- Morgan's Cantina, located at 1 Ferry Street in Fall River, is anticipated to open in the Spring of 2025. Morgan's Cantina will offer waterfront views from every seat in the house, handmade authentic Mexican cuisine, and fresh craft cocktails.

Morgan's Cantina is adjacent to the Borden Light Marina near the Tipsy Seagull and Pier 52.

In 2023, the Fall Licensing Board unanimously granted a new All Alcohol Common Victuallers License for the proposed restaurant. Michael and Nicole Lund are adding a third restaurant to their growing Borden Light Marina empire at 1 Ferry Street.

Morgan's Cantina will be open year-round six days a week with a capacity for between 50 to 55 patrons. The new eatery will employ 30 full-time and part-time employees. Michael Lund says the type of high-end Mexican food dining experience he is planning will be similar to those offered in large metropolitan cities and is not currently available in the local area.

A large shed on the south side of the entrance erected 20 years ago has been transformed into the new restaurant.

The restaurant has sweeping views of the of the Braga Bridge and Mount Hope Bay. Morgan's Cantina contains 2,000 square feet of interior space on the 2nd floor inside the newly rebuilt structure.

Morgan's Cantina will also include an exterior seasonal elevated deck 375 square feet in size for outside dining with alcoholic beverages, plus the interior will feature a bar with 16 seats. A new kitchen and 2 full size handicap access bathrooms along with a small storage room were also constructed. Office space is planned on the lower level.

The Hours will be as follows:
Tues-Thurs: 12pm-11pm
Fri-Sat: 12pm-12pm
Sunday: 10am-10pm

- The Fall River Zoning Board of Appeals has approved a new 5-story mixed-use development proposed for Bedford Street.

The plans call for an 8,000+ square foot Adult Day Care facility on the ground level, and 52 residential market-rate apartment units for the remaining 4 levels at 295 Bedford Street & 50 Seventh Street in Fall River. The properties were once home to Cantin’s Clunkers Used Cars & Jeronimo’s Collision Center, and are currently owned by Cordeiro Properties.

There will be 74 off-street parking spaces at the future building. A total of 52 spaces will be allocated for the apartment residents, 10 for the Adult Day Care Facility, and 12 spaces will be utilized as overflow spaces. The will be total of 4 three-bedroom apartment units, 13 two-bedroom units and 35 one-bedroom units. The building will also feature a community room and fitness center for residents.

The February Fall River Zoning Board unanimously granted the Applicant variances for side yard setback and use in the Zoning District. The petitioner was also granted a special permit to waive the number of parking spaces required in the zoning district, as well as a Special Permit to waive the percentage of landscaping area required in the proposed parking areas. The property is located within the Medical Zoning District and the Housing Development Overlay District.

– A buyer has been found for the iconic O Gil’s Portuguese Restaurant & Bar at 915 County Street in Fall River. The new owner is planning to keep the property as a restaurant.

O Gil’s will close at the end of February and the new owner plans to reopen the establishment sometime in April or May, pending the sale of the property and the completion of renovations.

Attorney Mark Levin, representing the new owners, spoke at the Fall River Licensing Board meeting on Wednesday night seeking a transfer of the Common Victuallers License. Levin stated that the property has not been closed on yet.

"The purchase of the business has been a slow process due to the death of one of the business owners," according to Levin. Estate issues need to be resolved.

Kristen Teves, who was also present at the meeting, will be managing the new restaurant with a future pending name change in the works.

The new owners purchasing O Gils also acquired the recipes as part of the sale, and hope to keep the same Portuguese cuisine.

- The Fall River Planning Board approved a revised proposal for transforming a former childcare center at 951 Slade Street into residential apartments. The new plan reduces the number of units from 15 to 11, addressing previous concerns about parking and lot coverage, and will now return to the Zoning Board for final approval.

The Planning Board’s primary focus was the revised petition by Jamie Duff to convert the former childcare center into 11 residential units. This proposal came after a previous plan for 15 units was denied by the City’s Zoning Board of Appeals due to concerns about parking and lot coverage.

Attorney Peter Solino, representing the applicant, emphasized that the new plan is different, pointing out that it satisfies parking requirements without needing a waiver. Board members, after considering the 27% reduction in units and confirming that parking requirements are now met, agreed to send the proposal back to the Zoning Board with a favorable recommendation.

- Vicente's Supermarket, a Brockton-based, Cape Verdean-owned grocery chain, will open a new location in Fall River at 10 Stafford Road inside the former Rite Aid store. A representative from CRBE, which brokered the lease for the grocery store, confirms to Fall River Development News that Vicente’s is aiming to open by the end of this year.

Founded in 1994 by Manuel Vicente, Vicente’s Supermarket specializes “in a delightful array of Brazilian products,” according to its website. The store is now run by Vicente’s two sons, Brian and Jason Barbosa. It has four locations spread across Brockton, New Bedford, and Pawtucket, Rhode Island.

The Stafford Road Rite Aid location closed in April of 2024, and has 84 parking spaces available for the future Vicente’s Grocery store.

- A Fairhaven business, Spider King Nails, will be opening a second location inside the RK Center Plaza at 4171 North Main Street in Fall River. The new Fall River location will be named "Spider QUEEN Nails."

The same spot was previously occupied by a Bank Five branch that closed in June of last year.

According to a City of Fall River issued building permit, a total of $150,000 is being spent on the build-out, which includes plumbing and electrical work. An early spring opening is being planned for the new Fall River location according to an employee reached by phone.

- State Senator Mark Montigny has announced today that he was notified by MBTA officials that the South Coast Rail commuter service in Fall River, New Bedford and Taunton will begin on Monday, March 24th.

The MBTA has set the fare to ride to and from Boston on weekdays at $12.25 one way with a reduced rate of $6.00 for seniors and the disabled. Weekend rides are currently at a flat rate of $10.00 for unlimited rides.

The train will be free for children under 11 as well as police, firefighters, military personnel and those who are legally blind.

The exact schedule of service has yet to be finalized.

A total of 6 commercial storefronts that included Gilbert’s Jewelers & Nelly's at 1370-1386 Pleasant Street, along with the White Rose Bakery at 1642 Pleasant Street, received facelifts with Community Development Agency funding.

The façade work for Gilbert’s Jewelers & Nelly's at the 1370-1386 Pleasant Street building site was estimated to cost $365,000. The work included the removal and replacement of the existing storefront system, installation of new masonry, lighting, metal cornice and awnings.

The façade work for White Rose Bakery at the 1642 Pleasant Street building site is estimated to cost $250,000. The work also included the removal and replacement of the existing storefront system, installation of new masonry, lighting, metal cornice and awnings.

In March of 2024, Mayor Paul Coogan, along with State Representatives Carole Fiola & Paul Schmid, Senator Michael Rodrigues and Congressman Jake Auchincloss announced $1.6 million in funding that the Congressman was able to secure for the Flint Neighborhood and Pleasant Street Revitalization and Storefront Program.

These funds are going towards renovating streets, sidewalks and storefronts bringing back livelihood into the Flint neighborhood, giving businesses support by reviving what was once referred to as Fall River’s second downtown.

- The Thomas Hudner Visitors Center at Heritage State Park, located at 100 Davol Street in Fall River, is in desperate need of repairs.

A quick walk through the Visitors Center reveals that the wooden flooring has buckled due to water damage from over a dozen roof leaks. Moss and plant vegetation can also be seen growing on the walls inside the building.

According to the latest Resource Management Plan Report issued for Fall River's Heritage State Park Visitors Center building. The following maintenance issues need to be addressed:

1. There are multiple leaks in the Visitor Center roof.

2. The Visitor Center’s 40+ year-old windows and doors have failed seals and gaskets that allow for the loss of heat from the building.

3. There are significant problems with water infiltration at multiple locations in the Visitor Center . Stairs to the Visitor Center’s bell tower are in “very poor condition,” closed to the public, and in need of repair. This is likely associated with deteriorated mortar joints associated with the tower’s masonry and missing shingles on the tower’s eaves.

4. The chimes in the Visitor Center’s bell tower no longer work.

5. A recent assessment of the building identified deteriorated and loose clapboards on the clerestory on the south elevation.

6. Audio/visual equipment in the Visitor Center’s auditorium/theater is complicated to use and prone to breaking. Obtaining repairs and replacement parts may take several months, during which time the audio/visual equipment is out of service.

7. The Visitor Center was constructed in 1983 with an all-electric heating system; the main lobby and auditorium were later retrofitted with a gas-fired HVAC system, “without much improvement”. This system is inefficient, expensive to operate, and generates greenhouse gases.

The Heritage Park Visitor Center is operated by the Massachusetts Department of Conservation and Recreation, which manages state parks and oversees more than 450,000 acres throughout the commonwealth.

Land for Fall River Heritage was acquired in 1981 and the Park opened to the public in 1984. Fall River Heritage is one of nine DCR Heritage State Parks. The Visitor Center was constructed in 1983

The Department of Conservation and Recreation has funded repairs at its other parks & facilities around the state with money from the 2021 American Rescue Plan Act (ARPA). The possible allocation of any ARPA money to facilitate any repairs in Fall River has not been announced by DCR.

-The Fall River Board of Health held a virtual meeting this week to address a to***co sale violation at the Cumberland Farms at 68 Stevens Street in Fall River.

The board’s discussion centered around the to***co violation at the Stevens Street store, where a second offense was noted for selling to***co to a minor without checking identification.

The incident involved a youth buyer purchasing Camel Blues ci******es without being asked for age verification. This was the store’s second offense following a similar incident in May 2022.

During the meeting, a store representative for Cumberland Farms explained that the sale was made by a new employee who failed to follow proper training protocols.

The board decided against suspending the store’s license, opting instead for a $2,000 fine, with the condition that if the store violates the law again, it will face a 30-day suspension.

– An Adult Day Care facility and 52 residential apartment units are being now being proposed for 295 Bedford Street & 50 Seventh Street in Fall River. The properties were once home to Cantin’s Clunkers Used Cars & Jeronimo’s Collision Center, and are currently owned by Cordeiro Properties.

According to the February Fall River Zoning Board meeting agenda, the Applicant seeks to construct a mixed-use building on the property consisting of 52 residential apartment units and an approximately 8,800 square foot adult day care facility. The petitioner seeks variances for side yard setback and use in the Zoning District. The petitioner seeks a special permit to waive the number of parking spaces required in the zoning district, as well as a Special Permit to waive the percentage of landscaping area required in the proposed parking areas. The property is located within the Medical Zoning District and the Housing Development Overlay District.

In January of 2021, Fall River Businessman Anthony Cordeiro was given the green-light from the Zoning Board to move forward on another similar mixed-use development project slated to be built at 295 Bedford Street and 50 Seventh Street.

The Bedford Street proposal at that time called for the construction of a six-story, multi-use building consisting of up to 72 apartment units and up to 5,000 square feet of commercial space.

- The Fall River Planning Board will hold a Public Hearing on Wednesday, February 12th at 5:30pm inside the First Floor Hearing Room at Government Center regarding a proposed apartment development at 951 Slade Street.

On January 18, 2024, the applicant Jamie Duff was denied a zoning variance to convert a former childcare center at 951 Slade Street into 15 residential apartments waiving unit count, parking, and lot coverage.

A new petition now offered by Mr. Duff differs, as it seeks to convert it into 11 residential apartments waiving unit count, parking, and lot coverage. This property is located in an A-2 (Apartment) Zoning District.

The applicant requests that the Fall River Planning Board make a determination that the submitted proposal contains specific and material changes in the conditions for which unfavorable action had previously been taken by the City of Fall River Zoning Board of Appeals.

- The Fall River Redevelopment Authority could begin work on the future Northfield Point recreation area along the waterfront as soon as late this year or in 2026. Northfield Point is currently an overgrown spit of land, a part of the City Pier at 600 Davol Street adjacent to the Point Gloria Condominium Complex..

The Redevelopment Authority is seeking to replace the invasive species with native vegetation and repair a deteriorated and eroding embankment to create a new fishing and recreation area while restoring the shoreline ecology.

The addition of three new mooring fields along Fall River’s waterfront at the Northfield Point site are also planned.

Last week’s Redevelopment Authority meeting addressed a significant anticipated grant for Northfield Point, with discussions scheduled with state fishery and wildlife representatives. A meeting with the Beta Engineering Group was planned to discuss the phasing of construction work, with a possible extension of the timeline for potential work to begin late this year or in 2026, contingent on grant approvals. The only additional grant application planned is for the Seaport Economic Council Grant, which opens June 1st and closes June 30th.
