On January 13, 2025, around 12:56am, a Jamestown Police Department Patrol Officer was flagged down about a city plow truck that had struck a street sign with the plow at an intersection. Officers located the plow truck leaving a local convenience store. The officer attempted perform a traffic stop but it had failed to stop for several blocks.

After investigation, the operator, Jerremy G. Dossey (37M), failed field sobriety testing and was taken into custody without incident. Once at the jail, Dossey refused a chemical test and was charged with Driving While Intoxicated and Leaving the Scene of a Property Damage Accident. Dossey was held pending arraignment.

On January 8, 2025 at about 3:47 PM, members of the Jamestown Metro Drug Task Force and Chautauqua County Sheriff's Office Narcotics Investigators executed a search warrant at 567 Falconer Street (Lower Rear Apartment). At the same time, Jamestown Police Department Patrol Officers executed a traffic stop on E. 2nd Street, near Cowing Street where Rose E. Raynor was taken into custody. After the residence and Raynor were secured, detectives searched Raynor's person and located 157.4 grams of Methamphetamine, 10.6 grams of Fentanyl and a small amount of co***ne.

Digital scales, packaging materials and cutting agents located within the residence. Raynor was charged with Criminal Possession of a Controlled Substance in the 2nd Degree, 2 counts of
Criminal Possession of a Controlled Substance in the 3rd Degree, 2 counts of Criminal Possession of a Controlled Substance in the 7th Degree and 3 counts of Criminally Using Drug Paraphernalia in the 2nd Degree. A male was located inside the residence, and he was released from the scene.

The Jamestown Police Department was assisted by the Chautauqua County Sheriff's Office. On January 9,2025 around 11:27am Officers of the Jamestown Police Department conducted a traffic stop on Shaw Ave, near Elm St. for an equipment violation. The operator of the vehicle,
later identified as Blake R. Mcaffee, exited the vehicle and refused to give officers his information. Blake was later arrested for Obstructing Governmental Administration 2nd degree after he attempted to walk away from officers to enter his residence.

Officers apprehended Blake who refused to be placed into custody. Blake was transported to the City Jail and found to be operating a vehicle on a suspended driver's license.

Blake was released shortly after on an appearance ticket to appear in the City of Jamestown Court at a later date for No Stop Lamps, Aggravated Unlicensed Operation in the 3rd Degree, Obstructing Governmental Administration 2nd and Resisting Arrest.

On January 7, 2025, at approximately 8:03 AM, officers from the Jamestown Police Department responded to a domestic disturbance at a residence on the south side of the city. Upon arrival, officers determined that Tony J. Stebbins, a 37-year-old Jamestown resident, had fled the scene.

Investigation revealed that Mr. Stebbins had physically assaulted a female victim, striking her repeatedly in the face with a closed fist. This assault resulted in significant facial injuries, including severe swelling of the victim's eyes. Additionally, Mr. Stebbins assaulted a male individual present at the residence.

On January 6, 2024, at approximately 2028 hours, officers from the Jamestown Police Department responded to a report of criminal mischief in progress at The Wine Cellar. Upon arrival, officers were informed that several patrons had witnessed the incident and were actively assisting in locating the suspect.

Investigation revealed that Frank G. Hagberg, after being denied service at the establishment, used a long metal pipe to shatter the business's double-paned front window. Officers apprehended Mr. Hagberg without incident and transported him to Jamestown City Jail. He is currently being held pending arraignment on charges of Criminal Mischief in the Third Degree.

On January 6, 2025, at approximately 10:43 AM, members of the Jamestown Metro Drug Task Force and Chautauqua County Sheriff's Office Narcotics Investigators executed a search warrant at 613 Newland Avenue, lower apartment.

Jaydaicus S. Black was located inside the residence. Following the securing of the premises, detectives conducted a search and located:

76.4 grams of methamphetamine
1.9 grams of fentanyl
52 dosage units of fentanyl
10.7 grams of crack co***ne
3.5 grams of powder co***ne
2.0 grams of M**A
Mr. Black was subsequently arrested and charged with:

-Criminal Possession of a Controlled Substance in the Second Degree (multiple counts)

-Criminal Possession of a Controlled Substance in the Third Degree (multiple counts)

-Criminal Possession of a Controlled Substance in the Fourth Degree (multiple counts)

-Criminal Possession of a Controlled Substance in the Seventh Degree

-Criminally Using Drug Paraphernalia in the Second Degree (multiple counts)

On 1-2-25 at about 7:44pm, Officers of the Jamestown Police Department responded to an address on the south side of the city for a physical domestic. Upon investigation, it was found that Brian Lowers (38M) struck the victim in the face, and again with a blunt object causing injury. The victim locked themselves in the bathroom while Brian fled from the scene on foot. Shortly after the incident, Brian was located at a nearby location and placed into custody.

Brian was transported to the Jamestown City Jail where he is being held pending arraignment. Due to the victim being a protected party in a valid order of protection, Brian was charged with Aggravated Criminal Contempt and Assault in the 2nd Degree. In addition, Brian had an outstanding warrant through the Jamestown City Court for Harassment in the 2nd Degree.

On December 24, 2024, at approximately 12:30 PM, officers from the Jamestown Police Department were called to a residence on the North Side of the city regarding a domestic dispute. During the investigation, it was determined that Daric Harris had struck another male in the household with a shotgun, resulting in a laceration and a fractured forearm.

Daric was taken into custody and charged with first-degree assault causing physical injury with a weapon. Additionally, due to his criminal history, Daric was illegally in possession of the shotgun and was charged with fourth-degree criminal possession of a weapon. He was held pending arraignment. The victim received medical attention and was transported to a local hospital.

On December 27, 2024, at approximately 02:13 AM, officers from the Jamestown Police Department's 3rd Platoon responded to a residence on the city's north side. The call originated from a report of unwanted subjects at the property, stemming from a prior incident at the Wine Cellar.

Upon arrival, officers initiated an investigation by interviewing individuals present at the residence. During this process, Mary A. Mowell, a 43-year-old Jamestown resident, became involved. Ms. Mowell retrieved a dumbbell and aggressively approached an officer and two other individuals.
Officers promptly apprehended Ms. Mowell without further incident. She was subsequently transported to the Jamestown City Jail and charged with the following offenses:

* Obstructing Governmental Administration

* Resisting Arrest

* Unnecessary Noise

Consistent with New York State bail reform legislation, Ms. Mowell was issued an appearance ticket. This legal document mandates her appearance in Jamestown City Court at a future date to address the aforementioned charges.

On December 19, 2024, at approximately 7:05 PM, officers from the Second Platoon of the Jamestown Police Department responded to a suspicious situation at a residence on the west side of the city.

Upon arrival, officers were addressing a landlord-tenant dispute when they observed Lisa M. Tucker exiting the apartment's bathroom. When asked for her name, Lisa provided the name of another Jamestown resident.

Recognizing this as a false name, officers instructed Lisa to stop. However, instead of complying, Lisa fled the residence on foot. Following a brief foot pursuit, officers apprehended Lisa after a short struggle.

Investigation revealed that Lisa had provided a false name in an attempt to evade arrest on an outstanding warrant issued by another agency. Lisa was transported to the Jamestown City Jail without incident and is currently being held pending arraignment on charges of Criminal Impersonation in the 2nd Degree, Obstructing Governmental Administration in the 2nd Degree, and Resisting Arrest.

On December 16, 2024, at approximately 2:30 PM, members of the Jamestown Metro Drug Task Force and Southern Tier Regional Drug Task Force executed a search warrant at 216 Forest Avenue, Apartment 1, in the City of Jamestown.

The Jamestown Police Department SWAT Team made entry, locating Tyler T. Dalton and Damion E. Dalton within the residence.

Following the securing of the premises, detectives conducted a search and located a stolen and defaced AR-15 rifle, as well as a second stolen, defaced, and disassembled carbine rifle, both equipped with high-capacity magazines.

Damion and Tyler were subsequently arrested and transported to the Jamestown City Jail.

Damion, who was also wanted on an outstanding warrant for Criminal Mischief, was charged with:

One count of Criminal Possession of a Weapon in the Third Degree (possession of an assault weapon)

Two counts of Criminal Possession of a Weapon in the Third Degree (high-capacity magazines)

Two counts of Criminal Possession of a Weapon in the Third Degree (defaced)

One count of Criminal Possession of Stolen Property in the Fourth Degree

Damion is also facing additional charges in Pennsylvania related to burglary and the theft of the fi****ms.

Tyler, a convicted felon, was charged with:

One count of Criminal Possession of a Weapon in the Third Degree (possession of an assault weapon)
