In the summer of 2002, a small group of individuals, along with then District I City Council Member Joe Hultquist, began to explore a way to create a sense of community among the thirteen subdivisions and provide a means to address neighborhood concerns. The result was the formation of the Colonial Village Neighborhood Association (CVNA) on August 22, 2002.

BE AWARE! January thru March is coyote mating season. Meaning they are going to be more active in the neighborhood.

If you have outside or inside/outside animals--even those you only let out for bathroom breaks, please take the necessary precautions to keep them from becoming prey.

A fenced yard is not a deterrent, for coyotes can effortlessly leap and clear fences up to 6-feet-high.

If you let your dog off-leash in your yard to potty, know a coyote can easily dash forward, sn**ch it, and be gone in seconds. Keep the dog leashed and at your side at all times.

This kitty has been hanging about in the vicinity of Hartford, Arcadia, and Hamilton since at least December 27. It is sweet, attention seeking, and tries to come inside. It is definitely not happy being an outside cat. If it's your kitty or you know who it belongs to, please see that it is safe. We have several coyotes in this neighborhood--particularly around Arcadia Drive--who may take it down as prey. If it's yours and you no longer want it, please take it to Young-Williams where it may find a new home.

DISTEMPER UPDATE!
A fourth raccoon has been identified and reported on Anna Road.
This virus cannot be contracted by humans or cats, but it is easily passed along to dogs and other wildlife.

DISTEMPER ALERT!!!

A disoriented raccoon was reported walking about on Colonial Road near Catlett. According to Animal Control there is an outbreak of distemper in the area. This animal was trapped and removed from the neighborhood.

There may have been another in the vicinity of Hamilton Road and Arcadia Road last night. A report was made of a disabled raccoon that had been purportedly hit by a car suffering from paralysis. But its inability to walk may have been the result of an inflammation in the spinal cord region, which can be a sign of distemper.

It appears a third case may have been found in the vicinity of Colonial and Arcadia.

Distemper is a highly contagious and serious disease that attacks the respiratory, gastrointestinal, and nervous systems of dogs and wild animals like raccoons, foxes, wolves, coyotes, skunks, ferrets, and mink.

This outbreak of distemper in our local wildlife population can put your dogs at risk for catching the disease.

There are three ways distemper is transmitted:
1. Direct contact with an infected animal or object
2. Airborne exposure
3. Through the placenta

Make sure your animals are up-to-date on their vaccines and contact TWRA or Animal Control should you see a wild animal that appears disoriented or is having trouble traveling.

BE AWARE!
Our neighborhood and its border along Chapman Highway, and Neubert Springs Road are prime territory for deer at this time of year, with them often seen crossing these roadways. This is mating season, when they are more active.

Last year three adult deer were struck and killed between Stone Road and Judith Drive, an area deer often use to cross Chapman Highway.

A few years ago, while traffic was stopped by the light at Stone Road one late afternoon, a herd of about five deer emerged from the woods on the west side of Chapman Highway, threaded through the stopped traffic, and then crossed over into the wooded acreage on the east side of the highway.

While we had requested the posting of deer crossing signs last year, we were advised the state had determined the frequency of crossings was not enough to merit their installation.

So please be aware, slow down, stay alert, and be watchful for our wildlife as you drive.

CONSIDER LEAVING THE LEAVES...

Where you can, please leave the leaves. Don’t rake or bag them. They are filled with life and the nutrients for forthcoming years!

In them are the future pollinators and lightning bugs which need two years in leaf litter to mature to the adult form we love to see. Do a bit less work, and let nature guide your yard set up.

If you have a heavy carpet of leaves, mulch over them with the mower--leaving them in place.

Where leaves naturally collect, spread more there. It may be an area you choose to garden native plants later.

That leaf litter alone can start you on your way to having a unique pocket eco-system, where you allow more of your lawn to become certified wildlife habitat.

Polls are open 8 a.m.-8 p.m., but if there are crowds at closing time voters who are in line at 8 p.m. will still be allowed to cast their ballots. Expect long waits.

A photo ID issued by the state of Tennessee (like a driver’s license) or the federal government (like a passport) is needed to vote. Out-of-state driver’s licenses are not acceptable for voting in Tennessee.

Just a reminder that in previous close election days, some voters were still waiting to cast ballots at 10:30 p.m. Knox County Election Administrator Chris Davis has already warned about this, stating “DO NOT WAIT UNTIL ELECTION DAY . . . unless you wish to stand in long lines. I’m giving you that warning now!”

Early voting runs daily, except for Sundays!
South Knoxville’s early voting location is Meridian Baptist Church at 6513 Chapman Highway. Entrance is on the left side of the church.

CITY UPDATES ABOUT SOUTH KNOXVILLE PROJECTS!

The Augusta Quarry project is moving along with the buildings seeing a lot of progress. Foundations and structural steel are complete on them. Contractors continue to work diligently to complete these unique buildings. Additional site work continues, and the City hopes to have this facility open as the weather warms in 2025.

Construction is scheduled to begin on the pavilion at Gateway Park this November. This structure is the sister to the Baker Creek Pavilion, utilizing similar construction and aesthetics. It will provide additional bathrooms, a playscape area, and a gathering plaza for park users that will act as a Gateway Trailhead for those navigating the Urban Wilderness. Work should be completed in the Fall of 2025.

Work is also underway on the Cottrell Greenway to complete the extension to the intersection with Sevier Avenue. This separated shared-use path increases multi-modal options for users traversing to the Old Sevier Business District and downtown from the South Haven neighborhood and Gateway Park. This section of the greenway is expected to be completed by the end of the year.

A small project to enhance the pedestrian experience near Baker Creek Bottoms is also planned for this fall. Sevier Heights Road will be converted to green space while maintaining driveway access to Baker Creek Bottoms from the intersection at Tilson and Lancaster. This work is expected to occur over the early part of the winter.

The City is working to help implement a new bus shelter on Sevierville Pike at Sevier Avenue. This project, which has been in concert with the South Haven Neighborhood Association, will add a unique shelter for those embarking on their journey with KAT.

Lastly, the Appalachian Mountain Bike Club--AMBC, will host its annual Fall Festival on Nov. 2nd. This event will be held at Baker Creek Preserve and is the organization's largest fundraiser, supporting its work in maintaining trials in the Urban Wilderness and other local trail systems. Taylor, between Tilson Rd and Cruze Rd will be closed late Friday afternoon, Nov. 1, and re-open Sunday afternoon, Nov. 3. You might want to plan for alternative routes if you are in that area.

Knox County Election Administrator Chris Davis is strongly urging you to cast your vote during this early voting period. “DO NOT WAIT UNTIL ELECTION DAY . . . unless you wish to stand in long lines,” Chris Davis said during a recent news conference after an Election Commission meeting. “I’m giving you that warning now!”

BAZILLION BLOOMS IS HERE!!!
TIME TO ORDER YOUR TREES!

For those new to Colonial Village, we are a Dogwood Trail community and have been since the late 1950s. As such, we urge our residents to plant dogwoods at this time of year, even if you don’t live along the specified portion of the trail that wanders through our neighborhood—and the Dogwood Arts organization is dedicated to simplifying the process through their annual Bazillion Blooms Dogwood Tree sales. Their trees come from a grower in Middle Tennessee, are disease-resistant, spring-blooming, and available in pink and white. Trees may be ordered NOW THRU NOVEMBER 25th.

Here are the details:

• Pick-Up & Plant Yourself: (1-4 trees are $25/each or order 5+ for $20/each) Trees ordered through November 25, 2024 will be available for pickup from the Dogwood Arts office on Friday, December 13th from 10AM-5M & Saturday, December 14th from 9AM-12PM.

• Gift Trees: $35/each & includes commemorative card mailed to the recipient of your choosing

Their project has added over 15,000 dogwood trees to our city in just 15 years through the Bazillion Blooms program.

From 6 pm - 8 pm the Knoxville Police Department has partnered with Meridian Baptist Church to host a "Faith in Blue Touch-A-Truck Event" at the church.

IT'S THAT TIME OF YEAR!
Bears are on the move, preparing for denning and feeding their bellies along the way. One was spotted in the vicinity of Nixon Road this week near Chapman Highway. And yes, they do and have traveled though Colonial Village--being spotted or leaving their calling cards around White Oak Drive, Gary Underwood Park, and Arcadia Drive in recent years. So be BEARWISE!

The most important action to take this time of year is to remove all birdfeeders from now through early December. Leaving them up during the day and taking them in at night, doesn't remove the birdfeed that has fallen on the ground and become scattered in the grass that can draw a bear in for a snack.

Secure all food-related garbage and recycling.

Don't leave food out for strays, otherwise you may attract a giant black furry bear.

Pay attention to your surroundings--looking around as you step outside, particularly if woods are nearby.

MEETING REMINDER!
Property Assessor Phil Ballard will be our speaker and will talk about the upcoming property assessments. A KPD liaison officer will also be present with updates.

We meet at the South Knoxville Church of God, 5623 Magazine Road from 7-8 pm.

Everyone is welcome.

Membership in the association is $10 per year and comes with voting privileges. You must by 18 or over and live in a single-family residence within the Colonial Village boundaries to join.
