Excerpt from this week’s Letter to the Editor: During the discussions, council members explicitly agreed that the first rate increase would take effect in January 2025. Don Etherly proposed this date, and other council members, including Kyle Miller and James Valley, expressed their agreement. The word “effective date” was used multiple times. Yet, when my December bill arrived, I saw that the new rates had already been applied.

This discrepancy has a tangible cost. Using a rough calculation based on water revenue figures from the rate study, the early implementation resulted in Helena residents collectively overpaying by nearly $180,000.

In an interview with Executive Director Kevin Smith, Smith announced that high school principal Valerie Boyd-Bostik and middle school principal Tammy Manning had been terminated by KIPP Delta, effective immediately. He said, “We are going in a different direction…We want to get back to being an exceptional school.”

Kiwanis Club of Phillips County was amazed at all the jobs and projects Will Staley, Executive Director of Thrive Inc, is involved with. Will and his partner, Terrance Clark came to Helena in 2009 with an idea for improving the marketing of Helena through their Design Team. Thrive’s mission is to expand economic opportunity for rural communities through Branding, Placemaking, and Design Education. Along with his wife Misty, they opened the Freeman Playground in 2015. This is a very special facility for children and families of all ability levels to play and enjoy being outside. Will was also instrumental in bringing the Splash Park to Downtown Cherry Street. Will has just recently become an instructor at PCCUA in the Design Department. Will, Misty and their team at Thrive Inc. are doing great things for our community. Thank you!

All will be put into service today.

The City of Helena-West Helena is having a portion of its state turnback funds withheld for failure to make payments to the Arkansas Public Employees Retirement System.
