Project Progress Report and Look Ahead
Work anticipated for the week of January 5th to January 12th
I-495 Mainline
Activities
• Demolition of the bridges carrying I-495 over Route 28
• Excavation work within the median work zone.
• Installation of drainage structures within the median work zone.
Traffic Impacts by Time of Day
• For demolition of the bridges carrying I-495 over Route 28: closure of the left and middle lanes of I-495 northbound (towards Haverhill) on Sunday, January 5th at 10:00 PM with all northbound lanes reopened to traffic by 5:00 AM on Monday, January 6th.
o This closure will repeat beginning at 11:00 PM on Monday, January 6th with all northbound lanes reopened to traffic by 5:00 AM on Tuesday, January 7th. It will also repeat on the night of Tuesday, January 7th and Wednesday, January 8th.
• For demolition of the bridges carrying I-495 over Route 28: closure of the left and middle lanes of I-495 southbound (towards Lowell) on Thursday, January 9th beginning at 10:00 PM with all lanes reopened to traffic by 4:00 AM on Friday, January 10th.
• For excavation work and installation of drainage structures within the median work zone: all work will take place behind construction barrier without traffic impacts.
• During the overnight shifts covered in this look ahead:
o Crews will be adjusting work zone and open travel lanes using traffic barrels and cones.
o Trucks will be entering and exiting the median work zone removing excavated soil.
o This work will take place under the direction of a Massachusetts State Police detail. Motorists are advised to reduce speed, exercise caution, and pay close attention to all signage and directions from police and project personnel while traversing the work zone.
Noise Impacts
• Noise levels will be significantly elevated above normal traffic operations using hoe rams to demolish the bridges during the overnight hours. Daytime operation noise levels will be roughly the same as normal traffic operations with trucks and excavators working in the median work zone.
Surrounding Interchanges
Activities
• There will be no work addressing the surrounding interchanges during the period covered by this look-ahead.
Route 28 Activities
• Demolition of the bridges carrying I-495 north (towards Lawrence) and southbound (towards Andover).
• Installation of soil nails (devices to stabilize the surrounding earth) under the bridges carrying I-495 over Route 28 north (towards Lawrence) and southbound (towards Andover).
Traffic Impacts by Time of Day
• For installation of soil nails: Monday through Friday, 7:00 AM to 3:00 PM, excluding Wednesday January 1st, all work will take place behind construction barrier without long-term impacts to traffic.
• Beginning at 10:00 PM on Sunday, January 5th through 4:00 AM on Monday, January 6th, Route 28 Southbound will be closed where it passes below I-495. This closure will repeat on the nights of Monday January 6th, and Thursday, January 9th. This will also cause the following detours:
o Motorists seeking to continue south along Route 28 or to exit the I-495 southbound mainline to Route 28 southbound (Ramp B) may:
Enter/remain on I-495 southbound towards Lowell
Remain on I-495 southbound to Exit 97A – 93 South Boston
Remain in the right lane on I-93
Take Exit 40A immediately after passing under I-495 to return to I-495 northbound
Take exit 99A 28 South Andover
o Alternately, motorists coming from further north in Lawrence may:
Turn left off Route 28 onto Andover Street
Turn right off Andover Street onto Route 114 (locally Winthrop Avenue)
Turn right off Route 114 onto Waverly Road
Turn right off Waverly Road onto Haverhill Street
Turn left off Haverhill Street onto Route 28 southbound
• Beginning at 10:00 PM on Tuesday, January 7th through 4:00 AM on Wednesday, January 8th, Route 28 northbound will be closed where it passes below I-495. This closure will repeat on the night of Wednesday, January 8th. This will also cause the following detours:
o Motorists seeking to travel south on I-495 from Route 28 northbound (ramp D) may:
Enter I-495 northbound Haverhill Salisbury
Remain in the right lane on I-495
Take Exit 100 B 114 West S. Lawrence
Prepare to merge left at the bottom of the ramp
Use the signalized left lane to enter I-495 southbound Lowell Marlboro
o Motorists seeking to access Route 28 northbound from I-495 northbound (ramp E) may:
Remain on I-495 northbound
Take Exit 100 B 114 West S. Lawrence
Take Route 114 north towards Lawrence
Turn left off Route 114 (locally Winthrop Avenue) onto Andover Street
Turn right off Andover Street onto Route 28
o Motorists seeking to continue north on Route 28 may:
Turn right off Route 28 onto Haverhill Street
Turn left off Haverhill Street onto Route 114 (locally Winthrop Avenue)
Turn left off Route 114 onto Andover Street
Turn right off Andover Street onto Route 28
o Motorists seeking to travel north on I-495 should access the interstate from the I-93 or Route 114 interchanges.
o During the closure of Route 28 under I-495, traffic that would normally travel along Route 28 southbound and then reverse direction to access destinations on Binney or Shepley Streets will not be able to do so. To maintain access to these residential areas, the section of Route 28 locally known as South Union Street will operate in a two-way condition under control of police details between 10:00 PM and 4:00 AM each night of the closure. One police detail will be stationed approximately just to the south of Binney Street, the other approximately where Route 28 splits into South Union Street and South Street.
• For installation of soil nails: Monday through Friday, 7:00 AM to 3:00 PM.
• Motorists entering Route 28 from I-495 north and southbound should exercise additional caution when merging. All motorists traveling through the Route 28 work zone are advised to reduce speed, exercise caution, and pay close attention to all signage and directions from police and project personnel. Rolling roadblocks may occur to shift construction machinery across Route 28.
Noise Impacts
• Noise levels will be significantly elevated above normal traffic operations using a hoe ram to demolish the bridges over I-495 during the overnight hours and a hydraulic drill mounted on an excavator to install the soil nails during daytime operations.
Lay-Down Area
Activities
• Receipt of materials, equipment, and gathering point for work crews and Massachusetts State Police details before entering the I-495 mainline.
Traffic Impacts by Time of Day
• Single vehicles entering and exiting the lay-down area under yield control from 7:00 AM-3:00 PM throughout the week covered by this look-ahead.
• Multiple vehicles entering and exiting the lay-down area under State Police control during the overnight hours, between 7:00 PM and 5:00 AM depending on the exact date within the period covered by this look-ahead.
