An Independence man and woman have been charged with failing to protect a toddler infant from substantial risk and resulted in the death of the child.

Moses Lee Bass and Destiny Leeann Randle each faced the class A felony of Endangering the Welfare of a Child in the 1st Degree.

According to court records filed late last night, on the morning of July 29, 2024, police officers in Independence responded to a call that an infant had fallen from an apartment window several stories above the ground. Officers arrived as fire crews were conducting life-saving measures on the child, located on the ground with children's toys. The father of the child told police he had left the child with his girlfriend and gone to take the dog out. Defendant Randle told police she was in a bedroom in the apartment and the window that the child fell from was closed and secured. She told police she knew the window did not properly lock. She and Bass usually secure it with a blue pole, she stated. When officers checked the room they saw no blue pole. Three children were placed in custody of Children's Division and transported to the Child Protection Center for forensic interviews. Defendants told police they knew of the safety hazards with the window that couldn't be kept closed or locked.

Prosecutors requested a $100,000 bond.

The family of John Paul Scheidecker is calling on the community to come forward with information that could help them determine who struck and killed him, then left the scene a year ago today.

John Paul, 30, was located deceased about 4 a.m. July 30, 2023, on NE 120th Street between A Highway and Fishing River Road, north of Liberty. He had pulled over and was outside of his vehicle when he was hit.

“Our world has been turned upside down,” his brother Luke Scheidecker said of his brother’s loss.

General Investigations Sergeant Chris Johnson said detectives have completed 95 supplemental reports in the case and were busy just yesterday working new leads that have been developed, including one that is out of state.

“This remains a very high-priority case for us,” Sergeant Johnson said.

Sergeant Johnson and Luke Scheidecker said the incident could have been a tragic accident, and they urge anyone who could have been involved or know who was involved not to be scared to come forward.

Luke described his brother John Paul as an entrepreneur who was living his dream and was always quietly helping others.

A $5,000 reward is available through the Crime Stoppers TIPS Hotline in this case. Anyone with information can contact them at 816-474-TIPS (8477). Sheriff’s Office investigators also can be reached directly at 816-407-3723 or 816-407-3726.

Independence police are investigating after a person was shot near 39th & Noland this evening. The victim went to a secondary location north of the shooting scene and was then transported to a hospital. Prior to the shooting, there were shots fired in the area of the Castle Carwash on 40 Highway. It's unknown if the incidents are related. A power outage also occurred on and around Noland at the same time as the 39th & Noland shooting. I'm being told something electrical was struck by gunfire causing the outage.
