified the man investigators believe is responsible for the decades-old cold case murder of 86-year-old Mary Moore Searight in Paris, Texas. Searight was sexually assaulted, badly beaten and strangled, and ultimately, died from her injuries.

In December, nearly 30 years after her death, David Paul Cady Jr., 54, was indicted by a Lamar Co. grand jury in Searight's murder.

Through DPS’ Sexual Assault Kit Initiative (SAKI) program, a sample of Cady's DNA was submitted for further analysis, and that led to the discovery of Searight’s DNA on the swabs taken from Cady’s hand at the time of the murder.

This morning at the Early Childhood Academy, smoke was observed coming from the vents due to an issue with the air conditioning/heating system. As a precaution, students were relocated to the auditorium, where they remain safe and supervised while the situation is being assessed, informed the School District Rio Grande City- La Grulla.

The fire department responded promptly to ensure the building was safe, and there is no danger to students at this time.

Cameron County Sheriff’s Deputies responded to the Korner Market store on McCullough Rd., in San Benito, Tx, regarding a Robbery that had just occurred. Sheriff’s Deputies and Investigators learned that earlier that night at about 9:00 pm, an unknown male subject approached the clerk and demanded all the money from the register or he would shoot the clerk. The unknown male subject never displayed a handgun but did place the victim in fear of death due to his threats. The suspect took off with $400.00, and left in a white in color Chevy Tahoe with a large sticker on the back windshield of the last name “REYES”.
Later that same night, at about 1:50 am, Sheriff’s Deputies and Investigators responded to a second robbery, this time at the Stripes store on Hwy 281 and F.M. 1577 in San Benito, Tx. Upon making contact with the victim, it was confirmed that it had been the same suspect from the robbery at the Korner Market earlier that night.
Through investigation, the suspect’s vehicle was located unoccupied and parked on a street near Hwy 281. The suspect was then identified as 31 year old JULIAN ULISES REYES PENA.
On January 22nd, 2025, and after confirming the suspect’s identity, Sheriff’s Investigators obtained arrest warrants for JULIAN ULISES REYES PENA for two counts of Robbery, a 2nd Degree Felony. Later that same day, he was located by Sheriff’s Patrol Deputies, sitting in a car outside another local Stripes store. He was placed under arrest and taken to Carrizales Rucker Detention Center for incarceration and arraignment on said charges.

Animal control officers from the Brownsville Animal Shelter (BARCC) were dispatched yesterday following a report of mistreatment concerning a husky discovered restrained on a front porch, with the temperature dropping to the low 30s our officers responded quickly.
Upon arrival, it became evident that the dog lacked adequate shelter, access to water, and sufficient space to move around. The officers quickly observed that the chain securing the husky had a lock, raising concerns about the duration of its confinement, as the chain had left noticeable marks on its neck. We were deeply disturbed by the inhumane treatment the dog had endured. In response, we took immediate action to assist the animal. The owner received a citation for multiple violations of city ordinances related to humane treatment, vaccinations, and licensing, resulting in fines totaling $3,500. The dog has been taken from its owner and is now under our care for a veterinary examination. The City of Brownsville maintains a strict zero-tolerance policy regarding animal cruelty, as no animal should endure such suffering. We urgently seek your assistance in safeguarding these vulnerable creatures. If you witness any acts of animal cruelty, please report them to us promptly. Hidalgo County Sheriff’s Deputies responded to a welfare concern at the 5600 Block of Texan Road in rural Mission, Texas.
Upon arrival, deputies discovered three children—ages 9 years old, 5 years old, and a 1-month-old
infant. The children reported being left alone since the morning. They were found hungry and cold in a
residence that lacked proper living conditions. Deputies noted the only source of heat in the house was
a small space heater located in the bedroom where the children were found, which was powered by an
extension cord.
After multiple attempts to locate the parents, deputies contacted the Texas Department of Child
Protective Services (CPS), which determined that the immediate removal of the children from the
residence was necessary for their safety. At 9:13 p.m., the parents of the children returned to the
residence. Deputies identified the parents as 29-year-old Camila Alvarado and 30-year-old Julio Cesar
Briseno. Both appeared intoxicated and were uncooperative.
As a result, deputies arrested both parents on three counts of Abandoning/Endangering a Child.
Additionally, Camila Alvarado was charged with Resisting Arrest, while Julio Cesar Briseno faced an
extra charge for Violating an Active Protective Order and Failure to Identify. Deputies transported
Briseno and Alvarado to the Hidalgo County Adult Detention Center, where they remain pending their
arraignment.
CPS investigators arrived at the residence and removed the children for their safety. The children will
remain under the care of the state pending the outcome of their investigation.
This is an ongoing criminal investigation, and we encourage any witnesses with information regarding

These past few days Donna, Texas firefighters have had an increase in calls including 3 structure fires. Last night into this morning there were numerous calls for arcing power lines and 1 structure fire, thanks to their swift interior attack, the fire was quickly contained to a single bedroom. We want to extend our gratitude to all of our firefighters for braving the cold and consistently going above and beyond to protect our community.
