The Clinton County Emergency Management Agency tells KNS radio that we will be under a ORANGE travel watch starting at 8:30pm this (Wednesday). During a "watch" local travel advisory, only essential travel, such as to and from work or in emergency situations, is recommended and emergency action plans should be implemented by businesses, schools, government agencies, and other organizations.

The Clinton County Emergency Management Agency tells KNS radio that we will be under a YELLOW advisory starting at 5:30 this (Wednesday) evening. Yellow is the lowest level of local travel advisory, means that routine travel or activities may be restricted in areas because of a hazardous situation, and individuals should use caution or avoid those areas.

Frankfort Police Chief Scott Shoemaker Discusses ICE Cooperation

Earlier this week, Indiana Governor Mike Braun issued an executive order directing law enforcement agencies throughout the state to fully cooperate with the Immigration and Customs Enforcement agency, or ICE.

President Trumps crackdown on illegal immigrants has also prompted Indiana state lawmakers to propose legislation during the ongoing 2025 session, including a bill that would require law enforcement to “report arrested individuals suspected of being in the country illegally” to ICE.

Another bill proposed would allow school corporations in the state of Indiana to deny enrollment to undocumented students.

KNS Radio recently reached out Frankfort Police Chief Scott Shoemaker concerning this issue. Shoemaker is president of the chiefs association and is at that conference this week. Shoemaker recently responded to questions submitted by Kevin Keith through email.

KNS: Is there anything in place now when an arrest is made to check whether those arrested are legal or not?

Shoemaker: There is no database for Frankfort Police Department to determine someone’s citizenship status before and during an arrest. During the book-in process, the Clinton County Sheriff’s Office does handle reporting of certain crimes to ICE. You would need to ask them how that works. The new law working its way through the Indiana State Legislature is to mandate the reporting of all physical arrests regardless of crime severity. I foresee this becoming law.

KNS: Do you anticipate being asked for assistance from ICE for any deportation raids if any were carried out in the your jurisdiction?

Shoemaker: It’s always possible. We always get notified ICE is in our city looking for a particular person. ICE has always handled those individual cases without needing assistance from FPD. If any of our local, state and/or federal law enforcement partners request assistance in locating a criminal, we will provide assistance as we have always done.

KNS: Have you spoke with any other police chiefs around the state who have been approached?

Shoemaker. None of the Chiefs I’ve talked to in the last 3 days at conference, has been approached. I’d say I’ve talked to 25 Chiefs personally this week so far. As a group of 187 participants, no one has said they have been approached.

KNS: Have you and Frankfort mayor (Judy Sheets) discussed plans if asked for assistance?

Shoemaker: Same as earlier. If any of our local, state and/or federal law enforcement partners request assistance in locating a criminal, we will provide assistance as we have always done.

KNS: Is there a “limit” to what you feel comfortable doing being police chief?

Shoemaker: My job as Police Chief is to enforce Indiana law and city ordinances established by the city council. Federal laws are enforced by federal law enforcement officers. I would encourage the federal government to hire more officers, if it’s officers they need to enforce their laws.

KNS: Can you speculate what assistance might look like?

Shoemaker: Scene security and safety. If someone is wanted by the federal government, we would share information on that individual to our officers in case they came across that wanted person. We already do this.

KNS: Do you have any comments on the governors executive order this week requesting all law enforcement help if called upon?

Shoemaker: The Governor, himself, in his order, affirmed the responsibility of the federal government. I revert back to my earlier statement, we will help our law enforcement partners do their job tasks. We will assist, report , etc so we do not violate current Indiana law.

KNS: To be clear, would FPD comply with any assistance request from ICE (that you can legally accommodate).

Shoemaker: Everyone knows the federal government has failed at fixing a broken immigration system. Politics aside, we will not conceal any information about wanted persons nor impede a federal investigation. We never have and never will.

Shoemaker also told KNS they have not been approached by ICE or any national agency to specifically help.

Also, this week the Hamilton County Sheriff's Office announced they are the first agency in the state of Indiana to partner with ICE to enforce federal immigration laws. Sheriff Dennis Quakenbush has formed a new "Immigration Commission".

Deputies will receive specialized training to identify and address individuals posing threats to public safety.

KNS has reached out to Clinton County Sheriff Rich Kelly and is hoping to provide a story from their angle in a couple days.
