Here’s a three-minute pkg that aired Friday night on KOCO 5 News. Cheyenne & Arapaho Productions put this story together and has been talking with them for weeks to make this happen. Many thanks to all involved.

As Native American Heritage Month draws to a close, we recognize that this country's history with Native tribes is not all positive. Some of that history is hard to share.

2025 OCIE Conference Keynote Speaker:
Carrie F. Whitlow is a citizen of the Cheyenne and Arapaho Tribes and a descendent of the Kiowa and Muscogee Creek tribes and resides in El Reno, Oklahoma with her family. She is the daughter of Dara Franklin and the late Billy Whitlow. Her maternal grandparents are the late Arapaho Chief Virgil Franklin, Sr. and Violet Bernice Franklin and her paternal grandparents are the late William Joseph Whitlow and Geraldine Tallbull Morton. She currently serves as the Executive Director for the Cheyenne and Arapaho Department of Education. She has served in a leadership/management capacity for the Cheyenne and Arapaho Tribes for the past 19 years. Ms. Whitlow successfully defended her dissertation and will earn a Doctor of Philosophy degree in Adult Learning and Leadership from Kansas State University on Friday, December 12!

Her research interests include Tribal Education Departments (TEDs)/Tribal Education Agencies (TEAs), Indigenous Female Leadership, and Indigenous Feminism.

Congratulations Dr. Whitlow! Thank you for sharing your knowledge at our conference.
