Redondo Beach will be the first of the Beach Cities to allow cannabis stores. Councilman Zein Obagi, Jr. cited the city’s past experience with illegal cannabis dispensaries. "We spent enormous amounts of money trying to crack down on them, and oust them, only to see the owners (open up) somewhere else,” he said. “What we’re trying to do here is get something legal going that generates revenue so we can invest in public safety and education for our youth to stay away from cannabis.”

Three proposed projects in very preliminary planning stages -- including both a 7 and 10 story building at the former Fry's Electronics site -- would add more than 1,000 residential rental units in Manhattan Beach. The projects will not be subject to a public process, which has led some residents to argue a lack of transparency, but fall under state laws aimed at the state's housing shortage. "They have weaponized the state law," said Mayor Pro Tem David Lesser.

The Hermosa Beach Chamber's St. Patrick's Day parade is in danger of not occurring due to increased traffic safety costs. Council will revisit the matter on Jan. 28. “From where I announce the parade, at Pier and Hermosa Avenue, I see Little Leaguers, Cub Scouts, school bands, and schools of Irish Dancers," said Rick Koenig, event emcee for 29 years. "The kids prepare all year for this parade....I beg you. Do whatever you have to do to be sure we have our parade. Do it for the kids."

- by Kevin Cody Rick Koenig has emceed the Hermosa Beach Saint Patrick’s Day Parade every year since it began 29 years ago, except for the inaugural year.

Photographer Bo Bridges on the story behind this shot: “A friend, and her son and daughter had been evacuated from the Palisades and wanted to go back to their home and get some stuff...As we drove into the town, my jaw dropped. There was nothing but rubble. Burnt cars. Metal dripping into the streets...I was at the World Trade Center on September 12. I thought of the ash and rubble there. This was bigger. It was decimation all the way from the mountains to the edge of the ocean....Eventually we got to their house, just past Pacific Palisades High....That’s when I photographed the son, Geoff, with his hands on top of his head."

Ford Savela lost his life in a tragic hit-and-run accident last week. Though only 18, he already knew what he wanted to do in life -- to make a positive impact, both in his community and in the world. His friends' descriptions of him always began with the same word:“Kind.” And then: “Funny. Outgoing. Smart. Empathetic. Passionate. Joyful. Ambitious.” And finally, “Brother.” His life will be celebrate at Mira Costa High School's auditorium this afternoon at 5 p.m.

5,000 homes were destroyed in the Pacific Palisades fire. Many of those families are looking towards the South Bay for homes. The local real estate community is involved in an all-hands-on-deck effort to place those families in homes. Meanwhile, in terms of demand and pricing, the shock waves are reverberating. “If you were just a regular buyer, or just a regular person looking for a lease locally," Jerry Carew said, "the whole market has changed for you overnight.”

Among the issues Keegan is posed to reexamine are short term vacation rentals (STVRs), a new or remodeled civic center, and the city's spending on consultants.
