Baku Denies Turkish Troop Involvement in Occupying Artsakh After Erdogan’s ‘Just Like We Entered Karabakh’ Speech

The Azerbaijani Defense Ministry is firmly denying any involvement of Turkish troops in their 2020 occupation of Artsakh (Internationally known as Nagorno-Karabakh). According to Baku, Turkey’s support was purely political. This statement comes after Turkish President Recep Tayyip Erdogan threatened possible military action in Israel, similar to previous involvements in Karabakh and Libya.

The Azerbaijani dictatorship continues to commit cultural genocide in occupied Artsakh.

Upon examining satellite images, it became clear that after the occupation of Artsakh and the subsequent ethnic cleansing, the Azerbaijani regime destroyed the village of Mokhrenes in the occupied Hadrut region.

It should also be noted that this is not an isolated case; we previously reported the destruction of the village of Karin Tak in the Shushi region of Artsakh on April 19, 2024.

Armenia will receive $200 million from the Eurasian Fund for Stabilization and Development for the construction of the Kajaran Tunnel in Syunik. Additionally, the Eurasian Fund for Stabilization and Development will provide a budget loan of $100 million to Armenia, which will be used to finance the budget deficit.

The Armenian government has approved the project and the signing of the loan agreement. Additionally, the government will allocate another $194 million from the state budget for the project.

This is one of the sections of the North-South Transport Corridor (NSTC). The 7-kilometer tunnel is planned to be built on the southern section of the route, near the city of Kajaran. Moreover, access roads with a total length of 4 kilometers will be constructed on both the southern and northern sides.

The Kajaran Tunnel will significantly speed up and straighten the passage from the southern part of Armenia into the interior of the country. The tunnel will pass under the Bargushat Mountains, where the current road has many sharp turns.

A Judge ruled against disclosing the secret identity of the donor behind a controversial £10m donation to Oxford University to establish a new research centre specialising in Azerbaijan, the Caucasus and Central Asia facilitated by the “British Foundation for the Study of Azerbaijan and the Caucasus (BFSAC)”, which includes Nargiz Pashayeva, the sister-in-law of Azerbaijan’s autocratic ruler Ilham Aliyev, as one of the board members.

The judge dismissed openDemocracy’s () appeal for transparency after the university refused openDemocracy’s Freedom of Information (FOI) request asking for the identity of the donor and copies of communications around the handling of the donation.

OpenDemocracy contested the case, but the FOI watchdog, the Information Commissioner’s Office (ICO), sided with the university. A subsequent tribunal backed the ICO, supporting Oxford’s secrecy over the case.

Today, 25th July 2024 is the 127th anniversary of the “Khanasor Expedition” (Խանասորի Արշավանքը). The Khanasor Expedition was a punitive raid launched by Armenian Fedayees Freedom Fighters, against the Kurdish Mazrik tribe on July 25, 1897.

In 1896, in the aftermath of the Defense of Van Վանի Պաշտպանութիւնը, the Mazrik Մազրիգ tribe had ambushed and slaughtered many of the Armenian defenders of Van as they were retreating into Persia. The Armenian Revolutionary Federation decided to retaliate for that atrocity, resulting in the Khanasor Expedition.
The Mazrik tribe were camped in the fields of Khanasor, near Avarayr Աւարայր. The ARF, Հայ Հեղափոխական Դաշնակցութիւն party, with the support of the Hunchakians and the Armenakans, organized an attack on the tribe. The operation was planned by Nikol Duman Նիկոլ Դուման, alongside “Khanasora” Vartan Mehrpanian and Ishkhan Arghoutian, all of whom participated as commanders of the operation. Among the Armenian soldiers also there were disagreements. For their settlement the party sent in Tavriz Harutiun Shahrigian and as a result they come to conclusion of holding an action. On 25 July 1897, at dawn, the 250 Armenian fedayees attacked and killed the fighting men of Mazrik tribe, sparing the women and the children, among whom the Mazrik chief, Sharaf Bey, learned Armenians were coming earlier and managed to escape by wearing women’s clothing, leaving the women and children behind. The attack ended on 27 July 1897.
Although ARF founder Rosdom’s brother Garo and 25 other fedayees were among the casualties, the Khanasor expedition was a small triumph for the Armenians, both militarily and morally. As a result, Armenians built up their self-confidence; their belief in their ability to defend themselves was now reinforced. To this day, the ARF remembers the event in commemorative ceremonies honouring the expedition as an important event in the history of the Armenian struggle for freedom.

�Azerbaijan Threatens to Attack Armenia

The Ministry of Defense of Azerbaijan has issued a statement regarding recent developments:

“The military exercises conducted by the United States in Armenia, the provision of arms by France, and the ten million euros in military aid provided to Armenia by the European Union at the initial stage encourage Armenia to carry out provocations and prepare for the next war against Azerbaijan.”

Baku has also issued a threat, describing any potential attack as self-defense:

“If the provocative actions against Azerbaijan are not stopped, necessary retaliatory measures will be taken for the purpose of self-defense with all the means available in the arsenal of the Armed Forces of Azerbaijan. We inform you that the entire responsibility for the escalation of the situation in the region will fall on the military-political leadership of Armenia and its sponsors,” stated the Ministry of Defense of Azerbaijan.

In response, the Armenian MFA stated:

The recent statement by Azerbaijan’s Ministry of Defense about alleged provocative actions by the Armenian army on the Armenia-Azerbaijan border is unclear. Proposals made through diplomatic channels and publicly by Armenia to investigate border incidents and create a joint mechanism with Azerbaijan have been ignored. Such a mechanism would clarify situations and prevent misinformation.

Attempts to involve Armenia in escalating rhetoric are unacceptable, and the Armenian government remains committed to the peace agenda. Regarding military reforms and the acquisition of weapons, Armenia asserts that having a combat-ready army is a sovereign right and that its actions are solely for the protection of its internationally recognized territory, in compliance with international law.

Additionally, � Armenia has proposed a mutual arms control mechanism and agreement with Azerbaijan, which remains unanswered but still valid.

Pressure by activists to change the location of the COP29 is mounting as the United Nations climate summit is set to take place in Azerbaijan in November. Among the activists’ concerns are the inability of Armenians to attend, participants’ safety, as well as COP29’s potential to greenwash – and sponsor – dictatorship and genocide.

It is not the first time COP will be hosted by a country accused of systemic human rights violations. The summit took place in Egypt in 2022 and in the United Arab Emirates in 2023. But, according to Russian Armenian activist Arshak Makichyan, the UN’s willingness to work with a country responsible for the September 2023 ethnic cleansing of Nagorno-Karabakh Armenians is unprecedented.

“The United Arab Emirates is a dictatorship, but they didn’t commit genocide last year. In Egypt, they didn’t commit a genocide last year,” Makichyan, who weekly protested against climate change for over two years and whose family was stripped of Russian citizenship because of his activism, said. “It’s really strange that the UN is allowing Azerbaijan to greenwash a genocide.”

It is not the first time Azerbaijan has attempted to use environmentalism to legitimize its land grabs and forced displacement of Armenians. In 2021, Baku established a so-called “Green Energy Zone” that includes not only Nagorno-Karabakh, where the 2023 ethnic cleansing took place but also Nakhichevan, another territory that once had a significant Armenian population.

Some also fear that the summit will not only be used to greenwash Azerbaijan’s actions in the region but also to push for more oil contracts, raising funds for Baku’s military aggression against Armenia. The UAE – 2023’s COP host – reportedly used the event to significantly expand its state oil company’s revenues, according to an investigation conducted by the Global Witness NGO.

�� Armenia Becomes Largest Buyer & Importer Of Indian Weapons, With $600 Million In Total Contracts

Armenia has emerged as the largest buyer and importer of weapons from India in the current financial year, according to the Indian Aerospace Defense News agency (IADN), citing a report presented by India’s Finance Ministry to the country’s parliament.

Citing India’s Defense Ministry, IADN reported that the total volume of weapons purchased by Armenia from India reached $600 million by the start of the 2024-25 financial year. While the details of these deals remain undisclosed, the volume underscores the significant deepening of military cooperation between the two countries.

India’s Finance Ministry highlighted that Armenia has become the largest importer of Indian weapons following deals for Pinaka multiple-launch rocket systems and Akash anti-aircraft systems, as referenced by Russia’s TASS news agency.

The bilateral military cooperation between India and Armenia has intensified since the 2020 war in Artsakh (Nagorno-Karabakh), during which India’s arch-foe Pakistan strongly supported Azerbaijan. These multimillion-dollar defense contracts reportedly include the delivery of Pinaka systems, Indian-made howitzers, anti-tank rockets, and anti-drone equipment to the Armenian army. Since 2021, Armenia has purchased missiles, artillery systems, air defense systems, and other weapons from India.

Last September, an Indian defense publication reported that Armenia is set to receive a total of 90 ATAGS howitzers over the next three years, with six already delivered.

In May 2024, military officials from India and Armenia held their first “defense consultations” in Yerevan, establishing a working group to implement a joint action plan for 2024 and 2025. This cooperation will encompass not only arms supplies but also military education, tactical training, and experience sharing.

The Armenian government has been seeking to diversify its weapons suppliers. Along with purchasing from India, Yerevan has also signed several arms deals with French companies since last October.
