BUTTE COUNTY ANNOUNCES AVAILABILITY OF FEDERAL ASSISTANCE PROGRAMS FOR RESIDENTS AND BUSINESSES IMPACTED BY DROUGHT
Oroville, Ca— The U.S. Department of Agriculture (USDA) and the U.S. Small Business Administration (SBA) have designated Butte County for Drought Assistance through a USDA Disaster Designation and an SBA Drought Declaration. Several forms of assistance are available to farmers, ranchers, and small businesses who conduct family-sized farming operations or those that work in the agriculture industry.

USDA Emergency Farm Loans are available for both physical and crop production losses as a direct result of the drought disaster. Further information on USDA Emergency Farm Loans is available at:. Farm Loan Programs (usda.gov)

SBA Economic Injury Disaster Loans are available for small non-farm businesses, small agriculture cooperatives, and most private non-profit organizations. Further information on SBA Injury Disaster Loans is available at: Disaster assistance (sba.gov)
The application deadline for drought assistance programs through USDA and SBA is December 8, 2022.

MORE SENIOR HOUSING SLATED TO BEGIN IN LATE MARCH/EARLY APRIL 2022 adjacent to DeGarmo Park.

TONEA SENIOR Project Description:

Tonea Senior Apartments (the “Project”) is a new construction project that will provide 104 multi-family units (including one manager unit) in seven two-story walk-up residential buildings and one one-story community building for seniors (age 55+). The site is a flat undeveloped 3.97-acres in an existing residential area of Chico with many mature trees of which 80% will be preserved as featured elements of the large open space. The unit flats will be contained in the two-story residential buildings. The community also features a single story 3,500 square foot community building with a landscaped plaza. The Project is conventional wood framed with low-pitched gable and hip roofs to complement the existing neighborhood style. Each building has a central entryway that connects units and an exterior stairwell for each building. 56 on-grade parking spaces will be provided with a minimum of 26 carports.

The Project will include (103) one-bedroom units averaging 615 square feet with one two-bedroom manager unit. The rents will be targeted 11% (30 units) at 30% of area median income, 25% (26 units) at 40% of area median income, 24% (25 units) at 50% of area median income, and 40% (41 units) at 60% of area median income.

Unit amenities will include dishwasher, refrigerator, oven/stove, heating & cooling air systems, storage space, blinds, and vinyl plank throughout with carpet flooring in the bedrooms.
Project amenities will include a community building with a manager’s office, services office, kitchen, social/entertainment room, laundry facilities in most residential buildings on both the first and second floor, outdoor terrace/barbecue area, community gardens, security cameras, and controlled access entry. The Project will also be adjacent to a public park with connectivity provided by a pedestrian access and controlled gate entry.

Service Provider: Services will be provided to the Project by LifeSTEPS, established in 1996 to provide social and supportive services to residents of affordable communities in California. LifeSTEPS, with offices in five counties, serves over 90,000 residents living in over 32,000 units of LIHTC and supportive housing. It provides a comprehensive set of social and supportive services that include case management, service coordination, after school programs, aging in-place services, financial literacy, employment skills, and health and wellness activities. Actual services will be decided once tenants have moved in and a survey is given to better understand their interests and needs.

The Vina GSA and Rock Creek Reclamation District will hold a joint meeting at: 5:30pm Monday, Nov. 15 at the Chico City Council Chambers to discuss:

PUBLIC HEARING FOR THE CONSIDERATION OF THE DRAFT GROUNDWATER SUSTAINABILITY PLAN (GSP) FOR THE VINA GROUNDWATER SUBBASIN. The Vina GSA Management Committee will provide information on the Draft GSP for the Vina subbasin including a summary of comments received during the 40-day public comment period. The Vina and RCRD GSA Boards will provide their comments and consider public comments on the Draft GSP during this public hearing. The Boards will also consider the following proposed revisions to the following components of the GSP. (Report – Management Committee).

Five of the 10 Stakeholder Advisory Committee members have serious concerns about the draft GSP in its current form which severely downplays important measuring methods, data gaps, and/or disregards input from the public, state agencies, environmental groups, domestic well owners, local institutions, engineers and scientists. The draft Plan will not lead to sustainability as required by the Sustainable Groundwater Management Act (SGMA), but will allow major groundwater fluctuations, significant well failures, and cost burdens on harmed farms, homes, and businesses.

Mayor Andrew Coolidge Served Notice for Recall
Press conference scheduled for Wednesday at 10am at Downtown Plaza

Chico, CA – On November 2, during the Chico City Council meeting, Mayor Andrew Coolidge was served a Notice of Intention to Circulate Recall Petition by the organization Chico Voters. A press conference is scheduled for Wednesday, November 3rd at 10am at the northeast corner of the Downtown Plaza to explain Chico Voters’ grievances.

The grounds for the recall are as follows:
Andrew Coolidge violated his oath to uphold the Constitution. And those violations came with significant human, fiscal and environmental costs to the City he is sworn to serve.
He is incompetent. He is fiscally irresponsible. He disregards the law.

• INCOMPETENT. Favors special interests rather than acting to “protect and enhance the community’s quality of life” (Mission of the City of Chico). An avoidable lawsuit that resulted in the City’s inability to protect our parks and waterways.
• FISCALLY IRRESPONSIBLE. Supports fiscally imprudent decisions - the untimely ice rink, the airport “resting” site, unneeded no-bid contracts, with associated lawsuits and legal fees - that a city already in crisis simply cannot afford.
• DISREGARD FOR THE LAW. Demonstrates disregard for the rule of law and the normal procedures that ensure a free society. Ignored sound legal advice that resulted in a costly lawsuit against the City.

Mr. Coolidge ran on a platform of public safety and sound fiscal policy. His failure to embrace common sense guidance, adhere to norms of transparent governance, and listen to the will of the people has resulted in a community that is worse off than when he swore that oath.

The press conference will include a reading of the petition at a location emblematic of the grievances held by Chico Voters: the fence around the Downtown Plaza. This fence prevents residents from enjoying one of Chico’s most vital local landmarks and community gathering places. The fence also demonstrates the fiscally irresponsible decision to create an ice rink during a drought. Furthermore, the ice rink undermines the recovery of the Town of Paradise, whose own ice rink is a customary outing for many Chico families.

Durham High Cheerleaders are raising funds to support new bleachers in the football stadium and provide funds to replenish the program needs.
