Neighbor vs. Neighbor Goes to the Board
Since August 4, 2018 the family and neighbors of Yvonne and Timmy Dix, 981 Saxkey Road near Drakes Branch, have reported continuous noise, lights and disruption to their lives from the property beside the Dix’s.
In a telephone interview Jeff Tharpe of Drakes Branch stated he is purchasing the property and has “paid for a year on a rental/purchase agreement.”
At the October Charlotte County Board of Supervisors meeting Yvonne Dix addressed the board requesting restrictions on property owner’s use of their property when it affects neighbors.
The Board referred the matter to the zoning board.
Attending the BOS meeting in support of the Dix’s were Michelle Dunn, Melissa Bradley and Tricia Tharpe (estranged wife of Jeff Tharpe).
The Messenger has also spoken to several supporters of Tharpe who declined to be named or quoted.
Yvonne Dix’s address to the board follows:
“We are Yvonne and Timmy Dix from Drakes Branch. We come to you this afternoon to speak on behalf of ourselves, our neighbors, our family, our friends, and most importantly our fellow citizens regarding the necessity of ordinances in Charlotte County. Though I come to speak for everyone, my family, along with our close neighbors, are being subjected to the acts of a nuisance neighbor who has capitalized on the lack of ordinances within the county to, for a lack of better words, bully us. For example, he has resorted to shining bright construction lights throughout the night along with lights he has installed on the RV, running generators, playing loud, obnoxious music 24/7, setting off a propane cannon in a yard that went off every 7-10 minutes. The yard is littered with several unregistered vehicles, dog pens, and three port-a-johns just to name a few. The irony to this is that there is no one living on the property. The generator, which supplies electricity to the loud stereo and lights, needs to be refilled numerous times daily and are not supervised, ult

Mystery in Meherrin
“Haunted” Pool?
Last week Meherrin Resident Don Killgore noticed a commotion from his above ground backyard pool. The water in the pool was rising to a mound in the middle and subsiding in a regular motion. The rise in the middle exceeded a foot and the rate was about once every second.
This week when the pool again became agitated Killgore contacted the Southside Messenger. Messenger staff visited the pool and observed the phenomenon. The pool is 22 feet in diameter, 52 inches deep and holds 5000 gallons of water and has a rigid frame with a soft liner. The bottom of the pool does not appear to be moving. The rate of the “pulses” is regular and consistent with the rise in the center. The earth beneath the pool was cleared down to clay before installation. The ground around the pool is dry. Although the water does not leave the pool, several times the floats have been thrown from it. Kilgore reports the disturbance has lasted several hours each time. It appears that the filter pump has no effect on the motion; turning it on or off does not create or stop the motion.
Killgore also reports that the previous pool in the same location was found empty and upside down last year even though it had been partially filled with water and was covered.
Messenger staff has attempted to discover the cause of the disturbance. We can find no report of similar activity or any logical reason for the events.
We are reporting this in the hopes that our readers know of similar situations or can offer theories.

So far we have been offered two theories. One is that there is a spring under the pool building up pressure until the back pressure forces it down. The other is “someone under there wants out.”
